ORO VALLEY CITIZEN CORPS COUNCIL
REGULAR SESSION
WEDNESDAY, MAY 9, 2007

1. APPROVAL OF MINUTES—JANUARY 10,2007
Mr. Ingram asked everyone to review minutes.
Mr. Ingram advised under item 4, ASA needs changed to AESA.
Mr. Tracy advised that Mr. Ingram's name was missing from the roll call list.
MOTION: Lt Larter MOVED to approve the amended January 20, 2007 minutes. Mr.
Tracey SECONDED the motion. Motion carried, unanimously.
2. STATE CITIZEN CORPS COUNCIL OUTSTANDING ACHIEVEMENT
AWARD NOMINATION:
Mr. Ingram advised that Bill Garner had coordinated the preparation of the nomination with
Bob Kovitz' help and it had been submitted. Award winners are to be announced at the June
AESA meeting in Phoenix.
3. UPDATE ON STATE CITIZEN CORPS COUNCIL ACTIVITIES BY SCOTT
INGRAM:
Mr. Ingram advised that the Department of Homeland Security has determined that State
Citizen Corps Council can't use CCC money for awards.

Mr. Ingram advised that the State Citizen Corps Council meeting will be held on June 5,
2007; and suggested that corporate sponsorship be pursued for the small amount of awards
given.
4. CVAP (VIPS) REPORT
Mr. Blanton reported they are adding another unit to their patrol and are working to get it up
and running.
Mr. Blanton and Lt. Larter discussed the current number of authorized members and that the
budget for next fiscal year is requesting an additional 20 members be authorized, taking the
number from 80 to 100.
The group discussed the percentage of CVAP members that are CERT trained. Mr. Ingram
suggested that as new CVAP members are accepted, they be recruited to become CERT
trained.
There was a discussion as to a data base or other method to easily identify members that are
CERT trained, as well as developing a `badging or credentialing system'.
Ms. Labukas state that Rural/Metro doesn't currently train CERT or have a badging system.
Mr. Ingram pointed out that a governmental entity has to activate CERT trained persons in
order for liability laws to be applicable.
The type of I.D. the county issues makes it obvious to first responders that you're a volunteer
and not a county employee.
5. NEIGHBORHOOD WATCH REPORT
No one present to report.
6. CERT REPORT
Ms. Hauca reported that on May 18, 2007 Golder Ranch Fire is hosting MERT training
(monsoon season emergency training) from 7:00 -10:00 p.m. Speakers include Pima County
Sheriff Office for traffic control and traffic safety, TEP for power safety and down power
lines, and the National Weather Service to address monsoon storms and flooding issues.
Oracle Fire held its first CERT class in March and will partner with Golder Ranch in the
future. Golder Ranch is planning to have another CERT class this fall.
Ms. Hauca has been working with Town of Oro Valley's I.T. and the Town of Oro Valley's
website now has a link to print a flyer and application for CERT, which has been very
successful so far.

Ms. Hauca reminded the group that September is National Preparedness month and passed
around a packet of material entitled "Get Ready" for community preparedness training
targeted toward kids and adults. She's attempting to establish various locations with a
minimum attendance of 10 and a maximum of what the facility will hold. There will be three
session throughout the week and on the weekends.
Mr. Ingram suggested that possibly some CCC funds could be used for printing of this
training materials or subsidizing 72-hour or other types of kits, especially if bought in bulk—
and with Town of Oro Valley logo - will coordinate with Rural/Metro Fire Department.
Ms. Hauca said that CCC could sponsor safety snippets in local newspapers, and perhaps
include safety flyers in with monthly water bills. Corporate support has included printing
information on shopping bags and a Safety Day at the Catalina Bashas store last September
which was a huge success.
Mr. Ingram asked that anyone with suggestions email the group or himself with that
information and Ms. Hauca offered to head up any committee effort if necessary.
7. FIRE CORPS REPORT
Ms. Labukas is unaware—she will get an update from Mr. Caid.
8. MRC
Mr. Ingram advised there wasn't much to report — the board didn't meet last month. They
have been participating with the county health department and now have a nurse leader. The
mental health group has become quite active as there are many retired psychologists/
psychiatrists in town who have been working on training issues.
9. REGIONAL CCC REPORT:
Mr. Ingram reported at the last meeting there was an agreement to host South East Citizen
Corps Council conference September 14 & 15, 2007 in Nogales. It is being held in
partnership with the Mexican Consulate, and historically is a very useful conference which
attracts very good speakers.
10. REPRESENTATION ON THE SOUTHEASTERN ARIZONA REGIONAL
CITIZEN CORPS COUNCIL AND THE PIMA COUNTY CITIZEN CORPS
COUNCIL:
Mr. Ingram addressed Pima County CCC first saying the County should have representatives
from each of the entities in Pima County.
Mr. Ingram MOVED to nominated Mr. Tracy to represent Oro Valley and Lt. Larter
SECONDED the motion. Motion carried unanimously.

Mr. Ingram said that by-laws of the Southeastern Arizona Regional CCC say that the
counties should nominate a representative. Mr. Ingram will recommend that Mr. Tracy be
appointed to be the representative to this group also. Mr. Tracy said it was his understanding
that the representative should be the Chairperson, or his appointed designee. Mr. Ingram said
that he would appoint Mr. Tracy to be his designee.
Mr. Tracy discussed the representation of areas that do not have an organized CCC and
individuals attend meetings and each person from the same CCC all related to CERT expects
to have a vote; and there's no one there representing CVAP or Volunteers in Police Service.
It should be known who the representatives are and how they should vote.
11. TOWN OF ORO VALLEY BUDGET
Mr. Ingram had previously talked with Bob Kovitz about visiting with Town Manager David
Andrews regarding available monies for the Citizen Corps Council in next fiscal years
budget. Further that there was about $5,000 in the current fiscal years budget.
Mr. Ingram will visit with the Mayor about current available funds, since the Mayor is the
one who appoints members to the CCC. Mr. Ingram suggested that if funds are available
more brochures could be printed and more magnets could be ordered. Mr. Ingram asked for
any suggestion anyone might have to make use of available funds.
Mr. Tracy suggested Mr. Ingram consult with Mr. Garner about the possible purchase of
weather radios, although it is unknown where they would be located and utilized
appropriately — maybe the Sun City social hall. The group discussed placing in schools, but
those have been furnished by the federal government.
Mr. Ingram reported that one of his Americorps members had made a list of all the schools in
Pima County and the appropriate contact for each school. Mr. Ingram will contact Mr.
Jaeger and provide list to confirm training needs.
Mr. Blanton inquired as to the readiness for disasters in the local schools, hospitals, etc. Ms.
Philpot reported that North West Hospital has a very good plan in place; and have a plan to
complete a disaster drill with both local Fire Department's as well as Oro Valley Police
Department in the future.
Lt. Larter explained the requirements for schools and reported that Amphi is very active.
12. REGIONAL CCC
Mr. Ingram reported that the Volunteer Center will be holding CERT training for high school
age children this summer.
The Volunteer Center and the Make a Difference in Phoenix are partnering to do Volunteer
Reception Training with Americorps volunteers throughout the state; utilizing funding from
various sources.

In February training was held in Tucson with 97 people participating -- and some being
turned away due to shortage of space. Another one is being planed for Sierra Vista and
Nogales in the next few months. Interested groups include the Navajos Nation and there will
be training in Coconino County in Flagstaff on June 8, 2007. One will also be held in the
White Mountains in the next few months.
Training is free and open to the public and hope to attract teams of volunteers for this
training.
Mr. Ingram reported the VOAD Executive Committee has established of goal of creating a
resource of teams who are trained in the proper procedures for mud-out and debris removal
in a flood situation. There are two experts coming to provide train-the-trainer training so
they are looking for groups of interested people. Training will be held in Tucson on June 1,
2007 at the Volunteer Center starting at 9:00 a.m. and in Phoenix June 2, 2007 at a place yet
to be determined.
13. APPROVAL OF CCC FUNDS TO SUPPORT REPRESENTATION AT THE
AESA ANNUAL CONFERENCE IN PHOENIX IN JUNE:
Ms. Philpot MOVED and both Lt. Larter and Mr. Blanton SECONDED the motion - to send
Ms. Hauca to the AESA Conference in June. Motion passed unanimously.
14. APPROVAL OF CCC FUNDS TO SUPPORT REPRESENTATION AT THE SE
AZ CONFERENCE IN SEPTEMBER:
Mr. Ingram asked that the Council authorize the Chairperson to make decision about funding
members to attend functions, and the group discussed various aspects and restrictions
including submitting an estimate of costs when requested travel monies.
Ms. Hauca MOVED that the Chairperson have the latitude to approve travel with an
approximate cost per person.
Mr. Ingram is unsure who to ask about authority to spend Town of Oro Valley money and
there was a discussion about possible other restrictions to this authority, as well as having
some type of treasurers report at each meeting.
Ms. Hauca AMENDED THE MOTION that the Chairperson have the latitude to authorize 3
members with a maximum of $750 per person. Mr. Blanton SECONDED the motion.
Motion passed unanimously.
Lt. Larter then announced the Town's conversion to new accounting software and that `real-
time' financial reports should be available after July 1st, and we will establish a process to
provide that information to the CCC members at regular meetings.
The next meeting is July 11, 2007 and Mr. Ingram will not be here. Mr. Ingram asked for
suggested agenda items and appointed Lt. Larter to be the Vice Chair for that meeting. Mr.
Ingram questioned the normal summer break from meeting, but after a group discussion it
was decided to hold to the current regular meetings as scheduled.

15. ADJOURNMENT:
Ms. Hauca MOVED to adjourn the meeting at 6:05 p.m. Ms. Philpot and Mr. Glore
SECONDED the motion. Motion carried unanimously.
