HomeMy WebLinkAboutMinutes - Government Review Task Force - 6/25/2001 TOWN OF ORO VALLEY GOVERNMENT REVIEW TASK FORCE MEETING MINUTES JUNE 25, 2001 • The twenty-second Government Review Task Force meeting was called to order by Vice-Chairman Jim Kriegh at 4:35 p.m. • ATTENDANCE: • Chairman Paul Loomis [arrived 4:39 p.m.] • Vice Chairman Jim Kriegh • Marilyn Cook • Don Dvorak • Richard Feinberg • Larry Holden • Susan Baczkiewicz • Kathi Cuvelier • Dan Dudley [absent] • APPROVAL, OF MINUTES. Marilyn Cook motioned for approval of the June 11, 2001 meeting minutes. Seconded by Don Dvorak. Motion carried 5-0. • COUNCIL MEMBERSHIP. • In review of the draft letter to the Council in regard to the Oro Valley Government Review Task Force Report on Council Membership, it was determined that the fourth sentence would be deleted. • In review of the draft survey regarding Council Membership Expansion, Chairman Loomis stated the draft favored a Council increase to 7- Members and that the survey should remain unbiased. With that in mind, the introduction was modified to read, "The purpose of this survey is to obtain information for the Town Council; this survey is being conducted by the Government Review Task Force. The GRTF was formed by the Town Council to explore the Town's current operating procedures. A specific task was whether the Town would be better served by a 7-Member Council. This survey is to obtain your opinion." Following this background information, Chairman Loomis suggested providing simple, unbiased facts, followed by fewer questions. Note that all statistics will be verified prior to inclusion in the final survey. • Current Arizona law states that a municipality with a population less than 1500 = 5-Member Council, a population greater than 1500 = 7- Member Council. Towns that incorporated with a 5-Member Council may increase to a 7-Member Council. • Oro Valley population in 1974 = 1,184 persons; in 2000 = 29,700 persons F:\Susan\Govt Task Force\Minutes 062501 • Oro Valley size in 1974 = approximately 2.51 square miles; in 2000 = approximately 32.5 square miles • Oro Valley budget in 1974 = approximately $23,000; in 2000 = approximately $80,000,000 • Oro Valley employees in 1974 = "volunteers;" in 2000 = approximately 200 full-time employees • Survey question #1 and #3 were deleted in their entirety, and the remaining survey questions were revised as follows: • (#2) now#1 reads, "Recognizing that Oro Valley now has a population of approximately 30,000 residents, do you feel expanding the Town Council from five (5) to seven (7) members would provide the residents with a more representative government?" • (#4) now#2 reads, "With the changes from 1974 to,2000, do you feel additional elected Council Members may be beneficial to the Town?" • (#5) now#3 reads, "In your opinion as a Town resident, do you think that the Town Council should expand from five (5) to seven (7) Council Members?" Chairman Loomis reminded the GRTF that the Council may or may not accept the letter/survey. Town Clerk Kathi Cuvelier will finalize the letter/survey and obtain final comments from the GRTF members this week. • NEXT MEETING. It was determined that there would not be a quorum at the next regularly scheduled meeting. Therefore, Marilyn Cook moved to set the next regularly scheduled meeting Seconded by Vice-Chairman Kriegh. Motion carried 5-0. The upcoming g p g agenda will address the following: • Approval of Minutes • Final review of the Council Rules/Procedures • Review of the Board/Commission Appointment process • New Business • Discussion of Next Meeting/Agenda • ADJOURNMENT.
