GOVERNMENT REVIEW TASK FORCE
MEETING MINUTES
SEPTEMBER 1 4, 2000
• The sixth Government Review Task Force meeting was called to order by
Vice-Chairman Kriegh at 4:36 p.m.
• ATTENDANCE:
• Chairman Paul Loomis [arrived at 5:15 p.m.]
• Vice-Chairman Jim Kriegh
• Kathi Cuvelier
• Don Dvorak
• Susan Baczkiewicz
• Larry Holden
• Marilyn Cook
• Richard Feinberg
• Dan Dudley [absent]
• APPROVAL, OF MINUTES. Don Dvorak motioned for approval of the
August 24, 2000 Special Meeting minutes. Seconded by Marilyn Cook.
Motion carried 5-0.
• VICE-MAYOR SELECTION. The latest draft of the Ordinance that
amends the Town Code in reference to the Mayor, Vice-Mayor, and Acting
Mayor, was distributed and read. Don Dvorak motioned that the final
revisions from among the members shall be forwarded to Susan Baczkiewicz
by .......u..s...a.y,.. epee ber 21.,...2000, in order to compile and distribute the final
draft for review prior to the next GTF meeting. Seconded by Richard
Feinberg. Motion carried 5-0.
• COUNCIL POLICIES/PROCEDURES. Don Dvorak, Subcommittee
Chairman, presented the committee's final report and motioned that the report
be approved as the final work of the Council Policies/Procedures
Subcommittee. Seconded by Vice-Chairman Kriegh. Task Force Chairman
discussed that the Council Policies/Procedures Subcommittee is relieved of
their duties and now encouraged the GTF members to review.the.final...report.

• DISTRICTING. Town Clerk Kathi Cuvelier presented the results from the
GTF Public Opinion Questionnaire concerning Council membership and
Districting as presented by Cathy Connolly, Executive Director of the League
of Arizona Cities and Towns, on August 24, 2000. In an effort to bring closure
to the issue of Council Membership, Chairman Loomis wants the GTF

members to compile a list of the PROs/CONs pertaining to 1) 5 or 7 Council
Members, and 2) Districting. The written lists from among the GTF members
shall be forwarded to Susan Baczkiewicz on momoviootootH2020QQ, in
order to compile and distribute a comprehensive list of the PROs/CONs of
these two issues representative of the GTF as a whole. At an upcoming GTF
meeting, these issues will be discussed and it will be determined whether the
GTF wishes to make a formal recommendation to the Town Council or
whether the GTF wishes to submit a written report.
• NEW BUSINESS. The meeting day and times were discussed. Although
Chairman Loomis, Town Clerk Kathi Cuvelier, and Town Attorney Dan Dudley
will not be present at the next regularly scheduled meeting, the GTF has
elected to meet in order to discuss the ordinance concerning the Town Code
amendment in regards to the Mayor, Vice-Mayor, and Mayor Pro Tempore.
Further, it was tentatively decided that since the Town Attorney has a
scheduling conflict with Thursday afternoons, the new schedule for the GTF
shall be the second [2nd] and the fourth [4th] Mondays of the month, effective

Dvorak seconded the Motion. Motioned carried 5-0.
