1. APPROVAL OF MINUTES FROM OCTOBER 22, 2010 AND OCTOBER 25, 2010
General Wickham commended the minutes' preparation; they were thorough and timely
and appreciated the work that went into them.
Motion: Mr. Tracy moved to approve the minutes and seconded by Detective
Helvig.
Motion carried, 4-0.
2. REVIEW AND APPROVAL OF DEFERRED RETIREMENT OPTION PLAN
(DROP) APPLICATION:
A. Ferdinand Tolentino, effective November 30, 2010
Chair Wickham asked information about the DROP program.
Detective Helvig explained that an officer with twenty years of service, elects to enter into
the DROP program, but continues to work. Instead of paying into the state retirement,
he/she pays into a separate fund for five years. At the end of the five years, the money
paid including interest is paid in a lump sum to the officer.

Ms. Dickens replied to Chair Wickham that non-commissioned personnel are not eligible
for this program. She continued with the history. The program was started to keep
seasoned public safety personnel working passed their twenty years.
Detective Helvig added that it allows seasoned personnel to train new personnel.
Ms. Dickens noted that the program is currently under scrutiny.
Chair Wickham concurred that the profession is dangerous and is why public safety
personnel are allowed to retire at twenty years and we need to keep these professionals
working
Mr. Tracy indicated that Arizona is a rare state and most others do not have this program.
The program also allows agencies to plan their turnovers as a good management tool.
Chair Wickham asked why the Board needed to approve a DROP application.
Mr. Tracy answered by the Board by approving the application, the Board is notifying the
State that the individual is qualified and acknowledging the officer's application.
Motion: Wes Helvig moved to review and approve the Deferred Retirement
Option Plan for Officer Tolentino and seconded by Mr. Tracy.
Motion carried, 4-0.
4. REVIEW AND APPROVAL OF APPLICATIONS FOR NORMAL RETIREMENT:
A. William Burney, effective December 31, 2010
Chair Wickham asked why the Board needed to approve an officer's retirement
application.
Mr. Tracy reiterated the purpose is to notify the state the officer is eligible for retirement.
Ms. Dickens commended Barb Harnisch for her efforts in bringing a full retirement to
Officer Burney's family and ensuring the documentation was completed, accurate and in
place by December 31, 2010.
Chair Wickham wanted the Police Department staff to know that the Human Resources
Department stepped in to ensure full benefits.
The Board thanked Ms. Harnisch for her work on Officer Burney's retirement.
Motion: Ms. Dickens moved to review and approve of application for normal
retirement for Officer William Burney effective December 31, 2010 and
seconded by Detective Helvig.

5. FUTURE AGENDA ITEMS — Board Members can suggest future agenda items, but
they cannot be discussed at this meeting.
A. The Board's Independent Medical Examination process
B. Information on what the State does for disabilities
C. State guidelines for the Board in regards to disabilities
D. Review and make possible amendments to the Model Uniform Standards
E. Official Board acknowledgement of the passing of Officer William Burney
ADJOURNMENT
Motion: Mr. Tracy, seconded by Detective Helvig, moved to adjourn the
meeting at 1:30 p.m.
Motion carried, 4-0.
