Mr. Ingram advised that Bud Stoddard was resigning from the Citizen's Corps Council.
1. APPROVAL OF MINUTES—JUNE 21, 2006
Mr. Ingram asked everyone to review minutes.
MOTION: Karen Hauca MOVED to approve the June 21, 2006 minutes. Lt. Larter
SECONDED the motion. Motion carried, 8-0.
2. NOAA PUBLIC ALERT RADIO TRAINING
John Dolan of the Pima County Emergency Services Office handed out a letter with
attachments of questions and answers, which is being sent by the U.S. Department of
Education, U.S. Department of Commerce and U.S. Department of Homeland Security to all
schools — along with a programmable public alert radio. The attachment of questions and
answers pertain to local Citizens Corps Councils assisting in the programming of and training
for the proper use of these radios.
Mr. Dolan also announced that any volunteer interested in this training could attend on
January 26, 2007 at the Pima County Emergency Operations Center at 1:00 p.m.

Mr. Kovitz asked Mr. Dolan about the level of interest he's received from local school
districts. It isn't apparent whether any local schools have received radios or not. The
distribution of radios was further discussed as it relates to pre-school, charter schools,
private, and parochial schools.
Mr. Dolan advised that due to financial constraints, only public schools were receiving radios
at this time.
Mr. Kovitz asked what CCC's role is in this process and Mr. Ingram responded that
volunteers were needed to set-up and demonstrate usage to school officials.
Mr. Kovitz asked about the various uses of these radios and about Police Department
involvement. Lt. Larter described Homeland Security and threat level notification and Mr.
Ingram added that they're essentially the same as Storm-Ready radios.
Mr. Ingram asked about notification being specific to Oro Valley and was advised that
specific information was only available through cable television.
Mr. Ingram advised he would follow-up with Mr. Jaeger and the Charter schools.
Mr. Dolan invited further questions and gave his email as jolm.dolanpimacounty.gov and
his phone number as 740-8152.
A visiting guest, Stan Weintraub, introduced himself and further discussed weather-radio
related issues.
3. STATE CITIZEN CORPS COUNCIL OUTSTANDING ACHIEVEMENT
AWARD NOMINATION.
Mr. Ingram asked the group if they would be interested in applying for the State CCC
Outstanding Achievement Award, and suggested that the Storm-Ready project might be a
serious contender in this competition for one of the cash awards. The application is due
sometime in April.
Mr. Garner asked if there are restrictions on the use of the money, to which Mr. Ingram
responded that he didn't remember there being any.
There was a concurrence from the group to proceed with the application and Mr. Kovitz
offered to supply some pictures for submittal with the application.
4. UPDATE ON STATE CITIZEN CORPS COUNCIL ACTIVITIES
Mr. Ingram announced the AESA meeting on January 24, 2007 in Prescott. Mr. Ingram will
be attending, and gave details if anyone else was interested.

Mr. Ingram updated information for resource typing and credentialing of volunteer groups
and advised the committee is getting closer to finishing.
(5:20 p.m. —Mr. Tracy received a cell phone call and left the meeting returning at 5:22 p.m.)
Mr. Jaeger arrived at 5:25 p.m.
Mr. Ingram had a DVD on preparedness produced by the State Citizen Corps Council to
show the group — however the equipment wasn't available. Mr. Kovitz will arrange for
equipment to show DVD at the next regular meeting.
Mr. Ingram and Mr. Jaeger discussed the school radios as presented under Item 1. Mr. Jaeger
is not aware that any Amphi Schools having received radios.
Mr. Kovitz asked if the group should volunteer to assist the Amphi School District when the
radios do arrived.
MOTION: Mr. Kovitz MOVED to have the CCC volunteer to assist Amphi School District
with this project. Ms. Hauca SECONDED the motion. Motion carried, 9-0.
5. CVAP (VIPS) REPORT
Mr. Blanton is the new representative, and advised their group is transitioning and in the
process of changing policies.
Mr. Kovitz asked if CVAP volunteers received CERT training and what was offered through
the Citizen's Academy. Lt. Larter advised that the volunteers were not required to obtain
CERT or CPR training.
Mr. Kovitz commented that a goal might be set at 25% of the CVAP members and Citizen's
Academy graduates to obtain CERT training in the future; and that a 10-11 week course
might be developed to provide further training in this area.
Mr. Blanton commented that CVAP members know the value of the training, but some are
already over obligated with volunteer activities.
The Citizen's Academy schedule and instructors were discussed. Ms. Hauca advised Lt.
Larter she would be available as an instructor.
6. NEIGHBORHOOD WATCH REPORT
Mr. Glore advised that with Mr. Stoddard's recent resignation, a replacement needs to be
appointed.

7. CERT REPORT
Ms. Hauca reported that Golder Ranch is starting to revive their CERT program and now
have quarterly meetings which occur in the middle month of each quarter with the next one
scheduled for February 16, 2007. A newsletter is also being published each quarter (two
editions were handed out to each member). Any one who is CERT qualified is invited to the
meetings, and interested parties are also invited to attend.
Oracle Fire Department has also contact Ms. Hauca to provide training for them. The two
departments will then get together to do drills and additional training.
Ms. Hauca advised that CCC members are also invited to attend at any time.
The agenda for the February CERT meeting is going to go into a 3-tier system and Ms.
Hauca briefly described the criteria for each, some of which is still under development.
Agenda items also include rules of engagement conduct, standard operating procedures,
shelter operations and medical specialty. Everyone will be basically CERT trained, but
specialized if they chose to do it.
The May meeting is going to cover monsoon emergency response team (MERT). Tucson
Electric Power will be providing power line training. PCSO may also participate in the
training. Oro Valley Police Department might also provide traffic control training and Ms.
Hauca will follow that training up with a field practice session. The National Weather
Service will also present information specific to monsoons and flooding.
Mr. Ingram added that on February 16, 2007 he will be offering volunteer reception center
training at the volunteer center in Tucson. Mr. Ingram will be sending an email out with
more specific information.
State Volunteer Organizations Arizona Disasters (VOAD) have been working to develop a
`train the trainer' on how to muck out a house after a flood event; and how to safely provide
emergency services after flooding like what was experienced last summer. Lutheran Disaster
Services from California will come to Arizona to provide this training at no cost.
8. FIRE CORPS REPORT
Ms. Hauca advised that Golder Ranch currently has one volunteer and are discussing
implementing a volunteer program. No report from Rural Metro as Mr. Caid was absent.
9. MRC
Mr. Ingram advised that they have identified a nurse to lead the nursing team, but are still
looking for someone to take the allied health support functions. Mr. Dolan advised that a
retired fire chief might be in the process of being hired. Also Pima County currently has a

large effort to enlist community representatives to formulate a community response plan for
an event of pandemic flu by this fall.
10. REGIONAL CCC REPORT
The southern Arizona regional CCC —represent every county in the southern part of the state
(Southern Homeland Security Region) now have by-laws and are meeting bi-monthly. The
by-laws require that each county appoint a representative and an alternate.
Mr. Tracy reported on the southern Arizona CCC meeting held in Sierra Vista in November.
Mr. Ingram reported that there is a bi-national CERT training being conducted in Santa Cruz
County with Mexican nationals as well as Spanish speaking American citizens. Mr. Tracy
added that training includes issues pertaining to illegal immigrants and hazardous materials
transportation.
Ms. Hauca announced that she has resigned from the Tucson CCC. She also challenged Oro
Valley's Citizens Corps Council to become more active at public events to get our
information out.
Ms. Hauca advised that last September she and Mr. Caid conducted a second interview with
Cox Communications on CERT training. She has the DVD at home if anyone's interested in
seeing it.
Mr. Kovitz announced that the American Red Cross is accepting nominations for their Real
American Heroes award. Anyone with any ideas should contact Mr. Kovitz.
11. VERIFY CONTACT INFORMATION FOR ALL CITIZEN CORPS COUNCIL
MEMBERS
Colleen passed a listing of existing contact information around to all members for additions
and corrections.
12. ADJOURNMENT
Lt. Larter MOVED to adjourn the meeting at 6:10 p.m. Mr. Kovitz SECONDED the
motion. Motion carried 8-0.
