HomeMy WebLinkAboutMinutes - Government Review Task Force - 6/8/2000 TOWN OF ORO VALLEY GOVERNMENT REVIEW TASK FORCE MEETING MINUTES JUNE 8, 2000 • The third Government Review Task Force meeting was called to order by Chairman Loomis at 4:35 p.m. • ATTENDANCE: • Chairman Paul Loomis • Richard Feinberg • Don Dvorak • Susan Baczkiewicz • Marilyn Cook • Vice-Chairman Jim Kriegh • Kathi Cuvelier • Larry Holden [absent] • Dan Dudley [absent] • APPROVAL OF MINUTES. Upon discussion of GTF correspondence, changes will reflect that all correspondence, on Town letterhead, will be signed by Chairman Loomis and will include a review signature line for the Town Manager or Town Clerk. Don Dvorak motioned for approval of the 05-25-00 meeting minutes with corrections. Seconded by Marilyn Cook. Motion carried 4-0. • VICE-MAYOR SELECTION. • Chairman Loomis declared that the GTF could not establish a selection policy for the office of Vice Mayor based upon the existing Mayor's performance or attendance. The selection policy shall be built upon the office in general. According to the Town Code, the Vice-Mayor shall perform the duties of the Mayor during his absence or disability. The Vice- Mayor's duties are ceremonial in nature and such duties can not be altered without altering the duties of the Mayor. • In review of the draft ordinance concerning the "rotation" policy, Chairman Loomis stated that the Council Member serving as Vice-Mayor could not serve in the calendar year in which his term would expire. Vice-Chairman Kriegh suggested a concern about whether or not all Council Members would actually want to serve as Vice-Mayor and whether 1-year terms would be applicable when/if the Council Membership increased from 5 to 7 members. Chairman Loomis' thought was that the designation for Vice- Mayor would be at a timeframe not associated with the ballot; perhaps the term of office would be from November 1 until October 31. In addition, F:\Susan\Govt Task Force\Minutes 060800 1 perhaps the rotation of the Vice-Mayor would depend upon the number of votes received at the time of running for Council Member. • In reference to formal statements on behalf of the Town, Chairman Loomis explained that formal statements are typically given by the Mayor, but can be given by any Council Member. There is a non-established protocol that statements are typically provided by the Mayor then either the Town Manager or Public Relations (PR) representative of the Town. • The GTF shall consider the following options for the Vice-Mayor selection policy: • Leave the current selection policy for Vice-Mayor as-is. • Implement the rotation system [Draft Ordinance] with 1-year term [or other term limit as deemed appropriate] • Appoint the Vice-Mayor by the Mayor. • Leave the current selection policy for Vice-Mayor as-is with specific term limits. • Eliminate the office of Vice-Mayor. [Dan Dudley to prepare a legal opinion for presentation at an upcoming meeting.] • Implement a direct election for Vice-Mayor. [Dan Dudley to prepare a legal opinion for presentation at an upcoming meeting.] • GENERAL. Vice-Chairman Kriegh and Kathi Cuvelier provided the GTF with a copy of SB 1372, which amends ARS 9-232.04 regarding a district system as a means for alternative organization. The change would allow Towns, by a majority vote of the electors, to establish a district system. In conjunction with an increase of Council Membership from 5 to 7 members, a district system could be determined based upon the population of the Town. Therefore, a Town could designate not more than 6 districts. Chairman Loomis requested that the Town Attorney provide legal advice at the next meeting concerning whether the Council would have to go from 5 to 7 members and is it appropriate to have the voters decide Council membership of 5 to 7 members. This could be asked on the same ballot, if appropriate, as the question of whether or not to go to "districts." • OTHER BUSINESS. Don Dvorak provided a report from the Council Policies/Procedures sub-committee. The sub-committee has organized and has determined a specific route of which includes a focus on the policies of Peoria, AZ. • NEXT MEETING. Chairman Loomis declared the next meeting date as Friday, June 23, 2000, at 4:30 p.m. due to prior engagements on Thursday, June 22, 2000. The upcoming agenda will cover the following: • Approval of Minutes • Legal Opinions re Vice-Mayor selection policy and Council Membership from 5 to 7 members. • Discussion regarding Vice-Mayor Selection Policy • Sub-committee Reports • Discussion of Next Meeting/Agenda • New Business F:\Susan\Govt Task Force\Minutes 060800 2 • "PARKING LOT" • Don Dvorak proposed that the GTF explore the concept of assigning specific executive responsibilities to the office of the Vice-Mayor, separate from the exclusive duties of the Mayor. • Don Dvorak also proposed that the GTF explore whether or not the Town needs to have a Vice-Mayor. • The GTF seeks a legal opinion concerning whether or not a direct election of a Vice-Mayor is reasonable. • The GTF shall review the protocol for responses in relation to Public Relation matters. • ADJOURNMENT.
