Oracle Road Recommendation: Approve the requested Sign Criteria Revision SUMMARY: The proposed revision to the Magee Plaza sign criteria is to increase the amount of colors that can be used for signs from four (4) to eight (8) colors and increase the number of building elevations for wall signs from two (2) to three (3). The proposed criteria, provided in Attachment 1, will accommodate the sign needs for the current tenant as well as allowing for future tenants. The zoning code allows various colors (except for fluorescent or iridescent) and allows signs on three elevations of a building. The proposal meets the standards of the Zoning Code. The Conceptual Design Review Board (CDRB) is the final decision board for a sign criteria. BACKGROUND: The current sign criteria (SC) from 2012 with only four sign colors is too limiting and does not provide the range of sign colors preferred by the most tenants. Existing Site Conditions • Y of an acre One existing building with two tenant spaces Zoning: C2 Proposed Improvements: The building was recently painted with earth tone colors. The current tenant proposes to install new sign letters on the wall of the building and a new panel in the existing pole sign using the colors in the proposed SC. There are also additional colors included in the proposed color palette that could accommodate other tenants. 5 OV1601513 Magee Plaza Conceptual Design Review Board Staff Report Page 2 of 3 Below is a summary of the current and proposed changes to the SC in comparison with the zoning code. DISCUSSION / ANALYSIS: The CDRB reviews Sign Criteria for conformance with the adopted Design Principles. The Design Principles and Design Standards (italics) are listed below, followed by staff comments. Design Principle Analysis • Section 22.9.D.5.b, Sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes. The proposed sign color palette provides a variety of colors that will provide a contrast against the recently painted building allowing clear identification for tenants. Although the number of building elevations that may contain a wall sign is proposed to increase from two to three sides, the sign criteria prohibits any signs from being placed on the west elevation. If a wall sign was place on each of the remaining three sides of the building, the signs would face a street or another automotive building. Additionally the Zoning Code allows signs on three sides of the building. Design Standards Analysis • Section 28.B.3. Review of a Sign Criteria shall be guided by the following: Overall character of the entire development, including landscaping, architecture, topography, uses and design. The Magee Plaza (Attachment 2) is a % acre commercial property located on the southwest corner of Oracle Road at Cool Drive. The property is surrounded by commercial buildings including automotive uses all of which use a variety of sign colors and styles. The proposed palette of eight colors in addition to allowing State or Federally registered trademarks for signs will not be out of place in the area and will allow for better business identification. A comparison of the formally approved color palette and the proposed color palette is provided in Attachment 3. L 5 OV1601513 Magee Plaza Conceptual Design Review Board Staff Report General Plan Analysis in italics and bold followed by staff commentary: Page 3 of 3 The proposed sign criteria was reviewed for conformance with the General Plan's Goals and Policies. Listed below are relevant policies within the General Plan relating to signage: • Signage: Signage controls have to balance citizens concerns about the increasing level of signage with the needs of businesses to attract customers. The colors and additional elevation proposed in the criteria do not increase the amount of signage greater than the zoning code allows, but does provide a broader choice for tenants which will help attract customers to the development. RECOMMENDATION: Based on the finding that the proposed Sign Criteria will provide a wider range of colors for the property and is consistent with Zoning Code and the Design Principles, it is recommended that the Conceptual Design Review Board take the following action: Approve the requested revision to the Sign Criteria for Magee Plaza as provided in Attachment 1. SUGGESTED MOTIONS: I move to recommend approval of the Magee Plaza Sign Criteria based on the finding that the proposed revised Sign Criteria is consistent with the Design Principles. ,m I move to recommend denial of the Magee Plaza Sign Criteria based on the finding that ATTACHMENTS: 1. Ruthrauff Road Tucson, AZ 85705 Brian@maranasigns.com RE: Revised Sign Criteria for the Magee Plaza at 8085 N. Oracle Road, OV1601513 Dear Brian, The revised sign criteria for the above mentioned property was approved by the Conceptual Design Review Board (CDRB) on August 9, 2016. The approval includes an expanded color palette and additional building elevation for wall signs. The tenants of the property may apply for sign permits at any time to replace the panel in the monument sign and/or install wall signs on the building. As a way to allow the current tenant, MPG Automotive, the ability to have signage during the time period the sign standards for the property were being revised, the Town allowed a banner to be installed on the building as a temporary allowance. The wall banner time allowance has expired and now needs to be replaced with a permanent wall sign. The tenant may have 60 days from the date of this letter to remove the temporary banner and install a proper wall sign. Please let me know if you have any questions. Sincerely, i;t. •v I move to recommend denial of the Magee Plaza Sign Criteria based on the finding that ATTACHMENTS: 1. I left a phone message but below are the answers to your questions: The client doesn't know what they want as their permanent wall sign. This is a concern considering the sign criteria is meant to dictate what type of signs can be used on the property. Most sign criterias aren't and shouldn't be geared toward on tenant. Just a general example of what wall signs would look like. I'm also concerned that they don't currently have any wall signs and I believe there is a banner on the wall that is very much past it's time to come down. They really need to workout the wall sign issue. All they really wanted with this variance was permissions to use a couple of extra colors, to change out the face on the pole sign. Adding the extra colors is fine but again the sign criteria needs to address all signs on the property. A lot of alteration has gone into this since we originally submitted basically a carbon copy of the original sign criteria with just a couple of colors changed. The original sign criteria wasn't done very well and if it had been, we wouldn't be in this place today with MPG. I believe when I gave you the copy I mentioned that you shouldn't copy it word or word but just use it as an example. You really don't have too much more to fix but just have to figure out the wall sign issue. Can I just attach an extra page to titled "Examples of allowable wall signage" with pictures of other businesses in the area since the client has no idea what they want yet? Again, the wall sign example needs to show an example of what you want signs on this property to look like. Photos of other places would just confuse the submittal. You're almost there with a complete submittal! Don't give up now. We can move to the September CDRB meeting if that's better for you. Ruthrauff Road Tucson, AZ 85705 brian@maranasigns.com Dear Brian, RE: Sign criteria for the Magee Plaza at 8085 N. Oracle Road, case OV1601513. A few minor corrections should be made to the document. Staff offers the following review comments on the second revew: 1. Page 1: a. The Monument/Pole sign description for "Design" refers to translucent background. The Zoning Code section 23.3.B.1.a limits sign characters and logos to emit light and not the entire panel. Please revise. b. The raceway color change should be changed from "may" to .... shall be painted to match the building color. C. You may want to move the "color" title to the next page over the color palette. 2. Page 3: a. Line #4 refers to sign turning off 1 hour after close. That should be changed to read per OVZCR. You should remove the 1 hour after close as that is not in the code. Thank you providing a clearer site plan and separating out the elevation photos. I do have one concern. What type of signs does MPG propose to place on the wall as permanent signage? The elevations show only their banner that's on the wall with no example of permanent signs in individual letters. Does MPG expect to be able to install a cabinet that looks much like the banner? The code doesn't allow cabinets except as logos. You may re -submit the revised plans via email. Ruthrauff Road Tucson, AZ 85705 brian@maranasigns.com Dear Brian, Thank you for submitting a revised sign criteria for the Magee Plaza at 8085 N. Oracle Road, formally the Just Brakes center case OV1601513. Staff offers the following review comments for your project: 1. Page a;: You may want to title the document Sign Criteria instead of Criterion b/ Second paragraph refers to the development review board. That board is currently named the Conceptual Design Review Board. c. Building sign requirements leased area is incorrectly written as 2,01. You most likely meant 2,001. 'd. The statement referring to "channel or flat -cut" should be clarified to read Pan Channel and Reverse Pan Channel signs. Also this statement should be broken up into two sentences. Including the raceway color into the same sentence could be read to mean that letters and raceways should be painted to match the building. e. The last statement on the first page that reads "illuminated & trademarked" refers to _ "logo boxes" which isn't a term in the code. This should refer to the logos to be allowed at 25% of the sign area. "Logo boxes" or a cabinet sign would only be allowed if the cabinet style is actually part of the registered trademark/logo. See section 25.2.13.14, wall sign for more details. 2. Page 2: a. The statement "placement of wall signs" is unclear. Clarify restricted to what? 3. Page 3: a. Line #4 refers to sign turning off 1 hour after close. That should be changed to read per OVZCR. 4. Page 4: a. Line 4 under general requirements: The wall elevation allowance code section is incorrect. Change to section 28.5.13.14. b. Adding a note that sign lighting will meet the standards of the Oro Valley Zoning code is recommended. Oro Valley, it's in our nature. 11000 N. La Canada Drive, Oro Valley, Arizona 85737 www.orovalleyaz.gov I phone: (520) 229-4800 1 fax: (520) 742-1022 5. Page 5 The pole sign: a. You may want to note that this sign structure is existing and this criteria proposes no changes other than the sign face may change to allow proposed colors. 6. Page 6 Site Map: a. Please add the street names to this site plan. b. Separating out the site plan from the elevation photos may be helpful. A separate sheet with elevation and examples of the type of signs proposed on the wall of the building would help the presentation of this sign criteria. c. Note the square cabinet type of sign for MPG or any other tenant would not be allowed unless the square cabinet is actually part of their registered trademark. d. It also might be helpful to have the site plan and elevation page as the first and second page of the submittal so that's it's instantly clear what development the standards are for. You may re -submit the revised plans via email.
