• In review of the draft survey regarding Council Membership Expansion,
Chairman Loomis stated the draft favored a Council increase to 7-

the introduction was modified to read, "The purpose of this survey is to
obtain information for the Town Council; this survey is being conducted by
the Government Review Task Force. The GRTF was formed by the Town
Council to explore the Town's current operating procedures. A specific
task was whether the Town would be better served by a 7-Member
Council. This survey is to obtain your opinion." Following this background
information, Chairman Loomis suggested providing simple, unbiased
facts, followed by fewer questions. Note that all statistics will be verified
prior to inclusion in the final survey.
• Current Arizona law states that a municipality with a population less
than 1500 = 5-Member Council, a population greater than 1500 = 7-
Member Council. Towns that incorporated with a 5-Member Council
may increase to a 7-Member Council.
