Introduction
Oro Valley Staff has previously accepted the memory care designation as a
sub set of the Sanatorium use allowed under the Rancho Vistoso PAD. This
narrative is to further define the business model for the Crystal Living
Arizona, LLC Memory Care/Assisted living facility. Assisted living is a key
component of the facility and is provided as a sub -set of the memory care
designation and is, therefore, a subset of the Sanatorium use allowed under
the Rancho Vistoso PAD.
Operations
An Assisted Living and Memory Care community offer A combination of
residential housing, personalized supportive services and healthcare and is a
housing alternative specifically for older adults who need help with their daily
activities of living; dressing, bathing, grooming, toileting, meal preparation,
medication management, and transportation. Residents who reside in an
assisted living / memory care community do not require intensive medical
and nursing care which would be provided in nursing homes. We will deliver
these services to our residents with a staff of Certified Nursing Assistants,
trained care givers, Medication Technicians, and Licensed Nurses; 24 hours a
day and 7 days per week. Our staff care for the residents based on an
Individualized Care Plan that is created upon assessment of each resident
prior to occupancy; each resident's needs will vary and our goal is to keep
our residents as independent as possible, track their needs and healthcare,
coordinate any ancillary needs they may have, and ensure they are
engaging into the community and living their lives to the fullest each day.
Providing the full spectrum of care to each resident will require our staff to
monitor residents (care and needs; as described previously), transport them
to medical and professional appointments, transport them to various points
of interest (based on abilities), coordinate their healthcare and daily
activities, prepare and serve all meals and several snacks/hydration
throughout each day, create activities and events to engage our residents to
each other and the community.
We will serve our residents by offering three (3) levels of Care:
• Catered Assisted Living
• Higher Acuity Assisted Living

TOWN COUNCIL REPORT
DATE: November 7, 2016
TO: Mayor and Councilmembers
FROM: Daniel Sharp, Interim Town Manager
Paul Keesler, CDPW Director
SUBJECT: Zoning Interpretation — Does the term "sanatorium" describe a use that is
a component of a "senior care facility?"
This report is intended to apprise the Council of a zoning interpretation (Attachment 1)
that considers a "sanatorium" to be a component of a senior care facility.
DISCUSSION
A zoning interpretation was submitted by Alliance Engineering on behalf of a client who
wishes to develop a senior care facility on a commercial property located near the
northeast corner of Vistoso Commerce Loop and Rancho Vistoso Boulevard.
The Rancho Vistoso Planned Area Development allows sanatoriums in the C-1
(Commercial) zoning district but does not list a senior care facility as a permitted use.
The aim of this interpretation is to determine whether the definition of a sanatorium is a
component of a senior care facility.
After reviewing the Town's definition of a senior care facility and several definitions of a
sanatorium, it has been determined that a sanatorium is a component of a senior care
facility. This interpretation is based on the fact that the two uses are similar in nature.
RECOMMENDATION / CONCLUSION
This report is for information only.
