GOVERNMENT REVIEW TASK FORCE
MEETING MINUTES
JANUARY 29, 2001
• A Special Meeting of the Government Review Task Force was called to order
by Chairman Loomis at 4:38 p.m.
• ATTENDANCE:
• Chairman Paul Loomis
• Marilyn Cook
• Don Dvorak
• Richard Feinberg
• Susan Baczkiewicz
• Dan Dudley
• Larry Holden
• Vice-Chairman Jim Kriegh
• Kathi Cuvelier
• APPROVAL OF MINUTES. Richie Feinberg motioned for approval of the
January 22, 2001 meeting minutes. Seconded by Don Dvorak. Motion
carried 5-0.
• COUNCIL POLICIES/PROCEDURES. Chairman Loomis opened the
discussion concerning the Council Policies/ Procedures as follows:
• §6.1 — the text has been stricken and inserted into §3.1.
• §3.1 — referencing the title, "Mayor" replaced "Presiding Officer"
• §6.2(A) — (now §6.1(A)) In the third sentence, "Member" text replaced
"meeting" text. In the fifth sentence, "sole" text was deleted.
• §6.2(B) — (now §6.1(B)) text in bold was deleted.
• §6.3 — (now §6.2) The last sentence shall read, "The Mayor, or at the
Mayor's discretion, the Town Clerk, may restate the motion into the record
before the Council votes."
• §6.4 — (now §6.3) all text referencing Council majority shall be in
parenthesis.
• §7.1 — In the second sentence, the text referencing 3 months shall be in
parenthesis, and the remainder of that sentence shall be deleted. Town
Attorney Dan Dudley to verify ARS X38-291.
• §8.1 — all text following the first sentence shall be deleted.
• §8.3 — title shall read "Agenda Order." In the first sentence, "or
reconsidered" text was deleted, and "no" text replaced "not." In the
second sentence, "the beginning" text was added following the word "at."
The last sentence was deleted and may be added to §11.

• §8.5 — Call to the Audience refers to items not already on the agenda.
Town Attorney Dan Dudley will verify whether an item that is already
posted on the agenda, must be addressed only at the time in which the
item is listed. Also, whether the Call to the Audience still applies to the
new Open Meeting Laws.
• §8.6 — Public Input at Non-Public Hearings refers to items already on the
agenda. In the second sentence, "or upon a majority vote of the Council"
text shall be added after "Mayor." The fourth sentence is deleted. In the
fifth sentence, the times shall be designated as "three (3) full working
days" and "two (2) full working days" respectively. Also, "will be" text
replaced "shall have been" text. In the seventh sentence, "these" text
replaced "then," and "may" text replaced "will." The last sentence was
deleted in its entirety.
• §8.8 — referencing the title, "Presentation" text replaced "Business" text.
Also, "of business" text was deleted from the first sentence.
• NEXT MEETING(s).
• SPECIAL. On Monday, February 5, 2001..,. at 4:: 0::p:m:r::until 5 : ::<t
Chairman Loomis declared the next Special meeting date to resume
discussion of the Council Policies/Procedures at §8.6.
• REGULAR: Chairman Loomis confirmed the next regular meeting date of

• ADJOURNMENT. Marilyn Cook moved to adjourn at 6:10 p.m. Seconded
by Larry Holden. Motion carried 5-0.
