Mr. Bayer Vella Town of Oro Valley 11000 North La Canada Drive Oro Valley, Arizona 85737 September 30, 2005 Subject: Town of Oro Valley General Plan Amendment WLB No. 185050-A-005 Dear Bayer, Engineering • Planning Surveying • Urban Design Landscape Architecture This letter is intended to accompany an application to amend the Oro Valley General Plan in several areas within Rancho Vistoso Neighborhood Five. As you area aware, Vistoso Partners has been contemplating the existing PAD land uses in Neighborhood Five due to recent market trends related to the feasibility of providing a golf course as shown in the PAD. It has been determined that a golf course is neither needed nor appropriate for the Big Wash area in Neighborhood Five. As such, Vistoso Partners is requesting the amendment of the General Plan to reconfigure the land uses, including removal of the golf course, and to allow for a similar amendment to the PAD. We are aware that preserving natural open space is one of the Town's priorities. This is evidenced by the Town's fee schedule wherein no fees are assessed to designate lands as open space. Accordingly, we have proposed that the majority of the areas currently designated as golf course be amended to natural opens pace. We believe this is not only in line with the Town's goals, but is also a responsible step toward preserving Big Wash and Honey Bee Wash. This proposed Plan Amendment benefits both the private development community and the larger Oro Valley community. Clearly the continued preservation and expansion of the Big Wash / Honey Bee Wash corridors will benefit the community as a whole. We also propose to shift the school site from its current location north of the confluence of Big Wash and Honey Bee Wash to an equivalently sized site west of Honey Bee Wash. We have been in communication with the Amphitheater School District and this proposed shift is based on their stated desires. In conjunction with the school site shift, we also propose to shift the park site so that is adjacent to the proposed school site. Retaining the park's adjacency to the school preserves the dynamic relationship between the two uses that was originally intended by the Rancho Vistoso PAD. The Group Inc. You'll notice on the attached map showing proposed changes to the Plan that the Moore Road alignment has been modified within the Rancho Vistoso Boulevard loop. This change will further reduce the impacts to Honey Been Wash by eliminating two significant crossings. This is the same alignment that you, Bryant Nodine, Dick Maes, Bill Walker, and myself discussed conceptually several months ago. Removing a portion of this roadway and realigning it as shown will provide excellent access to the proposed school site since the majority of the student base in the area will be generated to the west in Neighborhood Ten. The realignment also eliminates access to the existing "Parcel 5D" in Rancho Vistoso that is currently designated as Medium Density in the General Plan. As such, and as shown on the map, we propose to transfer the density to the south into areas that the golf course designation currently occupies. Overall, these proposed amendments are more of a `reconfiguration' than a `change' to the land use mix currently shown in the General Plan. These amendments would result in a marginal increase to allowable units within Neighborhood Five, although the total will remain well below the number allowed in the PAD itself. Of equal importance is the significant increase in the amount of open space that will be provided by removing the golf course use from this area of Rancho Vistoso. If you would like to discuss this issue or if you have any questions, please call me. I look forward to continuing this process with you.
