Chair Gambill called the meeting to order at 5:31 p.m.

EXECUTIVE SESSION - Pursuant to Arizona Revised Statutes §38-431.03 (A)(3) to obtain legal advice
regarding the Oro Valley Church of The Nazarene rezoning application.
Motion by Commissioner Hal Bergsma, seconded by Commissioner Skeet Posey to go into Executive
Session at 5:32 p.m.
Vote: 7 - 0 Carried
Chief Civil Deputy Attorney Joe Andrews announced the following staff would be joining the
Commission in Executive Session: Recording Secretary Jeanna Ancona and Planning Manager Bayer
Vella.

Chair Gambill led the Commission and audience in the Pledge of Allegiance.

There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Melanie Barrett thanked Chair Gambill and Commissioner Bergsma for their service on the
Commission the past four years. Ms. Barrett also provided updates on Planning items presented to the Town
Council since the last Commission meeting on September 6, 2022, as well as upcoming items on the next
council agenda.

1.REVIEW AND APPROVAL OF THE SEPTEMBER 6, 2022 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Daniel Sturmon, seconded by Commissioner Hal Bergsma to approve the
September 6, 2022 meeting minutes.
Vote: 7 - 0 Carried
2.*PUBLIC HEARING: DISCUSSION ON TWO ITEMS REGARDING PROPOSED DEVELOPMENT BY
THE ORO VALLEY CHURCH OF THE NAZARENE, LOCATED ON THE NORTHEAST CORNER OF
THE CALLE CONCORDIA AND CALLE BUENA VISTA INTERSECTION. THE ITEMS INCLUDE:
ITEM A: REZONING FROM PS, CHURCH OF THE LDS PAD AND R1-144 TO ORO VALLEY
CHURCH OF THE NAZARENE PLANNED AREA DEVELOPMENT FOR APPROXIMATELY 27
ACRES (2002978)
ITEM B: CONCEPTUAL ARCHITECTURE FOR A NEW MULTI-PURPOSE BUILDING AND
CONCESSION BUILDING AT THE ORO VALLEY CHURCH OF THE NAZARENE (2002978)

- Item B: Conceptual architecture for multi-purpose building
- Summary
Paul Oland with Paradigm Land Design representing applicant, introduced Pastor Craig Coulter with
the Oro Valley Church of the Nazarene, who explained the reasons for building and success as a sports
ministry.
Mr. Oland continued with a presentation that included the following:
- Aerial view showing an established activity center in the area
- Eight foot screen wall will be added as a result of sound study
- Project is ESLO compliant; traffic will be mitigated in Phase 2 with the road widening
- Shared parking with CDO High School in the past; proposal will allow onsite parking to accommodate
future events
- Proposal has met more stringent requirements regarding lighting
- Picture illustrating varied heights of multi-purpose building
Chair Gambill opened the public hearing.

Chair Gambill closed the public hearing.
Discussion ensued among the Commission, applicant and staff.
PLANNING UPDATE (INFORMATIONAL ONLY)
Planning Manager Bayer Vella provided updates regarding an upcoming neighborhood meeting, the cancellation
of the December 13 Special Session, the Volunteer Appreciation dinner, the upcoming General Plan process
and the next Commission meeting on January 10, 2023. Interviews are scheduled for replacing the two outgoing
Commissioners. Mr. Vella thanked Chair Gambill and Commissioner Bergsma for their great work and service.
ADJOURNMENT
Motion by Vice Chair Jacob Herrington, seconded by Commissioner Daniel Sturmon to adjourn the
meeting.
Chair Gambill adjourned the meeting at 8:40 p.m.
