HomeMy WebLinkAboutMinutes - Government Review Task Force - 10/2/2000 TOWN OF ORO VALLEY GOVERNMENT REVIEW TASK FORCE MEETING MINUTES OCTOBER 2, 2000 • A Special Meeting of the Government Review Task Force was called to order by Chairman Loomis at 4:38 p.m. • ATTENDANCE: • Chairman Paul Loomis • Richard Feinberg • Don Dvorak • Vice-Chairman Jim Kriegh • Susan Baczkiewicz • Marilyn Cook • Dan Dudley • Larry Holden [absent] • Kathi Cuvelier [absent] • COUNCIL, POLICIES/PROCEDURES. Chairman Loomis opened the discussion concerning each paragraph of the sub-committee's final report, with interjected questions or concerns from the other Task Force members, as follows: • §1 (1) — discussion concerning constitutionality of striking "...until modified or suspended by majority vote to the Council." The sub-committee does not want the rules to be suspended during the course of a meeting. This item is on hold for further discussion. • §1 (2) — discussion concerning timeframe for such program and whether such program should be optional. Proposed text: "It is recommended that all newly seated Council Members participate in an introductory program covering Council Policies and Procedures." Marilyn Cook motioned to revise text as proposed. Seconded by Vice-Chairman Kriegh. [2 aye's, 2 abstain] Text remains unchanged. • § ll (1), (2), and (3) are accepted with minor typographical corrections. • §111 (1) — attention was brought forth concerning a missing sentence to be included in the sub-committee's final report. The GTF agreed to eliminate that sentence, but correct the continuity of the Council Member's term on the Agenda Committee. Also, the GTF proposed to eliminate the last sentence referencing the Town Code provision. • §111 (2) — discussion concerning the logistics of the Citizen Agenda Committee and the challenge to meet the standards of the Open Meeting Law and keep the residents informed. The GTF members are open to a commitment to more clearly stated agenda items and forego the Citizen Agenda Committee. This item is on hold for further discussion. This item is on hold for further discussion. • §111 (4) — discussion concerning issues that may be emergency in nature and that an agenda can be amended up to 24 hours prior to a meeting. Therefore, it is proposed to strike the last sentence referencing no submissions to Council packets after date of delivery. [2 aye's, 2 abstain] Text remains unchanged except for minor typographical correction. • § lll (5), (6), and (7) are accepted. • NEW BUSINESS. • The PROs and CONs concerning the Districting issue and the increase of Council membership from 5 to 7 members were collected from the Task Force members in order to compile a comprehensive list to discuss at the next regularly scheduled meeting. • A Special Meeting for the continued review of the Council Policies/ Procedures has been set for Monday, October 16, 2000, at 4:30 p.m. • NEXT MEETING. Chairman Loomis declared the next meeting date as Monday, October 9, 2000, at 4:30 p.m. The upcoming agenda will cover the following: • Approval of the September 28 and October 2, 2000 Meeting Minutes • Discussion of Districting • Discussion of an increase to the Council from 5 Members to 7 Members • New Business • Discussion of Next Meeting/Agenda • "PARKING LOT". Amend the Oro Valley Town Code to eliminate §2-5-2. • ADJOURNMENT. Richard Feinberg moved to adjourn at 6:08 p.m. Marilyn Cook seconded the Motion. Motioned carried 4-0.
