By TOM BEAL The Arizona Daily Star The fear that the public's silence on planned water -rate increases is the calm before the storm has led to a last-minute rush of proposed alternatives to the recom- mended 8- to 14 -percent increase scheduled for approval Monday. Misgivings about the recommendations of the council's Citizens Advisory Water Committee by at least four council mem- bers may postpone adoption of the rate schedule, which is scheduled to take effect Wednesday. I - That has drawn sharp criticism from Mayor Lew Murphy, who warned yesterday that "doing violence" to the committee's recommendations could have disastrous ,effects on the city water utility. Murphy is scrambling to gather four votes to pass a rate schedule that would produce a 10 percent revenue increase Water officials say the increase is needed to* insure bond repayment, credit rating, and a continued flow of water to the system's customers. So far, little public opposition has been voiced. Councilman Tom Volgy said the public may still be opposed to water rate increases but is tired of arguing about them as in 1976, when voters successfully recalled three 0 0 Long wal is olvlv�ar council members over tht� increased water rates. Volgy met yesterday w.ith fellow Demo- crat George Miller and Republican Council- man Roy Laos to disciiss the proposed rates. All three have rese-i-vations about the proposed rates, although they differ in their specific criticism, Voigy said. Volgy also is disturbed that the commit- tee failed to document its charge that the system's life -line rate wad missing its target - the poor. Murphy and water offi�cials fear that any decrease in water reventies would make it difficult to sell the cit,V's water revenue bonds, or would raise the interest the city has to pay on the bonds. . That. interest is deterr-flined in part by a formula called debt cove0ge - the ratio of revenues raised and property owned by the utility, to the money needed for debt retire- ment. It is the same principle that allows a homeowner to receive a better interest rate on a loan than a renter. Equity (the value of a home beyond what is owed on it) and the homeowner's earnings are weighed against the amount to be borrowed. The rate schedule proposed by the committee would allow the utility to raise more than $21 million next year. About half of that would be used for capital improve- ments - increasing the city's equity and V lowering the interest rates on $8 million in water bonds the utility plans to sell in Jane, Volgy and Miller said they will discusss postponing the bond sale to take advantage of a bill being pushed by the city in the state Legislature. It would allow bonds to be backed by the city's general fund, as well as by the water utility's equity and revenues. But the bonds set for sale in June have already beer, approved by the taxpayers, and a new vote would be needed to sell them as "hybrid" or "double-barreled bonds, PP as the proposed law would allow, said Jim Kay, finance director. Edgar Fox, who 'made i s odies independently When he turned 100 in 1975, Edgar Fox laughingly said, "I don't know how I made it." Fox made it another year and a half, priding himself in using crutches to maintain his independence at the Geronimo Hotel. He died Wednesday at 101, apparently of natural caus- es. In his long working life, Fox built commercial buildings, homes, silos, grain elevators and dams from Kansas to Ore- gon. After visiting Tucson in the winter for years, Fox settled here in 1974. He is survived by his niece, Grace Elliot of St. Joseph, Mo. His wife, Lena, died in 1960. Services will be at 2 p.m. Monday at the Pettijohn and Eiser Funeral Home in Oregon, Mo. Josie Muramoto, famed cook dies Tucson native Josie Lee Muramoto, 49, died Thursday of kidney failure. Muramoto was an oriental cook famous in Tucson for her Chinese New Year parties. She taught her dishes to many Tucsonans and compiled the recipes in an Oriental cookbook she wrote in Spanish. She was also a science teacher at Sahuaro High School from 1970 to 1977. Muramoto is survived by her husband, Nick, and their two children, Myra and Max. Services will be 3 p.m. Monday at the Arizona Mortuary. Burial will follow at the Evergreen Cemetery. The family requests that remembrances be in the form of donations to the Arizona Kidney Foundation.
