GOVERNMENT REVIEW TASK FORCE
MEETING MINUTES
MAY 14, 2001
• The twentieth Government Review Task Force meeting was called to order by
Chairman Paul Loomis at 4:08 p.m.
• ATTENDANCE:
• Chairman Paul Loomis
• Vice Chairman Jim Kriegh
• Marilyn Cook
• Don Dvorak [excused]
• Richard Feinberg
• Larry Holden [excused]
• Susan Baczkiewicz
• Kathi Cuvelier
• Dan Dudley [arrived at 4:12 p.m.]
• APPROVAL OF MINUTES. Marilyn Cook motioned for approval of the
May 7, 2001 meeting minutes with revisions as discussed. Seconded by
Richie Feinberg. Motion carried 3-0.
• NEW BUSINESS. In review of the revised Council Chambers Sound
System/ Podium memo, Vice-Chairman Kriegh motioned for approval of the
memo, which is to be presented before Council. Seconded by Richie
Feinberg. Motion carried 3-0.
• APPOINTMENT TO BOARDS/COMMISSIONS.
• Volunteer Application. Regarding the review of the revised volunteer
application, Marilyn Cook motioned to approve the application form for
submission as a draft to the Chairpersons of various Boards/
Commissions, and to direct the Chairpersons to forward the form to their
membership for discussion at their next scheduled meeting in order to
return the form to the GRTF with comments within 2 months. Seconded
by Vice-Chairman Kriegh. Motion carried 3-0. Town Clerk Kathi Cuvelier
will draft an enclosure letter to the following Boards/Commissions: 1)
Planning Commission; 2) Development Review Board; 3) Board of
Adjustment; 4) Parks and Recreation Advisory Board; 5) Water Utility
Commission; 6) Transit Task Force; and 7) Budget & Bond Committee, for
review by the GRTF at the next meeting.
• Appointment Outline. In review of the Appointment Outline, term limits,
Specialty Boards/Commissions, and Advisory Task Forces were
discussed in general. It was decided that membership to County-based
Boards/Commissions should be included in the outline under Section IV.
See revised Appointment Outline. Chairman Loomis asked the GRTF
members review and be prepared to discuss "re-appointments" and the

interview process at the next regularly scheduled meeting. Also,
Chairman Loomis asked that Town Clerk Kathi Cuvelier draft a second
letter to the Chairpersons of various Boards/Commissions to review their
current job description and submit comments and/or revisions to the
GRTF in 1.5 months along with a list of that Board's/Commission's9 oals,
for review by the GRTF at the next meeting.
• Vice-Chairman Kriegh motioned to designate term limits of three (3)
successive years (with a 2-year term) for the following
Boards/Commissions: 1) Planning & Zoning Commission; 2)
Development Review Board; 3) Board of Adjustment; 4) Grievance
Review Board; 5) Parks and Recreation Advisory Board; and 6) Budget
and Bond Committee. Seconded by Marilyn Cook. Motion carried 3-0.
• Vice-Chairman Kriegh motioned to move the Industrial Development
Authority and Municipal Property Corporation under the sub-heading
Specialty Boards/ Commissions and keep the terms as defined in their
bylaws. Seconded by Marilyn Cook. Motion carried 3-0.
• NEXT MEETING(s).
• COUNCIL:L. On Wednesday,da
moyiviogpgigikpolifoi:01., presented before
Council is the Council Membership report resulting from the Public
Opinion Forum. Chairman Loomis mentioned that attendance would be
appreciated.
• SPECIAL:IAL.C On Monday,da
Loomis declared the next Special meeting date. The upcoming Special
Meeting will address the final review of the Council Policies & Procedures.
• REGULAR: On Monday,a
Chairman Loomis declared the next regularly scheduled meeting date.
The upcoming agenda will address the following:
• Approval of Minutes
• Discussion of Board/Commission Appointment Process
• New Business
• Discussion of Next Meeting/Agenda
• ADJOURNMENT. Marilyn Cook moved to adjourn at 5:34 p.m. Seconded
by Vice-Chairman Kriegh. Motion carried 3-0.
