Lots Medium Density Residential Proposed Zoning District The Rancho Vistoso Planned Area Development defines the proposed zoning district for the amendment area as follows: Medium Density Residential (MDR) This district is intended to provide detached and attached single-family homes in areas containing fewer natural constraints than Very Low and Low Density Residential zoning districts. Significant vegetation or topography and minor washes should be preserved as common open space whenever possible. Cultural Resources The applicant has requested an archaeological records check from the Arizona State Museum. According to the letter received from the Arizona State Museum (see Attachment 5, Section 1-1), there are no records indicating the presence of cultural resources on the property. Environmentally Sensitive Lands (ESL) The property does not contain any sensitive environmental resources, Including Major Wildlife Linkage, Critical Resource, Core Resource and Resource Management as defined by the Zoning Code. Proposed PAD Amendment The applicant proposes to change the zoning for the Rancho Vistoso Planned Area Development in accordance with the General Plan from Commercial (C-1) to Medium Density Residential (MDR) on a 4.9 acre site located on the northeast corner of La Canada Drive and Moore Road (see Attachment 5, Exhibit R). OV913-001 Parcel 10T, Rancho Vistoso Planning and Zoning Commission Staff Report Page 3 of 6 The MDR zoning district allows detached and attached single-family homes. The MDR zoning district permits two-story homes up to 30' and requires a 5,000 sq. ft. minimum lot size. Although it is not required, the Tentative Development Plan depicts 1.1 acres of open space. The proposed subdivision design appears compatible with the surrounding residential area as it incorporates similar lot sizes, landscaping and circulations connections. DISCUSSION / ANALYSIS: Tentative Development Plan The Tentative Development Plan (Attachment 5, Exhibit Q) depicts 19 lots with a minimum lot size of 5,000 sq. ft, a perimeter landscape buffer, open space, areas for drainage and two access points. The Tentative Development Plan provides a conceptual -level site layout, including site access, lot layout, circulation, bufferyards and open space. The plan is used to evaluate the viability of the proposed zoning and overall function of the site. Specific uses and features of the Tentative Development Plan may be modified during the Conceptual and Final Design phases, subject to conformance with the Rancho Vistoso Planned Area Development, the Zoning Code and any rezoning conditions. Access and Circulation One access point is located on La Canada Drive, and the second access point is located on Moore Road. An internal public roadway and sidewalks are proposed through the development to provide vehicular and pedestrian circulation. The proposed roadway improvements can enhance user connectivity by providing an alternative route for bicyclists and pedestrians. The property contains a trail in the northeast corner of the property. This trail connects the adjoining neighborhoods located north and east of the proposed subdivision. Development Standards Following is a summary of development standards for the C-1 and MDR zoning districts per the Rancho Vistoso Planned Area Development: C-1 MDR Building Heights 34', three -stories 30', two -stories Open Space 10% of the site Required: 0 Proposed: 23% Setbacks Front: 20', Sides: 0 Rear: 25' Front: 20, Sides 5' or 0 Rear: 10' OV913-001 Parcel 10T, Rancho Vistoso Planning and Zoning Commission Staff Report Page 4 of 6 A .78 acre portion of the subject property located along the east boundary is not part of this rezoning request. The applicant has indicated that this property will remain as natural open space. A condition has been included on Attachment 1 reflecting this applicant commitment and requiring this area to be preserved permanently as natural open space. General Plan Conformance Analysis The applicant proposes to develop a residential subdivision at 3.8 du/ac. The proposed zoning conforms to the existing Medium Density Residential (MDR, 2.1 to 5.0 du/ac) land use designation per the General Plan Land Use Map (see Attachment 3). The following General Plan goals and polices are notable for this application: Policy 5.1.9 The Town shall employ traffic calming techniques in local street design. Staff Comment: The proposed subdivision could promote cut -through traffic between La Canada Drive and Moore Road. A condition has been added requiring the applicant to study this traffic issue and provide any necessary traffic calming measures as a component of the site plan. Policy 8.5.1 The Town shall encourage and participate in the development of a multiple - use trail system in accordance with the Trails Task Force report to ultimately, where possible, connect to public preserves and the regional trail network per the applicable Town trails plan, and the pedestrian and bicycle plan. Staff Comment: The Tentative Development Plan depicts an internal sidewalk connecting to existing sidewalks on La Canada Drive and Moore Road. There is an existing trail located in the northeast corner of the property. This trail should connect to the proposed sidewalk system which provides pedestrians with access to La Canada Drive and Moore Road. The General Plan Open Space element identifies trail and open space connectivity as a priority. A condition has been added requiring a trail connection. Engineering The PAD amendment addresses issues related to drainage and traffic. The proposed PAD amendment acknowledges that the development will be designed so that post -developed drainage conditions are consistent with pre -developed conditions in accordance with Town requirements. Furthermore, a traffic analysis is provided within the PAD amendment to address traffic related issues. Two points of ingress/egress are proposed; one that connects into Moore Road and the other that connects into La Canada Road. Both roadways are arterials with a large amount of available capacity since they were originally designed to accommodate a higher density than what the surrounding neighborhoods were actually constructed to. The anticipated volume of traffic generated by a use of the proposed size is generally very low and therefore would not have a noticeable impact on the surrounding roadway system. OV913-001 Parcel 10T, Rancho Vistoso Planning and Zoning Commission Staff Report Page 5 of 6 If the PAD Amendment request is successful, the final analysis of drainage and traffic impacts will be evaluated during the site plan review process PUBLIC PARTICIPATION: Summary of Public Notice Public notice has been provided: • Notification of all property owners within 600 feet and extended area • Homeowners Association mailing • Advertisement in The Daily Territorial newspaper • Post on property • Post at Town Hall and on website Neighborhood Meetings A neighborhood meeting was held on May 2, 2013. Six residents attended the meeting and expressed general support of the applicant's request. The neighbors' primary concerns included commercial building height and traffic. A copy of the neighborhood meeting minutes has been attached (see Attachment 7). CONCLUSION The applicant's proposal has been evaluated using the development standards found in the Rancho Vistoso Planned Area Development and the General Plan. The proposed PAD Amendment as modified through the recommended conditions of approval will increase conformance with the General Plan goals and policies. RECOMMENDATION: Based on the finding that the proposed PAD Amendment is consistent with the General Plan, it is recommended that the Planning and Zoning Commission take the following action: Recommend to Town Council approval of the PAD Amendment subject to the conditions in Attachment 1. This project is a proposed residential subdivision located at the northeast corner of Moore Road and La Canada Drive. (Please refer to Exhibit A: Location Map.) As a master planned community, Rancho Vistoso appropriately included sufficient commercial land to meet the needs of its anticipated population. However, over the years Rancho Vistoso has developed at roughly two-thirds of its originally envisioned residential density. A commensurate drop in need for commercial land has resulted, which has caused this property to remain undeveloped. As Rancho Vistoso rapidly approaches build -out, the prospects grow dim that enough additional homes will be built in the area to support the development of the smaller, neighborhood - level commercial lands such as this one within the PAD. Of course, the General Plan's future land use designations reflect the original PAD design, and not the market reality that has manifested since then. A General Plan amendment application was submitted to the Town of Oro Valley in June 2013 to allow residential land uses to replace the current commercial entitlements due to the non -viability of commercial interest in this property's immediate vicinity. This proposal is to request a rezoning of the approximately 4.9-acre site from Commercial (C-1) to Medium Density Residential (MDR) within the Rancho Vistoso Planned Area Development (PAD). The proposed rezoning is supported by several factors, including its proximity to existing commercial developments and other undeveloped commercial property, compatibility with surrounding residential land uses, and adjacency to two arterial roadways. The anticipated overall gross density of Rancho Vistoso Parcel 10-T is approximately 3.8 dwelling units per acre, which is similar to existing neighborhoods on adjacent parcels. In order to make this project a reality, the appropriate land entitlements must be acquired for the property. The current land entitlements are not consistent with historic, current, or anticipated market demand; as such, the property owner is focused on acquiring the necessary entitlements in the Town of Oro Valley. The topography of the subject property is characterized by flat terrain and some gentle slopes in the southwest and southeast portions of the site. The subject property generally slopes downward from north to south toward Moore Road. Refer to Exhibit E. Topography for a map of site topography, including slope analysis. Elevations range from approximately 2,884 feet at the highest point on the north side of the subject property to 2,868 feet at the lowest point on the southeast side of the subject property. The site does not contain any regulated 25% slopes, restricted peaks/ridges, or rock outcrops. No areas of this development are subject to the Hillside Development Zone, Section 24.2 of the Town of Oro Valley Zoning Code. 1. The pre -development average cross -slope The pre -development average cross -slope for the area of rezoning is approximately 4.5 percent. This figure is derived using the formula set forth by the Hillside Development Zone, section 24.2.K of the Town of Oro Valley Zoning Code. Average cross slope was calculated as follows: (1)(L)(0.0023) _ (1')(9,556.51')(0.0023) _ —4.51% A 4.9 ac. Hydrology The subject property is impacted by the watersheds of Parcels S, U, and V in Rancho Vistoso Neighborhood 10. Because upstream areas are entirely developed, stormwater enters the vicinity of the subject property via channels, culverts and basins. The watershed of Parcel S discharges along the eastern boundary of Parcel T. The watershed of Parcel U discharges into channel adjacent to the north boundary of Parcel T. Finally, the watershed of Parcel V discharges into a culvert underneath La Canada Drive and into a small basin located in the southeast corner of the site. On -site stormwater flow drains from the northeast to the southwest predominately by natural drainage swales and braided overland sheet flow. The average slope of the site is greater than 2 percent. Onsite discharges are insignificant compared to offsite flows. Existing drainage along the downstream property boundaries of Parcel 10-T is in a sheet flow condition or in very minor ill-defined braided channels. All flows are then directed south through culverts underneath Moore Road. From there, stormwater flows are intercepted by the Highlands Wash before ultimately discharging into the Canada Del Oro Wash (approximately 4.3 miles southwest of the subject property). Refer to Exhibit F. Pre - Development Hydrology for a map of the local watersheds impacting the subject properties. The development site is located within a Zone X, which states that it is in the 500-year flood hazard area as defined by FIRM Panels 04019C1080L, effective date June 16, 2011. According to the Town Oro Valley Floodplain Ordinance article 17-3 (section 17-3-2), floodplains associated with washes and/or sheet flow areas having 100-year peak discharges of 50 cfs or more, are the minimum areas of applicability of this ordinance. In other words, all non-FEMA washes greater than 50 cfs need to be mapped on -site for stormwater flows exiting and entering the project site. A small portion of the southwest corner of Parcel 10-T is located within a floodplain with a discharge flow rate greater than 50 cfs. However, the majority of the floodplain is contained within the stormwater management basin. To examine the post -development hydrology concept, please refer to Section II-E. Project Category: Development Within Municipalities (Urban Growth),Residential subdivision and associated infrastructure,New construction Project Type Recommendations: All degraded and disturbed lands should be restored to their natural state. Vegetation restoration projects (including treatments of invasive or exotic species) should have a completed site -evaluation plan (identifying environmental conditions necessary to re-establish native vegetation), a revegetation plan (species, density, method of establishment), a short and long-term monitoring plan, including adaptive management guidelines to address needs for replacement vegetation. An effective approach to wildlife planning begins with the identification of the wildlife resources in need of protection, an assessment of important habitat blocks and connective corridors, and the incorporation of these critical wildlife components into the community plans and programs. Community planners should identify open spaces and habitat blocks that can be maintained in their area, and the necessary connections between those blocks to be preserved or protected. Community planners should also work with State and local transportation planning entities, and planners from other communities, to foster coordination and cooperation in developing compatible development plans to ensure wildlife habitat connectivity. The Department's guidelines for incorporating wildlife considerations into community planning and developments can be found at http://www.azgfd,gov/hgis/guidelines.aspx. Development plans should provide for open natural space for wildlife movement, while also minimizing the potential for wildlife -human interactions through design features. Please contact Project Evaluation Program for more information on living with urban wildlife. During planning and construction, minimize potential introduction or Based on the project type entered; coordination with County Flood spread of exotic invasive species. Invasive species can be plants, Page 3 of 7 APPLICATION INITIALS: 3 M r m r+ 0 w Arizona's On-line Environmental Review Tool Search ID: 201306290-10671 I'roiect Name: Rancho Vistoso Par 10-1 IDatc: 6/29/2011 2:>9:16 PM animals (exotic snails), and other organisms (e.g. microbes), which may cause alteration to ecological functions or compete with or prey upon native species and can cause social impacts (e.g. livestock forage reduction, increase wildfire risk). The terms noxious weed or invasive plants are often used interchangeably. Precautions should be taken to wash all equipment utilized in the project activities before and after project activities to reduce the spread of invasive species. Arizona has noxious weed regulations (Arizona Revised Statutes, Rules R34-244 and R3-4-245). See Arizona Department of Agriculture website for restricted plants http://www.azda.gov/PSD/quarantine5.htm. Additionally, the U.S. Department of Agriculture has information regarding pest and invasive plant control methods including: pesticide, herbicide, biological control agents, and mechanical control: http://www.usda.gov/wps/portal/usdahome. The Department regulates the importation, purchasing, and transportation of wildlife and fish (Restricted Live Wildlife), please refer to the hunting regulations for further information http://www.azgfd.gov/h_f/hunting_rules.shtmi. During the planning stages of your project, please consider the local or regional needs of wildlife in regards to movement, connectivity, and access to habitat needs. Loss of this permeability prevents wildlife from accessing resources, finding mates, reduces gene flow, prevents wildlife from re -colonizing areas where local extirpations may have occurred, and ultimately prevents wildlife from contributing to ecosystem functions, such as pollination, seed dispersal, control of prey numbers, and resistance to invasive species. In many cases, streams and washes provide natural movement corridors for wildlife and should be maintained in their natural state. Uplands also support a large diversity of species, and should be contained within important wildlife movement corridors. In addition, maintaining biodiversity and ecosystem functions can be facilitated through improving designs of structures, fences, roadways, and culverts to promote passage for a variety of wildlife. Hydrological considerations: design culverts to minimize impacts to channel geometry, or design channel geometry (low flow, overbank, floodplains) and substrates to carry expected discharge using local drainages of appropriate size as templates. Aquatic wildlife considerations: reduce/minimize barriers to migration of amphibians or fish (e.g. eliminate falls). Terrestrial wildlife: washes and stream corridors often provide important corridors for movement. Overall culvert width, height, and length should be optimized for movement of the greatest number and diversity of species expected to utilize the passage. Culvert designs should consider moisture, light, and noise, while providing clear views at both ends to maximize utilization. For many species. fencing is an important design feature that can be utilized with culverts to funnel wildlife into these areas and minimize the potential for roadway collisions. Guidelines for culvert designs to facilitate wildlife passage can be found at hftp://www.azgfd.gov/hgis/guidelines.aspx. Minimization and mitigation of impacts to wildlife and fish species due to changes in water quality, quantity, chemistry, temperature, and alteration to flow regimes (timing, magnitude, duration, and frequency of floods) should be evaluated. Minimize impacts to springs, in -stream flow, and consider irrigation improvements to decrease water use. If dredging is a project component, consider timing of the project in order to minimize impacts to spawning fish and other aquatic species (including spawning seasons), and to reduce spread of exotic invasive species. We recommend early direct coordination with Project Evaluation Program for projects that could impact water resources, wetlands, streams, springs, and/or riparian habitats. Planning: consider impacts of lighting intensity on mammals and birds and develop measures or alternatives that can be taken to increase human safety while minimizing potential impacts to wildlife. Conduct wildlife surveys to determine species within project area, and evaluate proposed activities based on species biology and natural history to determine if artificial lighting may disrupt behavior patterns or habitat use. Avoidance or minimization measures could include conducting project activities outside of breeding seasons. The Department requests further coordination to provide project/species specific recommendations, please contact Project Evaluation Program directly. The construction or maintenance of water developments should include: incorporation of aspects of the natural environment and the visual resources, maintaining the water for a variety of species, water surface area (e.g. bats require a greater area due to in-flight drinking), accessibility, year-round availability, minimizing potential for water quality problems, frequency of flushing, shading of natural features, regular clean-up of debris, escape ramps, minimizing obstacles, and minimizing accumulation of silt and mud. Trenches should be covered or back -filled as soon as possible. Incorporate escape ramps in ditches or fencing along the perimeter to deter small mammals and herptefauna (snakes, lizards, tortoise) from entering ditches. Viewsheds The residential community proposed for this site will not negatively affect the views from adjacent properties. In fact, the type of commercial development permitted by the current zoning would allow for taller buildings and greater potential for blocking views from adjacent properties. For instance, C-1 Commercial zoning allows for a three- story building with a maximum height of 34-foot whereas Medium Density Residential zoning allows for a two-story residential home with a maximum height of 30-foot. Moreover, commercial development may generate a greater negative visual impact due to parking requirements, loading zones, dumpsters, etc. Residential development is more consistent with the existing surroundings and has minimal negative visual impact. Landscape treatments and design will be integrated with surrounding neighborhood, which are also within the Rancho Vistoso Planned Area Development (PAD). Please refer to Exhibit Q: Tentative Development Plan (TDP). As mentioned before, actual residential densities in Rancho Vistoso are significantly lower than planned. A commensurate drop in demand for commercial land has resulted, which has caused this property to remain undeveloped. Little potential exists for significant residential densities to develop anywhere near the subject property, meaning that this property is very unlikely ever to develop as a commercial use. Significant demand exists for residential development, which is more compatible with surrounding neighborhoods than the existing commercial entitlements. Please refer to Exhibit T. Proposed Zoning. Existing Land Uses 1. Map of zoning boundaries and existing land uses on adjacent properties. Please refer to Exhibit C: Existing Land Uses, Exhibit D: Existing Zoning, and Exhibit R: Proposed Zoning. 2. A description of the effect that the proposed development will have on existing land uses on and off -site. Development of Parcel 10-T would unify existing neighborhoods, increase sense of community, and eliminate any negative visual impacts that may be created by a commercial development. II-D. Topography 1. Describe how the TDP responds to topographic characteristics described in Part 1. As the site has no challenging topographic constraints, development can proceed without special grading consideration. 2. Describe any areas of encroachment of building, lots, driveways, etc. onto the slopes of 15%+ or greater. The subject property does not contain any regulated slopes, and as such there are no areas of encroachment. 3. Describe the new average cross -slope, calculations, and values if allowances are to be made under Hillside District Regulations. The ACS is not expected to change significantly. No significant slopes exist on the site, and therefore no allowances will be made under Hillside District Regulations. 4. Describe the map perimeter of the area used in the new cross slope calculations (if done in item 3 above) and labels areas to be left natural. Not Applicable. 5/6. Describe and state percentage of total site and map all areas to be disturbed, graded, and/or revegetated. The entire site will be graded. Approximately 20% of the graded area will either be revegetated adjacent to the existing wash along the east side of the property, or will be landscaped common area. -he Rancho Vistoso Parcel 10-T I Gou WLB No. 185050-JW-02 Attachmen Part II: Land Use Plan II-E. Hydrology Offsite flows from upstream watersheds will be collected in channels and/or culverts directing the runoff through the project site. Drainage design within the proposed development will convey offsite and onsite flows using constructed channels, storm drain pipes, onsite basins, etc., in accordance with the Town of Oro Valley Floodplain Management Code and the Drainage Criteria Manual. Channel and basin geometry and construction will follow accepted standards regarding erosion and flow velocity control. Horizontal elements constructed within this project will be set at or near existing grade so as to minimize impacts to existing drainage patterns. Finished floor elevations will be set to be one foot above the established base flood elevations of adjacent floodplains. Individual lots will be graded according to Town standards, which will provide adequate room and grades to handle stormwater runoff. Encroachment into the existing floodplain along the eastern boundary has occurred upstream, and is proposed as part of this project. Erosion protection will be installed along the edge of proposed lots where necessary to mitigate erosion hazards caused by adjacent floodplains. All erosion protection proposed in the development will include appropriate toe down depths for scour protection. The post -developed 100-year discharges exiting the site will be reduced in accordance with Town policy, which requires all development to conform to "critical basin" requirements and not result in any adverse impacts for adjacent or downstream property owners. See Exhibit S: Post -Development Hydrology Concept. The I Rancho Vistoso Parcel 10-T I dLB WLB No. 1850SO-JW-02 Attachmen Part II: Land Use Plan II-F. Vegetation 1. Provide an explanation of how the TDP responds to vegetative characteristics described in Part 1, including a discussion of the vegetation to be transplanted. The Tentative Development Plan (TDP) responds to the vegetative characteristics described in Part 1 while also recognizing the value of native plants onsite. The development design avoids the wash and the vegetation in the wash area on the eastern portion of the subject property. Additionally, any vegetation that is disturbed will meet the requirements of the Town of Oro Valley's Zoning Code. II-G. Wildlife 1. Describe and map steps to be taken to mitigate destruction of wildlife habitat identified in Part 1. No wildlife habitats are located on or near the subject property. II-H Buffer Plan 1. Provide a map of buffer areas, if used, and describe techniques used to mitigate sound, visibility, exterior lighting, and traffic impacts. A landscape buffer will mitigate the negative impacts of the adjacent uses, including sound, exterior lighting, and traffic impacts. A minimum of 10 feet width will be used for the development's bufferyards, in accordance with the Bufferyard "A" criteria in the Town of Oro Valley Zoning Code. Please refer to Exhibit T. Provide a traffic analysis report to include: i. The proposed internal circulation and access to/from arterial streets, explaining location and rationale for placement. Two ingress/egress points will connect this proposed neighborhood directly to the adjacent arterial streets. This will allow an additional entrance for safety vehicles (although not required due to the small amount of lots proposed). The proposed ingress/egress points are placed at a safe distance from the arterial intersection of La Canada Drive and Moore Road. ii. If off -site road improvements are required, indicate which roads and time frame for improvements. Not applicable. iii. Projected ADT for internal circulation system at build out and level of service to all streets. Include a projection of traffic volumes and capacity analysis for intersections. The proposed single-family homes will generate approximately 10 vehicle trips per day per home. At 19 home sites, this community is expected to generate 190 Average Daily Trips (ADT). Half of the traffic volume (95 ADT) will access the community from La Canada Drive, with the remaining half (95 ADT) using Moore Road. iv. Impact to existing development abutting off -site streets. Since this proposed neighborhood will connect directly to the arterial roadways, no off -site streets are proposed. v. Capacity analyses for proposed internal and off -site streets, including right-of- way and pavement widths, geometrics, design speeds, and traffic control improvements needed. Arterial and collector roadways in this vicinity have been constructed to accommodate a significantly higher residential density than has been or will be built in this area. An adequate level of service is expected to continue to exist after this project is constructed. Introductions and Welcome David Williams introduced the Oro Valley Project Manager Rosevelt Arellano. He also introduced Council Member Mike Zinkin and Board of Adjustment Member Bill Adler. He introduced project team member Paul Oland of WLB Group. Six residents attended the meeting. 2. Staff Presentation Project Manager, Rosevelt Arellano, provided a presentation that included: • General information of the project site • Review Process for a Minor General Plan Amendment and Planned Area Development (PAD) Amendment • Review Criteria • Public Participation Opportunities • Next Steps 3. Applicant Presentation The project team provided a presentation that included: • Proposed Site Design • Project Timeline 4. Public Comments and Questions • Mr. Adler objected to processing both applications concurrently because each application is subject to different criteria. o The applicant responded that the proposed applications will not be heard at the same public hearings. • What is the permitted building height for the existing C-1 (Commercial) zone and the proposed MDR (Medium Density Residential) zoning districts? o C-1: 34', 3-stories o MDR: 30', 2-stories • What is the zoning district for the property located on the southwest corner of Moore Road and La Canada Drive? o The Pima County Zoning Map designates this property as SR (Suburban Ranch). The zoning district permits single family residence and requires a minimum lot size of 3.3- acres. • What types of commercial uses are permitted in a C-1 (Commercial) zoning district? o The permitted commercial uses include (but are not limited to): grocery stores, professional offices, bakeries, barber shops, and schools. Attachment 7 • Neighbors he:.::.,:)ncerns with commercial traffic being gIUdLer than residential traffic. • How do 5,000 square foot lots translate into 4 dwelling units per acre on a 4.9 acre site? o The applicant's proposed density (4 dwelling units per acre) accounts for the installation of roadways, open space, bufferyards, and drainage areas. As a result, the site lot yield will be approximately 19 lots. • What is the largest commercial building (in square feet) that can be built on the site today? o The site can accommodate about 40,000 to 50,000 square feet of commercial building. • What is the closest recreational area to the site? o The closest recreational areas are located approximately three -tenths of a mile north, and one-half mile west of the project site. • Will the proposed development include a recreational area? o The applicant responded that a small recreational area (tot lot) may be provided. • Will the applicant install a right turn lane into the site from La Canada Drive? o The applicant responded that a right turn lane will likely not be installed. • How far will the proposed subdivision be setback from La Canada Drive? o The Town Zoning Code requires a 25' landscape bufferyard on arterial roadways. • How many 1 and 2-story homes are proposed to be built? o The Zoning Code provides that no more than 60% of the subdivision can consist of 2-story homes. Approximately 19 lots are proposed to be developed on the site. • A neighbor to the west had concerns with preserving their existing views and preferred that only 1-story homes be built along the southwest portion of the property. o The applicant responded that larger lots are proposed in this area, and will likely consist of larger backyards that will help mitigate their concern. o The applicant will consider placing story poles in the southwest portion of the property to help neighbors better understand the view impacts of a 2-story home. • Will a signal light be placed at the intersection of La Canada Drive and Moore Road? o The applicant responded that the Rancho Vistoso Planned Area Development shows a signal light planned at the intersection; however additional traffic studies may be required to determine whether a signal light is warranted. 5. Next Steps • The next steps include an application submittal followed by the Planning and Zoning Commission and Town Council public hearings. The public hearing dates will be determined upon review of the submitted application.
