ORO VALLEY PUBLIC LIBRARY (OVPL) REVIEW COMMITTEE MEETING
WORKING SESSION

Discussion Topics
• Committee members discussed the following:
o Books within the Pima County system are not returned to their original library.
This procedure was put in place by Ms. Ledeboer, for efficiency and eliminating
the need for couriers (saving 1.5 FTEs). It is believed Pima County libraries
resent OVPL because Pima County libraries have to return books to OVPL.
o The analysis done by Ms. Abbey on the potential transfer of employees to Pima
County touched on several, but not all, relevant issues.
o If the OVPL is transferred to Pima County, Ms. Ledeboer plans to stock the
OVPL's empty shelves with books which are now in storage; the desirability and
relevance of those books is questionable.
o The transfer of the OVPL may change the amount of taxes that Oro Valley
residents will continue to pay.
o Chair McKee's recommendation would be to keep the OVPL as an affiliate but to
change the reimbursement rules.
o Chair McKee's draft outline (copy attached) was briefly discussed.
o Potential funding sources (reserve fund, and utility, renters, sales, and property
taxes) were discussed.
o Co-Chair Kuennemeier suggested that all voting committee members offer their
recommendation on the Library's future.
o Co-Chair Kuennemeier, reading from the February 4, 2009 Town Council
communication, reviewed the committee's scope of work.
o Pima County has more bonds invested in the OVPL and would likely want title to
the building.
o The committee may want to meet with Pima County Board of Supervisors to
determine what that entity's wishes and intentions are regarding the OVPL.
o The committee discussed the Town's use of the Library's computer room for
training purposes, and recognized that if the OVPL is transferred, the Town may
not longer have the option of using that facility for computer training purposes.

• Committee members discussed each of the questions on Chair McKee's "Questions for
discussion at the next Library Committee Work Session April 27" document. Those
questions were put into a table format, with one column stating the question and a
second column identifying the way in which the question will attempt to be answered.
Copies of the questions (in their original format and in table format) are attached.
