HomeMy WebLinkAboutMinutes - Government Review Task Force - 12/4/2000 TOWN OF ORO VALLEY GOVERNMENT REVIEW TASK FORCE MEETING MINUTES DECEMBER 4, 2000 • A Special Meeting of the Government Review Task Force was called to order by Vice-Chairman Kriegh at 4:36 p.m. • ATTENDANCE: • Vice-Chairman Jim Kriegh • Don Dvorak • Marilyn Cook • Richard Feinberg • Larry Holden • Susan Baczkiewicz • Kathi Cuvelier (arrived at 4:40 p.m.) • Dan Dudley (arrived at 5:18 p.m.) • Chairman Paul Loomis (arrived at 5:27 p.m.) • COUNCIL, POLICIES/PROCEDURES. Vice-Chairman Kriegh opened the discussion concerning the latest version of the Council Policies/ Procedures, which was integrated with the City of Goodyear's Council Policies/Procedures, by indicating additional clarification to the draft that he presented to the GTF. Richard Feinberg questioned whether Section 2, Definitions, was a necessary component of the document. Don Dvorak noted that the document is lengthy and asked that a consideration be made to limit the document to eight (8) pages. The Task Force considered the following revisions: • Preface (B) — "and annually thereafter" text was added to the end of the Council Indoctrination section. • §1.1(C) — "Town Council Policies" text was included in list, which re- lettered the items listed. • §1.1(E) — "as amended" text was deleted from the Roberts Rules of Order entry. • §1.2(B) — "Departmental" liaison replaced Council Member liaison text. • §2.2 — clarification was made that Packet information may be located under Section 5.2(D). • §2.3 — the specific types of Meetings were subdivided as A, Regular; B, Executive; C, Special; and D, Study Session. • §2.6 — the text referring to public records maintained in a separate set of books was deleted. • §2.7 — text was modified to "A Public Body means the Town Council." F:\Govt Task Force\Minutes 120400 • §2.9 —the text referring to public records maintained in a separate set of books was deleted, and text referring to "maintained in public files" was added. • §2.10 — a definition of Study Session was added, and clarification concerning whether a Study Session needs to have a quorum present to conduct this type of meeting. In the absence of having a quorum at a Study Session, then the meeting shall be designated as a sub-committee meeting of the Council. • §3.1 — text from Section 6.1 was integrated with Section 3.1 text in order to clarify the role of a Mayor Pro Tempore. • §3.2 — "consensus" text was deleted. • §4.1(A) — "Oro Valley" replaced Goodyear. • §4.1(B) — "the same" text was replaced by "such" in reference to time and location of a Special meeting, and "may" text replaced shall in reference to providing for comments. • §4.1(C) — "or cancel the meeting" text was added at the end of this section. • §4.3(A) — clarification was added concerning who calls a Special meeting. Town Attorney Dan Dudley will verify if the law designates whom may call a Special meeting of the Council. • NEW BUSINESS. Chairman Loomis announced that both December 25, 2000 and January 15, 2001 are holidays and no GTF meetings will be held on either of those days. • NEXT MEETING.
