HomeMy WebLinkAboutMinutes - Public Safety Personnel Retirement System Board - 11/9/2006 ORO VALLEY PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM BOARD MEETING MINUTES NOVEMBER 9, 2006 KACHINA ROOM Meeting called to order at 4:31 p.m. ROLL CALL Present: Mayor Loomis, Corporal Troy Kranz, Richard Tracy Sr. Absent: David Andrews, Sgt. Chuck Trujillo Sandra Abbey substituted for David Andrews, but without voting power. Joe Andrews was present for legal advice. APPROVAL OF MINUTES FROM OCTOBER 9,2006 Corporal Troy Kranz MOVED to approve the October 9, 2006 minutes; seconded by Richard Tracy Sr. Motion unanimously carried. OLD BUSINESS There was no Old Business. REVIEW APPLICATION FOR DISABILITY RETIREMENT FROM PATRICK F. FOJT The Board reviewed and discussed Patrick Fojt's Disability Retirement Application. a. APPLICANT'S PRESENTATION Applicant was not present and no presentation was requested. b. APPOINT MEDICAL BOARD Richard Tracy Sr. MOVED to direct the Town Attorney with the Human Resource Division and the Police Department to find a local Independent Medical Examiner (IME) to Chair a Medical Board to consist of an additional IME from Texas, nearer the applicant's home and to bring forward IME recommendations to this Board who can provide medical opinions regarding the applicant's health/medical condition and who can answer the three required medical questions in the process and also those additional questions raised by the Board during the meeting. When the Medical Board recommendations are ready, the Board would have another meeting to appoint the Board formally and a requested completion time. Seconded by Corporal Troy Kranz. Motion unanimously carried. CONSIDERATION AND/OR POSSIBLE ACTION REGARDING THE APPLICATION FOR DISABILITY RETIREMENT RECEIVED FROM PATRICK F. FOJT Tabled until after Medical Review Board responses are complete. NEW BUSINESS Currently, Oro Valley police officer membership to the Public Safety Personnel Retirement System (PSPRS) is the day the applicant starts Basic Academy. As they are not certified police officers until after they graduate from Basic Academy, it was requested that the Local Board change the membership to the Public Safety Personnel Retirement System upon successful completion of Basic Academy when they are Arizona Peace Officer Standards and Training Board Certified as a Police Officer. The full range of elements need to be considered (i.e. standards with other agencies, employee agreement, how it affects benefits, impact to new recruits, etc.) As to the question of whether the recruit would put money into the system, the recruit would not put money into the PSPRS until he/she achieved certified police officer status, then the officer would start putting money into it. Human Resource is to look into it. It was decided to put this as an action item at a later date. ADJOURNMENT Corporal Kranz MOVED to adjourn. Richard Tracy Sr. seconded the motion.
