Call to Order - Meeting called to order at 4:00 pm 2. Review of Project Schedule Bayer Vella reviewed the updated project schedule with the group. The group discussed how best to convey the ESL concepts to the public. There should be an executive summary to the document. PAC members may update Town Council members, but should report concerns back to the group or project managers. 3. Introduction of ESL Scenic Resources Bayer Vella introduced this final ESL element, and requested general direction from the group on how to address various subtopics in this category. David Williams provided an overview of planning tools typically used by Western communities to implement scenic corridor overlays. The group reviewed maps depicting the Town's existing scenic corridor overlays, and those corridors identified for scenic protection in the General Plan. They discussed how to define the depth of new corridors. Bayer suggested a tier system may be appropriate for implementing scenic corridors: 1. Major corridors are Oracle and Tangerine. 2. Key corridors with high levels of existing or anticipated traffic and developable land such as 1st Avenue and La Cholla Boulevard. 3. Low traffic and/or built out areas such as Lambert, Naranja, Rancho Vistoso Blvd, Moore Road, Linda Vista, Shannon, Calle Concordia, La Canada, Shannon, Palisades, and areas around Parks. It was noted that each of the aforementioned roads and areas (Parks) are specifically delineated in the General Plan as scenic corridors. The group reviewed the map of possible corridors, observing that much land along the corridors is already built. One consideration is that the Pima Association of Governments has proposed that La Cholla could be an alternate north-south route to Oracle, to help alleviate traffic on Oracle. At a minimum, La Cholla will function much like La Canada in the future. Don Chatfield said he supports the three-tier concept. Doug McKee does as well, subject to consideration of requirements for the third tier. The group agreed they generally support the three tier concept. They also agreed that an incentive to relax FAR as development is setback from the road may be appropriate. Bayer directed the group back to discussion of appropriate implementation tools. Steve Solomon supports flexibility and a menu of tools. Two key tools are landscape conservation and building placement. Don agreed and noted that many tools, including building height, setback, and design, and access control are already addressed through current zoning and engineering standards. The group reviewed a list of building heights of existing zones along the corridor and concluded that they are already fairly low. Tier 2 discussion Areas for a possible Tier 2 overlay: La Cholla and First Avenue. One strategy is to have a ratio for setback and building height: Commercial Incentive: 2:1 (setback to height) 4:1 plus 10 feet height incentive Residential: 2:1 (setback to height) 4:1 plus 10 feet height incentive F:\SR OFFICE SPEC\Projects for COMMUNICATIONS\ESL\ESL PAC\ESL PAC 5-27-10 draft meeting summary.doc 2 Doug noted the Tech Park district may need special attention, as it is the most appropriate location for higher structures. The group discussed whether these requirements make sense given the existing parcel depth along the corridor, and appropriate standards for residential and commercial uses. For residential, landscape conservation and building placement are key, but the group felt the two uses should be treated similarly. Tier III discussion Based on General Plan direction, this category could apply to: Lambert, Naranja, Moore, Linda Vista, Calle Concordia, La Canada, Palisades, Shannon, Rancho Vistoso, and periphery of Town parks. The group agrees that building height, architectural design, and landscape preservation are appropriate tools. For multi-family and commercial development, building bulk and placement and special design guidelines are key. 5. Next Steps Staff will complete the Scenic Resources discussion at the last PAC meeting on June 3. The group adjourned at 6:00 pm.
