ROLL CALL PRESENT: Scott Ingram, Chair Jason Larter, Member Stan Weintraub, Member Joyce Horn for Sue Philpot, Member Bill Glore, Member Dick Tracy, Member ABSENT: George Blanton, Member Karen Hauca, Member Les Caid, Member Todd Jaeger, Member Chair Ingram asked Joyce Horn if she would replace Sue Philpot. Joyce responded that she and Sue Philpot would alternate at the meetings. 1. APPROVAL OF MINUTES—July 9,2008 Ms. Horn requested a change to Item 1 on the minutes for July 9, 2008. MOTION: Commander Larter MOVED to approve the July 9, 2008 minutes as changed. Mr. Glore SECONDED the motion. Motion carried unanimously. 2. REGIONAL CITIZEN CORPS COUNCIL REPORT Chair Ingram reported that the Pima County Citizen Corps Council did not have a meeting; however, he gave an update on the exercise planning. A volunteer focus exercise will be on September 27, 2008 from 8:00 am to 12:00 pm, which involves the establishment of a Red Cross Shelter at the Desert Diamond Casino. It will be the place to evacuate a senior center in Green Valley and CERT teams will help with the evacuation. This would establish a reason to have a volunteer reception center in Pima, Santa Cruz, and Cochise counties. Radio Amateur Civil 09/10/08 Minutes,Oro Valley Citizens Corps Council Page 2 of 3 Emergency Service (RACES) will be the sole meaning of communication. They are asking police departments for their CVAP volunteers to assist. Chair Ingram reported that Tim Siemsen purchased hand held radios; two will be issued for each Citizen Corps Council. Two people from each Citizen Corps Council will need to be HAM qualified. From our Citizen Corps Council, he noted that Mr. Weintraub was qualified and asked for another who would be interested. Chair Ingram requested CVAP look for storage for other equipment ordered for CERT teams. 3. CVAP (VIPS) REPORT Commander Larter noted that there was nothing to report. 4. NEIGHBORHOOD WATCH REPORT No one was available for a report. 5. CERT REPORT Ms. Hendrix noted that Ms. Hauca had information that she would send to the Council for review before the next meeting. 6. FIRE CORPS REPORT No one was available for a report. 7. MEDICAL RESERVE CORPS (MRC) REPORT Chair Ingram noted that they would participate in the volunteer exercise program. 8. DISCUSSION REGARDING CITIZEN CORPS COUNCIL STRATEGIC PLANNING Chair Ingram stated that he turned in his resignation to the Mayor on September 9, 2008. He stated Mr. Tracy would replace him as Chair for the Council. He will make the recommendation to the Mayor. Chair Ingram reminded the Council that September is National Preparedness month. 09/10/08 Minutes,Oro Valley Citizens Corps Council Page 3 of 3 Mr. Tracy noted that the proclamation acknowledging September as National Preparedness month was returned to the person who requested it; however, it would not be read at a Town Council Meeting. Commander Larter stated that the Reverse 911 has been used on three occasions. These occasions were for non-emergency uses in which Public Works used it to notify neighborhoods of road closures. Communications Supervisor, Nancy Anderson, is conducting training. A meeting is set to finalize the Policy and Procedure for use outside of the Police Department. If a citizen is registered with the 911 system, they are automatically registered. If a citizen has only a cell phone, they will need to register through the Town of Oro Valley website. 9. FUTURE AGENDA ITEMS Commander Larter discussed the OVCCC Newsletter and proposed cost to resend the newsletter. The cost is approximately $3,300.00 for 17,500 and the current budget is $1,000. The Mayor mentioned that additional funding might be available if needed. This item will be on the next agenda. The 17,000 is the approximate number of households and 7,000 are business buildings. He would like the Council to review the newsletter before a final decision is made on the matter. Commander Larter noted that on the Tucson UASI one of the funding sources will be just over $41,000.00 for Citizen Corps and the goal is to buy equipment for CERT teams. He and Sergeant Hedrick are both trained instructors. They would like to do CERT training in the winter. Commander Larter stated that Tucson was on standby for evacuees for Hurricane Ike. Mr. Tracy would like an agenda item to list "old/new business" to discuss status of old and upcoming items. Ms. Hendrix noted the Open Meeting Law does not allow such an agenda item, but would research it. 10. ADJOURNMENT: The next meeting is scheduled for Wednesday, November 12, at 5:00 P.M. in the Training Room at the Police Department. MOTION: Mr. Tracey MOVED to adjourn the meeting at 6:07 P.M.
