LA CANADA DRIVE HOPI CONFERENCE ROOM REGULAR SESSION AT OR AFTER 5:30 PM CALL TO ORDER ROLL CALL Attendees: Mary Kim Dodson, OVPL Librarian (arrived at 6 p.m.) Alistair Innes, Committee Member Jayne Kuennemeier, Committee Co-Chair Joseph "JR" Johnson, Committee Member(arrived at 5:46) Doug McKee, Committee Chair Susan Mears, Committee Member Kathy Pastryk, Committee Member Jane Peterson, Library Clarence "Gene" Riser, Committee Member Tobin Rosen, Town Attorney Jerene Watson, Assistant Town Manager Stacey Lemos, Finance Director Arinda Asper, Recording Secretary Absent: Joy Nelson, Committee Member Public Attendee: Bill Adler Discussion Topics • Action: May 4, 2009 meeting minutes were approved with one correction (third bullet, fifth sub-bullet, first sentence): the words "for the Town's value in the library" were struck out, leaving the sentence to end with "...unless the Town was willing to pay Pima County." • Jane Peterson reported that OVPL job titles changes have been implemented and OVPL staff now have the same titles as Pima County Library employees. Four OVPL library associates do not have Bachelor degrees and, in the event of a turnover, they may be affected and possibly demoted, depending on where they fall within their pay range. • Chair McKee reported on his findings upon reviewing the Pima County library budget online. Pima intends to: reduce the tax rate, spend some of its rainy day fund, and increase the budget for building maintenance. This coming year, the reimbursement amount to OVPL is $626,300.00. • Chair McKee stated that Mr. Musolf's report regarding the Wilmot Branch status was not completely accurate, and he clarified that title to the Wilmot library will be transferred to County in total. Chair McKee felt that this is likely to be the County's position should there be a turnover, and he also felt that Pima County is likely to expect 50% reimbursement of the library's cost to build. Mr. Rosen cautioned that there are too many unknowns, which makes it difficult to predict what might happen in 2012, and added that it is also difficult to compare OVPL's possible turnover to the City's turnover. 05/18/09 Minutes, Oro Valley Public Library Review Committee 2 • The committee edited Chair McKee's draft of the final report's executive summary. • Action: Committee voted on a Motion to consider the following four alternatives: formation of a Municipal Library District, Renegotiate the IGA to increase reimbursement, Maintain the status quo, and Turn OVPL to County. Motion carried 5 - 2. • Committee discussed the idea that Option #1 (Municipal Library District) is unattainable. • Action: Committee voted on a motion to rank the Municipal Library District formation as a 3. Motion carried 4—3. • Action: Committee voted on a motion to rank the Library Turnover as a 4. Motion carried 6 — 1. • Mr. Rosen explained that renegotiation of the OVPL IGA would be best done in 2012, as it would probably not be successful if renegotiated now. • The committee discussed the possibility of using gap funding. Co-Chair Kuennemeier pointed out that a utility tax would be easier to sell than a property tax. • Action: Committee voted on a motion to rank Maintaining the Status Quo as a 1. Motion carried 6— 1. • Action: Committee voted on a motion to rank Maintaining the Status Quo with a property tax as a 2. Motion carried 5—2. • Action: Committee voted on a motion to rank Maintaining the Status Quo with no new funding as a 3. Motion failed 3—4. • Committee discussed the restrictions of imposing an initial property tax, and Mr. Rosen explained that the Town has no existing tax levy. • Action: Committee voted on a motion to offer Town Council an introductory statement to include alternatives for IGA renegotiation of reimbursements in 2012, and to maintain the status quo, with the provision that the funding options for the status quo categories need to be looked at, and with the following ranked alternatives: 1. Maintain status quo with other(sales & utility) taxing options 2. Maintain status quo with property tax option 3. Establish a Municipal Library District 4. Turnover of OVPL to Pima County Motion passed 7—0. • Committee suggested that Chair McKee rewrite the Library Alternatives. • Co-Chair Kuennemeier reported on Chair McKee's and her attendance at the last OVPL Friends meeting, where all attendees of that meeting stated that they would resign if the OVPL was turned over to Pima County, as they feel their efforts will be disregarded. • Ms. Mears asked if the committee's next meeting could be held during the day.
