CALL TO ORDER - Acting Chair Mason called the meeting to order at 4:00 P.M.
ROLL CALL
Present: Michael Mason, Acting Chair
Heather Laird, Commissioner
John Fortunato, Commissioner
Jennifer Carr, Commissioner
Absent:Gerald LeMay, Commissioner
Staff Present:David Gephart, Chief Financial Officer
Tobin Sidles, Legal Services Director

PLEDGE OF ALLEGIANCE - Acting Chair Mason led the group in the Pledge of Allegiance.
CALL TO AUDIENCE - No comments were received.
STAFF LIAISON REPORT
Chief Financial Officer David Gephart reported on the following:
- Welcome to new Commissioners.
- Budget season is underway for Town Staff.
- Actuarial reports for PSPRS have been released.
- Pension topics will be brought to the Commission in March or April.
REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE DECEMBER 13, 2022 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Heather Laird, seconded by Commissioner John Fortunato to approve the
December 13, 2022 regular session meeting minutes as written.
Vote: 4 - 0 Carried

2.DISCUSSION AND POSSIBLE ACTION ON ELECTING A CHAIR AND VICE-CHAIR FOR THE
BUDGET AND FINANCE COMMISSION
Motion by Acting Chair Michael Mason, seconded by Commissioner Heather Laird to elect Acting
Chair Mason as Chair of the Budget and Finance Commission.
Vote: 4 - 0 Carried
Motion by Chair Michael Mason, seconded by Commissioner Jennifer Carr to elect Commissioner
Laird as Vice Chair of the Budget and Finance Commission.
Vote: 4 - 0 Carried
3.PRESENTATION AND DISCUSSION OF TOWN ANNUAL COMPREHENSIVE FINANCIAL REPORT,
SINGLE AUDIT, AND ALTERNATIVE EXPENDITURE LIMITATION REPORT FOR FISCAL YEAR
ENDED JUNE 30, 2022
Town Auditor Brian Hemmerle with Baker Tilly, LLP presented on Agenda Item #3.
Discussion ensued amongst staff and commissioners.
4.PRESENTATION AND POSSIBLE DISCUSSION OF THE TOWN'S FY 22/23 FINANCIAL UPDATE
THROUGH NOVEMBER 2022
Deputy Finance Director Wendy Gomez presented on Agenda Item #4.
Discussion ensued amongst staff and commissioners.
5.DISCUSSION AND POSSIBLE DIRECTION REGARDING MONTHLY FINANCIAL REPORTS
Motion by Vice Chair Heather Laird, seconded by Commissioner Jennifer Carr to continue PowerPoint
presentations as is and revisit the topic in six months.
Vote: 4 - 0 Carried
COUNCIL LIAISON COMMENTS
Mayor Joseph Winfield commented on the following:
- Welcome to new Commission members.
- Read a memo and invited Commissioners to participate in public engagement group meeting.
- Town Council Meeting on January 18, 2022 will have an item regarding ARPA funds.
FUTURE AGENDA ITEMS
- Revisit monthly financial report PowerPoint presentations in six months.
ADJOURNMENT
Motion by Commissioner Jennifer Carr, seconded by Commissioner John Fortunato to adjourn the

Motion by Commissioner Jennifer Carr, seconded by Commissioner John Fortunato to adjourn the
meeting at 4:55 P.M.
Vote: 4 - 0 Carried
