Meeting called to order at 4:04 pm

The May 6 and May 13 meeting summaries were accepted.
3. Discussion of Section E. Cultural Resources Category
Bayer recapped the discussion from the previous meeting. At that meeting, the group
learned that preserved-in-place requests are rare, but still need to be addressed. The
group directed staff to look at incentives.
Bayer reminded the group the code has three levels of incentives if Environmentally
Sensitive Open Space (ESOS) applies to 25%, 40%, or 66% of a project site.
The group discussed cultural resource protection and the open space credit. A developer
can use the credit from open space for preserved in place resources toward the overall
ESOS requirement. Bill asked if incentives should vary for preservation of above and
below ground resources, as he perceives that preserving in place tends to involve greater
cost. Dan Zweiner explained there is not generally a differentiation between above and
below ground resources.

Bayer noted there is such a range of possible cultural resource and treatment plan
scenarios and that it really depends, and asked the group if they are comfortable with the
proposed approach. The group agreed that they are comfortable with the general
approach proposed for incentives for cultural resource preservation.
4. ESL Resource Categories, Open Space Standards, and Specific Mapping
Bayer reviewed three maps with the group.
1. Sonoran Desert Conservation Plan (SDCP) map
2. ESL resource ("science-based") map
3. ESL Planning map
The group compared the SDCP with the proposed ESL planning map. Bayer explained
that the Technical Advisory Committee developed the ESL resource map based on two
factors: 1. science-based resource mapping and 2. evaluation of the habitat value of
adjacent parcels on a case by case basis. In addition, other factors such as growth areas
identified in the Town's general plan were factored in to develop a land use map for this
urbanizing area.
The ESL planning category previously referred to as "Multiple Use Management Area" has
been changed to "Resource Management Area," (RMA) so as to be differentiated from the
SDCP Multiple Use Management Area category.
Staff proposes three tiers within the RMA: 66%, 25%, and 0% open space preservation.
The areas designated for 66% open space preservation were designated in the SDCP as
hosting three or more special status species.
Other factors considered in developing the planning map:
• Consistency with smart growth principles: areas for growth intensification and future
economic development
• Proximity to Pima County areas with defined low density growth policies-
If the Town's Rancho Vistoso Neighborhood 3 area were expanded, staff envisions that
the Tier system would be applied so that area would also be 0% ESOS.
The group discussed how the incentives would apply.
Bill asked whether 0% ESOS preservation in growth areas is desirable: for instance, what
about preservation of steep slopes? Bayer responded that steep slopes would still be
regulated because they are within the Critical Resource category.
Bayer asked whether the group supports the mapping concepts.
Steve Solomon stated that the maps are a good balance between environmental, land use,
urban, and human needs.
The group unanimously agreed that they support the mapping approach.

5. Next Steps
There is a joint Planning and Zoning Commission and Town Council study session
scheduled for July 14, 2010. The final two PAC sessions will focus on scenic resources.
Proposed P&ZC public hearing would be in late August.
