LA CANADA DR. PAC Members Present: Bill Adler Susan Simms Philip Kline Doug McKee Steve Solomon Steve Taillie Oro Valley ESL Team Members Present: Karen Berchtold Joe Andrews David Williams 1. Call to Order Meeting called to order at 4:05 pm. 2. Acceptance of PAC Meeting Summaries of March 4, 2010 and March 11, 2010 The meeting summaries were accepted. 3. Continued review and discussion of Section D, Design Requirements The group turned their attention to Page 10 and Wildlife fencing, and several modifications were proposed. The group addressed the rock outcrop section and standards. The topic is still under review by the Technical Advisory Committee. Extended discussion focused on the standards and purpose of the trample zone. David Williams will review the intended purpose of the zone, and consider more options. The group raised the question: on what plan submittal should rock outcrops and proposed impact and trample zone be depicted? Staff responded it would likely be the plat. Bill Adler raised the issue of lighting and noted it is not addressed, and asked whether it should be. He asked if the current lighting code is adequate, and if not, should be supplemented in ESL. F:\SR OFFICE SPEC\Projects for COMMUNICATIONS\ESL\ESL PAC\ESL PAC 19 4-1-10 draft meeting summary.doc 1 Other discussion items: 1 • Structures: Included under"Prohibited Uses" primarily to address accessory structures • Wildlife friendly fencing standards: Fish & Game staff will provide guidelines The group discussed standards for wash crossings. David Williams noted that in general, Army Corps of Engineers require con-arch type bridges for crossings, which reduces impact to riparian areas. Planners generally favor these, as well. Steve Solomon said he wants to revisit the > 50 cfs wash standard; David reminded the group this was already defined by the TAC at the mapping stage based on field assessment of associated vegetation at that threshold. David said he can clarify that the PAC has not endorsed the standard. A key question emerged: what are the thresholds for deciding when a spanned bridge is required for a wash, rather than a dip or culvert structured crossing? Staff noted that Paul Keesler, Engineering Development Review Manager, can add to this discussion, and that the topic should be added to upcoming TAC agenda. Under"Walls & Fences" requirements, the group concluded that requirement 1., p. 14 that prevents placement of any walls and fences in ESL open space area is too severe. David will revisit that requirement. Staff agreed to review the incentives in the Pima County Cluster Ordinance. David Williams will revise Section D, with redlines, so PAC members can review it. He likely will need to gather more technical information from others sources to complete this. 4. Section G. Hillside Requirements Due to late time, the group agreed to postpone discussion of this topic to the next meeting. 5. Adjourn Meeting adjourned at 5:50 pm.
