HomeMy WebLinkAboutMinutes - Government Review Task Force - 1/22/2001 TOWN OF ORO VALLEY GOVERNMENT REVIEW TASK FORCE MEETING MINUTES JANUARY 22, 2001 • The fourteenth Government Review Task Force meeting was called to order by Chairman Paul Loomis at 4:35 p.m. • ATTENDANCE: • Chairman Paul Loomis • Kathi Cuvelier • Don Dvorak • Vice Chairman Jim Kriegh • Susan Baczkiewicz • Marilyn Cook • Richard Feinberg • Larry Holden (absent) • Dan Dudley (absent) • APPROVAL, OF MINUTES. Don Dvorak motioned for approval of the January 8, 2001 meeting minutes. Seconded by Marilyn Cook. Motion carried 3-0. Vice-Chairman Kriegh abstained. In addition, Don Dvorak motioned for approval of the January 8, 2001 Joint Study Session minutes with clarification and continuation of the minutes. Seconded by Richie Feinberg. Motion carried 3-0. Vice-Chairman Kriegh abstained. • APPOINTMENT TO BOARDS/COMMISSIONS • Chairman Loomis opened the discussion concerning the appointment process while stressing the importance of such task in reference to the events of the Town Council meeting of January 17, 2001. • Chairman Loomis mentioned that the Board of Adjustment is conducting a Study Session, on January 26, 2001 at 2:00 p.m., to address the BOA rules and regulations. This meeting may be of interest to the Task Force members. • Chairman Loomis directed further discussion concerning the "Needs of the Board" pursuant to the working outline of the Board/Commission Appointment Process: • Goals of each Board/Commission shall be provided by each Board/ Commission. Perhaps the chairpersons could speak at a Task Force meeting in order to identify the specific needs of each Board/ Commission. • Discussion concerning whether or not residency is necessary to serve on a Board/Commission. If yes, how long must a volunteer be a resident? Note: An incumbent to the Town Council must be a resident for at least one (1) year. Vice-Chairman Kriegh thought at least one (1) year was necessary in order to avoid bringing only opinions from F:\Susan\Govt Task Force\Minutes 010801 one's hometown while not understanding the needs of the Town. Don Dvorak thought residency was not necessary because it is not well founded to measure knowledge by time. Richie Feinberg thought six (6) months would be appropriate. Marilyn Cook thought one (1) year was appropriate and mentioned that one's interest in the community could also be noted based upon volunteering at festivals and other opportunities within the Town. A member of the public indicated that a residency requirement allows an interested party to demonstrate interest in the Town and enables one to become orientated with the Town and it's needs. • Discussion concerning whether or not completion of the Citizen Planning Institute is necessary to serve on certain Boards/ Commissions. If yes, when must a volunteer complete CPI? Prior to Board/Commission service? Immediately following appointment? Note: the $25.00 charge for the CPI course is waived if one is appointed to an applicable Board/Commission. Richie Feinberg thought one should complete the course within the first year of appointment. Don Dvorak thought that one would not be able to learn as quickly if one had not attended the CPI course. Vice-Chairman Kriegh thought one might find out that they are not interested in those Boards/Commissions where the CPI course relates. Marilyn Cook thought it would be necessary to complete the CPI course prior to an appointment to the Planning & Zoning Commission in particular. Chairman Loomis proposed that an equivalency test may be sufficient instead of completion of the CPI course. • Discussion concerning time commitment was addressed. Chairman Loomis suggested that attendance at other Board/Commission meetings may be necessary at least once a year. Don Dvorak proposed the creation of a new Town course of study to explain the political processes of all Town departments. Chairman Loomis agreed that an introduction to Town government would be an appropriate opportunity to have each Department Head discuss what they do and what their limitations may be. This forum would be a more efficient means to meet with all possible volunteers. Marilyn Cook noted that the County has a similar program. • Chairman Loomis directed further discussion concerning the "Appointment/Re-Appointment Process" pursuant to the working outline of the Board/Commission Appointment Process: • HOMEWQRK: review the application and propose recommendations to p p make the application better and/or less complicated. • Be prepared to make recommendations concerning the selection process. • Discussion concerning notification was addressed. Should one be notified that they are on the "recommended" list and that Council has the final decision at an upcoming Council meeting? Should notification F:\Susan\Govt Task Force\Minutes 010801 2 be made to an individual prior to Council's final decision to appoint that individual? Should the Council have to qualify their decision? • Consider a trial membership and/or probation period. • Chairman Loomis directed further discussion concerning "Member Participation" and whether attendance should be limited to a certain number of absences. Don Dvorak thought one should be limited to two (2) absences. • See attached outline form. • NEXT MEETING(s). • P S ECTAL.
