LA CANADA DRIVE CALL TO ORDER at 10:00 a.m. ROLL CALL PRESENT: General John Wickham, Chair Betty Dickens, Member Dan Horetski, Member Richard Tracy, Member ABSENT: Wes Helvig, Member Also Present: Lauri Keyes, Human Resources Department Barb Harnisch, Human Resources Department Catherine Hendrix, Police Department Tobin Rosen, Town Attorney's Office 1. APPROVAL OF MINUTES FROM JANUARY 26, 2011 Motion: Mr. Tracy moved to approve the minutes and Officer Horetski seconded. Motion carried, 4-0. 2. REVIEW AND APPROVAL OF NEW MEMBERSHIP(S): A. Michael Gaare, effective April 25, 2011 B. Kristofer Knapp, effective March 21, 2011 Motion: Mr. Tracy moved to approve the new memberships of Officer Gaare and Recruit Knapp. Ms. Dickens seconded. Motion carried, 4-0. V , Oro Valley PSPRS Local Board Regular Session 3. REVIEW AND APPROVAL REGARDING THE TERMINATION OF DROP PARTICIPATION FOR FERDINAND TOLENTINO AND COMMENCEMENT OF NORMAL RETIREMENT EFFECTIVE MAY 21, 2011 Motion: Officer Horetski moved to approve the termination of DROP participation for Ferdinand Tolentino and commencement of normal retirement effective May 21, 2011. Mr. Tracy seconded. Motion carried, 4-0. 4. DISCUSSION OF THE STATE'S DISABILITY PROCESS AND ANY GUIDELINES PROVIDED FOR THE BOARD PSPRS had a webinar on March 16, 2011 that addressed this topic. It is accessible on the PSPRS website at the following link, under New Releases, select Disabilities Video: http://www.psprs.com/Admin Training/catolocal board training.htm Chair Wickham stated it was an excellent discussion and educational. He asked if it should be considered to ask the doctor his/her opinion if the individual should return for a review of their disability. Mr. Tracy understood that when someone is on disability, if s/he got another job earning more, their retirement is reduced. Officer Horetski believed that changed in the past year. He clarified the state is responsible for the money. The local board is responsible to have an individual re- evaluated. He did not think the board should restrict themselves by asking a doctor ahead of time whether or not to evaluate an individual at a later time. Statute gives the board the authority to subject an individual to an independent medical examination (IME) once a year. Chair Wickham asked what system they could create that would indicate an individual needs to be evaluated. Mr. Rosen replied that it would be an imperfect system and the board will only know unless someone tells a board member. Ms. Dickens offered a standard agenda item indicating a status update of disability retirees. Mr. Rosen stated there should be a reason to send someone to an IME due to the costs. He thought it was worthy of a responsible government organization to think about the long term implications of the debt crisis. Motion: Ms. Dickens moved to have a standard agenda item to review disability statuses. Mr. Tracy seconded. Motion carried, 4-0. 5. FUTURE AGENDA ITEMS — Board Members can suggest future agenda items, but they cannot be discussed at this meeting. A. REVIEW AND POSSIBLE ACTION OF MODEL UNIFORM RULES OF LOCAL BOARD PROCEDURES I. Independent Medical Examination process Chair Wickham asked Ms. Keyes to research the state's authority on retired members. He would like to be kept updated on webinars. Ms. Dickens will be prepared to review of the Model Uniform Rules and Local Board Procedures to the Board for the next meeting. ADJOURNMENT Motion: Mr. Tracy, seconded by Ms. Dickens, moved to adjourn the meeting at 10:25 a.m. Motion carried, 4-0.
