APPROVAL OF MINUTES—FEBRUARY 8, 2006 Ms. Hauca asked that the spelling of her last name be corrected on pages 1 and 2. MOTION: Mr. Kovitz MOVED to approve the February 8, 2006 minutes as corrected. Ms. Hauca SECONDED the motion. Motion carried, 9-0. 2. STATUS REPORTS Volunteers in Police Services (VIPS): Mr. Teegan advised this group is now at 103,000 hours of service. There are 64 current volunteers. Mr. Ingram asked that Mr. Teegan email him that number to include in his next quarterly report. Mr. Teegan was asked if he was recruiting more volunteers. He discussed the numbers they were gaining and that there are 80 authorized. They have a different mix of people as the volunteers have come and gone. Lt. Larter reported that he feels the authorized number of volunteers is adequate. Mr. Glore asked about the authorized number of sworn officers, to which Lt. Larter responded there were 91; and described the current staffing situation. 3/8/06 Minutes,Oro Valley Citizens Corps Council Page 2 of 7 Community Emergency Response Teams (CERTs): Ms. Hauca reported that there are many classes being planned in the Tucson Metro area. There is starting to be a lot of church type background interest in this program. Good progress is being made in the recertification area. Mr. Kovitz confirmed that Ms. Hauca still has the $1,000 grant for recertification. Mr. Kovitz asked Ms. Hauca to call him to furnish some additional information, which she will do. Mr. Kovitz described the success he has seen with training for specific groups, as opposed to open public training. Mr. Teegan commented that there are still people interested in First Aid training, and the group discussed contracting with the Red Cross. The group has discussed this previously and should move forward on this issue since the funds are available. The cost per person was discussed and Ms. Hauca reported that she can do it for less that the $45/per person the Red Cross will charge. Mr. Caid stated that they can teach for less than$45 also. Mr. Kovitz suggested that Mr. Teegan and Ms. Hauca coordinate for First Aid and CPR training. The group further discussed that there has been a problem with scheduling, and the time of the year as far as the seasonal influx of participants. Mr. Glore asked Ms. Hauca if there are still CERTS attendees at the Golder Ranch Fire Department. Ms. Hauca responded that due to growth there have not been classes for awhile. She is working to organize to have one in the fall and use this spring to regroup the people that are already trained in CERTS and start offering the additional training as promised. Ms. Hauca also advised that there has been a restructuring in her division and she is now officially the Public Educator for her department. Neighborhood Watch: No report—not present. Medical Reserve Corps (MRC): Ms. Philpot not present to report. Mr. Ingram reported that the Medical Reserve Corps Board is currently filled, however they are still looking for someone from Allied Health to fill the task force. The task force leaders will be meeting in the next few weeks—two things might come out of that: 1. Define a training regime 2. Call for volunteers to fill the task forces Mr. Ingram advised the National Medical Reserve Corp Conference is March 18-21. Dr. Carell and Mr. Ingram will be attending. The three MRCs in Arizona will be having panel discussions about what went right and wrong in the Katrina mobilization and deployment. 2 3/8/06 Minutes,Oro Valley Citizens Corps Council Page 3 of 7 Regional: Mr. Caid reported the State Citizen Corp Council there was a Conference call today from the deployment committee. They will be breaking into two groups to define classification and credentialing issues so the State can do badging. Mutual Aid Committee—asked to provide volunteers cross-county, cross jurisdictions or interstate. There is an urgency to establish the classification and credentialing due to the Top Off 4 in 2007. 3. UPDATE ON STATE CITIZEN CORPS COUNCIL ACTIVITIES BY LES CAID/SCOTT INGRAM Mr. Caid met with Lou Trammel, the Director of Arizona Emergency Management, Dr. Fulginiti, and Dr. Bill Carell. Lou Trammel will be the one writing the rules for Title VIII and ADEM Rules for credentialing. This will affect any volunteers. Mr. Ingram reported that Embe and Jeff said that Lou had asked that the Citizen Corp take this on to be the coordinating body to figure this out for volunteers because it will have impact across the board. There's also not a credentialing program for professionals. Mr. Ingram advised that he had been invited to attend a small group meeting at the capital last week to discuss volunteer management in a state declared emergency. The Governor is committed to using AZ 211-the website initially and the call center process — and is being funded under.AZ 211. They learned more about what the system capability is and isn't and are strategizingways ta fill the gaps for this year for the wild fire season and develop some kind of a plan to fix the system to be able to do what we need it to do in the long run. There's a vendor for 211 which provided an initial capability on the website and that same vendor has modules that can do volunteer management — but there are some significant gaps in that capability that have been identified, so they're coming up with a plan to fill those gaps. They are working to put together the final pieces. This is also being done under Lou Trammel's guidance. Matt Parks is the logistics person for ADEM was at the meeting. The counties (11 by last count) have bought another system — but the state made it very clear that's not what the state is going to use. There's a need to figure out how to integrate with what the counties will be using — which is possible, but we need to understand what everybody's capabilities are. Ms. Hauca reported that the Tucson Council has a very active communications corps. They've split the city into four quadrants and have quadrant leaders in case the communications go down. It will be an alternative way to provide information — not just to the public, but also to help out the responders. Ms. Hauca also reported that on the Regional side they are close to approving the by-laws and are still planning the 5th annual conference in Yuma in September. The Region includes four counties, including Pima County. There are two national speakers that are willing to come: Don Lee, a retired captain from L.A. city fire, and Hailey Rich, the founder of the Teen-Cert program. 3 3/8/06 Minutes,Oro Valley Citizens Corps Council Page 4 of 7 Public Relations: Mr. Kovitz reported that he will use the May/June publication of Oro Valley Magazine to promote the magnets and first aid kits. 4. UPDATE ON THE STORM READY INITIATIVE BY BILL GARNER Mr. Garner has met with both Chief Les Caid of Rural Metro and Assistant Chief Pat Abel from Golder Ranch and they were able to determine the number of radios and the plan of action for both departments. It was agreed upon initially that both department would place a radio in each manned station including their administration buildings. Mr. Gamer was also able to contact Lt. Larter to review the emergency operations plan and they were able to determine what was needed for the Storm Ready application process. Mr. Gamer is in the process of assembling that and getting it prepared to have reviewed by Lt. Larter before it gets sent over to the National Weather Service for official documentation which will allow them to schedule the appointments to come out and verify necessary items. Lt. Larter was able to procure 20 weather radios — 15-each of the Model WR-100, which is the one that will be advocated for public use and will be placed in the various fire stations. The other radio order was 5-each of the Midland WR-300 which will be used in office environments. It also has an AM/FM radio built into it. r,; These are more than capable for inspection by the National Weather Service whose standards require the radios at the warning point and EOCs—including the police station (which already Chas one), city hall, school superintendent office. The additional radios to be placed are at the library,public works, community development center, both water operation centers, and North West Hospital's E.R. Rural-Metro is going to procure four radios to put in their stations and Golder Ranch will procure six more radios to put in their other stations. Mr. Garner further reported under Storm Ready that the National Weather Service would like to do spotter training in April or May and have requested to use a meeting room. Mr. Garner asked Bob Kovitz to coordinate that. The CVAP group might be interested in this training. Mr. Garner will email Mr. Teegan additional information and the description of the training. Dates are not available at this time. Mr. Garner then advised about some of the other weather monitoring criteria, such as rain gauges. and that Pima County's website allows access to individual gauges for real time data. Mr. Teegan inquired as to the price of the radios as it pertains to appealing to the public for purchase. Mr. Garner responded they are $29 each for the `weather only' model and $42-$49 each for the model that includes the AM/FM. Mr. Garner provided an article describing Porter County Indiana Citizen Corps procured radios and distributed as a part of their CERT training through Homeland Security funding. (See attached report.) 4 3/8/06 Minutes,Oro Valley Citizens Corps Council Page 5 of 7 Mr. Kovitz asked if the CCC completes all of the requirements, will we be the first Southern Arizona community to be Storm Ready certified and at that point, he suggested to the Mayor that the entire committee be brought before the town council for the event. Mr. Garner advised that the National Weather Service will also supply media kits. There is a formal ceremony the Weather Service also does and they will show pictures on their website. Mr. Ingram asked Mr. Garner about a possible time frame, who responded that his personal goal is to have it completed by June—before monsoon season. Mr. Garner will be submitting the application electronically and then will see how quickly the National Weather Service can culminate their team to review all the documents. Mr. Garner also advised that the applicant has to go to the National Weather Service facilities for a meeting and tour, and are limited to 20-25 participants (council members, fire departments, and volunteer groups can be included). Mr. Ingram suggested that CCC's May meeting be planned for that location. Mr. Garner will check on scheduling and get back with Mr. Ingram. Mr. Caid reported that he has some preparedness conferences coming up and reminded the group that there is a full scale exercise on April 12th which will start on the U of A campus and a component of that will fall into the Town of Marana where a regional hazmat team will respond. There are a series of meetings being held at the U of A which Lt. Larter has participated in. Mr. Caid commented that it would be good for the Medical Reserve Corps or other observers that want to participate. Intelligence, Regional SWAT and Regional Hazmat will be responding. Mr. Caid also advised that on March 18th Pima County Health Department has coordinated a free one:day school health office preparedness conference in conjunction with SNITS (a school nurse affiliation). This will be a two-hour overview of incident command system and Sue Philpot will be teaching an introduction to CISM. There will be a `children in disasters' presentation by Sherry McDaniels, and a personal and family preparedness Tim Seimsen. Any one wanting to attend can contact Louie Valenzuela at louie.valenzuela@pimahealth.org or at 740-8634. Mr. Caid wanted to forward the brochure to someone for further distribution. Mr. Ingram said to send it to Diana Denwood at Mr. Ingram's office. On May 4th at a location to be announced there will be a school preparedness conference funded by TUSD for any of the school districts, concentrating on the school's disaster preparedness plans. Jim Schneden will be giving an overview of the school U of A College nurse shooting and what improvements they've made on campus and another in-sync command system class strictly for schools, and a basic over-view of public information by Randy Ogden. In the afternoon, there's going to be time for schools to bring in their plans for review and assistance for those needing to still develop their plans. Mr. Ingram advised that the Volunteer Center's AmeriCorps*VISTAS, Diana Denwood and Virginia Skovira, were nominated as a team for their efforts with the MRC in doing recruitment and deployment of medical personnel for the Katrina disaster. It was announced today that they won the Governor's 2006 Volunteer Service Award and are to be congratulated for the great job. 5 3/8/06 Minutes,Oro Valley Citizens Corps Council Page 6 of 7 Ms. Hauca advised on that March 18th there will be a family expo in Casa Grande covering a diversity of topics. Casa Grande is starting through the process of creating their CERT program. The next meeting will be held on April 12, 2006. Mr. Ingram advised he may not be able to attend— if not he will let everybody know and will find someone to be temporary chair.
