APPROVAL OF MINUTES—MARCH 8, 2006 Mr. Ingram asked everyone to review minutes, and then corrected the spelling of two names on page three. MOTION: Mr. Tracy MOVED to approve the March 8, 2006 minutes as corrected. Mr. Teegen SECONDED the motion. Motion carried, 7-0. 2. STATUS REPORTS Volunteers in Police Services (VIPS): Mr. Teegan advised there will be a First Aid Class on May 20th and have 15 signed up at this time. There are 10 signed up for the Weather Watchers training on May 23rd. Community Emergency Response Teams (CERTs): Ms. Hauca reported that the First Aid class is 4 hours instead of 8 hours on May 20th from 8:00 a.m. to noon. If they get too many signed up, the class can be repeated without any problem. Ms. Hauca recommended that after the completion of the First Aid Class that a Blood Borne Pathogens and CPR class would be advisable. Neighborhood Watch: No report. Medical Reserve Corps (MRC): Mr. Ingram is going to the national conference next week. 1 4/12/06 Minutes,Oro Valley Citizens Corps Council Page 2 of 4 The board of directors met two weeks ago. They have received a $10,000 contribution from one individual and are going to approach the Tucson City Council about additional funding to support the Medial Reserve Corps. The county is supporting it through payment in kind with approximately$70,000. Regional: There was a state Citizen Corps Council meeting in Phoenix recently. The new Vice- Chair is Monte Brown from Tucson. Mr. Ingram also reported the credentialing committee is continuing with their work, but nothing new to report. 3. UPDATE ON STATE CITIZEN CORPS COUNCIL ACTIVITIES BY LES CAID/SCOTT INGRAM Regarding public relations efforts, Mr. Ingram reported that at the State Council meeting held in Chandler — the Bashas' family, which resides in Chandler, have offered to print Citizen Corps Council program information on one side of their grocery sack and a 24-hour family emergency preparedness guidelines on the other. They are offering this service for free and intend to use the bags in all their stores, not just the stores in Chandler. Ms. Hauca added that she has contacted the two Bashas' managers in the local district area and established lines of communication for any questions or comments they might receive at the local stores. Mr. Ingram reported the State Citizen Corps Council has also hired a professional marketing group and are well pleased with the results. Additionally, because the funds came from the state level, the work product is owned by the state Citizen Corps Council and can be used in a variety of ways without restrictions. DVD's, radio, and print media, are all being developed and they are designing and laying out a brochure. Public service announcements will be available and will be playing on Cox Cable network which is not commonly viewed in Tucson or Oro Valley. Mr. Ingram suggested approaching Comcast for donation of time for the public service announcement. Mr. Sweet asked if the DVD was authorized for a link on the Town's website. Mr. Ingram replied that he had specifically confirmed that use in the affirmative. We will also have a digital version of the brochure which can be linked on the website. Ms. Hauca reported that the Tucson Citizen Corps Council is rewriting their by-laws. Also, that the Southern Region is due to have a conference in May. Mr. Tracy reported that the AESA Conference is scheduled for June 14 & 15, 2006 in Chandler at the San Marcos facility. Ms. Hauca advised she would be attending and could represent Oro Valley Citizen Corps Council. Mr. Ingram advised he and Les Caid would also be attending. Mr. Ingram suggested using CCC 2 4/12/06 Minutes,Oro Valley Citizens Corps Council Page 3 of 4 funds, if current balance is adequate, to send additional members. Interested parties should contact either Bob Kovitz or Scott Ingram. Mr. Tracy MOVED to make CCC funds available to a maximum of$350 for interested members to attend. Mr. Caid SECONDED the motion. Motion carried, 8-0. 4. OFFICER BILL BURNEY AND JERRY THE BOMB DOG Officer Bill Burney introduced Oro Valley Police Department's new single purpose canine and described the process to obtain, train, and utilize Jerry. (To accommodate their training schedule, this agenda item was advanced to this position) 5. UPDATE ON THE TOWN'S CONSIDERATION OF REVERSE 911 Mr. Ingram proposed that the Citizen Corps Council make a recommendation to the Town Council to continue the final research phase for implementation of Reverse 911 and secure the system for the Town. Mr. Caid MOVED to continue the final research phase and secure the Reverse 911 system. Mr. Tracy SECONDED the motion. Motion carried, 8-0. Mr. Sweet suggested that a memo from Mr. Ingram, as Chairman, be forwarded to the Mayor and Council advising them of this recommendation. Mr. Ingram will coordinate with Mr. Kovitz. 6. UPDATE ON THE STORM READY INITIATIVE BY BILL GARNER Mr. Ingram had previously advised that the radios are in and ready for distribution. Mr. Gamer advised that the final Storm Ready application had been prepared and submitted to the National Weather Service on March 15, 2006. Mr. Garner has sent emails to Golder Ranch Fire and Rural/Metro providing information about the training and meetings required to proceed into the application phase. One of the requirements is to tour the National Weather Service facilities which has been scheduled for May 10, 2006 in place of the next regular monthly meeting of the Citizen Corps Council. Mr. Gamer furnished a map and parking instructions, and advised there is not a limit on number of attendees. Town Council members, as well as representatives from both fire departments, are welcome to attend. Ms. Hauca advised she would be able to provide a van and transport 15 passengers from Town Hall for this tour. Mr. Ingram proposed that the tour be the primary business of the meeting unless something urgent comes up, and that Mr. Garner be the Chair for that meeting as Mr. Ingram will not be able to attend. Mr. Garner may be out of town that day also. Mr. Garner and Lt. Larter will make appropriate contacts to start distributing the weather radios to the fire departments and proper Town locations so that the inspection can be completed. 3 4/12/06 Minutes,Oro Valley Citizens Corps Council Page 4 of 4 Mr. Gamer advised that we are still on target for June certification and that during that month the CCC could meet with the Town Council for a formal presentation. Mr. Gamer announced that "Storm Spotter" training, which is part of the program, is scheduled for May 23, 2006 in Council Chambers. An invitation has been sent to the fire departments. The training is open to the general public, Town Council members, and anyone that is interested; and will last approximately 3 hours commencing at 6:30 p.m. Mr. Ingram will have his assistant for disaster preparedness, Diana Denwood,plan to attend. The National Weather Service will need to visit the Citizen Corps Council as a part of the process. Mr. Ingram thanked Mr. Gamer for all of his work on this project. Mr. Caid distributed posters for the May 4th school emergency preparedness conference. ADJOURNMENT MOTION: Mr. Ingram MOVED to adjourn the meeting at 5:44 P.M. Mr. Glore SECONDED the motion.
