GOVERNMENT REVIEW TASK FORCE
MEETING MINUTES
MAY 7, 2001
• A Special Meeting of the Government Review Task Force was called to order
by Vice-Chairman Kriegh at 4:05 p.m.
• ATTENDANCE:
• Chairman Paul Loomis [arrived at 4:24 p.m.]
• Vice-Chairman Jim Kriegh
• Marilyn Cook
• Don Dvorak
• Richard Feinberg
• Larry Holden
• Susan Baczkiewicz
• Kathi Cuvelier

• APPROVAL OF MINUTES. Don Dvorak motioned for approval of the April
23, 2001 meeting minutes. Seconded by Marilyn Cook. Motion carried 5-0.
• COUNICL POLICIES/PROCEDURES. Vice-Chairman Kriegh opened
the continued discussion concerning the revised draft of the Council Policies/
Procedures. The highlighted entries contain language proposed by the Town
Attorney.
• § 9.1(E) —the last sentence should begin, "Written communications and
exhibits shall be delivered..."
• § 10.2 —the fifth sentence should read, "That Council Member shall then
leave the room and shall refrain from taking any part in the meeting,
discussion, consideration, or determination of that issue, and the Council
Member shall be excused from that agenda item unless it would result in
the loss of a quorum which would therefore result in continuing that
agenda item."
• § 10.5 —accepted as revised
• § 10.6 —accepted as revised
• § 10.7(A) — accepted as revised
• § 10.7(C) — accepted as revised
• § 10.8 — [now 10.7] "Point of Order" was discussed and a sentence to

• § 10.9 —[now 10.8] discussion was held regarding when a Council
Member abstains from voting, whether that vote is considered a neutral
vote. Additional discussion/action required.
• § 10.10— [now 10.9] accepted as revised

• § 10.12 — [now 10.11] in the last sentence, "super majority" text is
replaced with "two-thirds" text.
• § 11 —this section was renumbered so that the first 3 subsections become
A, B, and C, and the remaining subsections are renumbered accordingly.
The "Reconsideration of Motions" title is accepted as revised
• § 11.1 — [now 11.1(A)] subsection should read, "Reconsideration of any
action taken by Council must be by motion by a Council Members who
was on the prevailing side of the vote. Once an item is discussed at a
meeting and the Council has gone on to another agenda item, the item
considered cannot be reconsidered at that same meeting unless it can be
positively determined that all persons who were present when the item
was first considered are still present."
• § 11.2 — [now 11.1(B)] subsection should read, "Said reconsideration of
any action taken by Council must be by motion by a Council Member who
was on the prevailing side of the vote. Such motion must be filed with the
Council, through the Office of the Town Clerk, prior to the next regularly
scheduled Council meeting. At the time of that meeting, before the matter
may be considered, there must be a second to the Motion to Reconsider."
• § 11.3 — [now 11.1(C)] accepted as revised
• § 11.4 — [now 11.2] accepted as revised
• § 11.5 — [now 11.3] accepted as revised
• § 11.6 — [now 11.4] accepted as revised
• § 11.5 — new section was added to define Main Motion as follows: Ailikom

• § 12 —this section was revised so that "public officers and employees" text
was replaced by "Council Member(s)" text
• § 12.1 —the last sentence should read, "Arizona law define those close
relatives to include a..."
• § 12.5(H) — the "TLD & B Tax" text was replaced with "Bed Tax" text
• § 12.6 —this sentence should read, "Pursuant to ARS 38-503(C)(2), a
Council Member, or their close relative, may sell..."
• NEXT MEETING(s).
• SPECIAL: Chairman Loomis declared the next Special meeting date on
