PAC Members Present: Susan Simms Doug McKee Bill Adler Steve Solomon Don Chatfield Steve Taillie PAC Members Absent: Philip Kline Oro Valley ESL Team Members Present: David Williams Bayer Vella Karen Berchtold Joe Andrews 1. Call to Order Meeting called to order at 4:03 pm 2. Progress since last PAC meeting Bayer Vella provided an update. The August 4 open house generated low attendance. An additional public open house will be held in the fall. Bill suggested that neighbors of vacant areas could be invited. Bayer responded that individuals are unlikely to be notified; however, HOA's will be. 3. Overview of comments from other participants Bayer informed group that eight meetings, one per week, are planned with representatives of Southern Arizona Home Builders Association (SAHBA) and members of the development community. This is resulting in the schedule change. 1 — • - a 4. Remaining schedule and milestones The new schedule was discussed. Bill asked if specific concerns are anticipated. Bayer responded that he anticipates simplifying and classifying various sections. As with the landscape code, developers pointed out things that didn't work. Bill said that he would not want the balance of the strategy to be changed. 5. PAC's role and responsibility in public hearing process Don Chatfield added that it seems that PAC's job is to respond to questions and statements in response to the ESL document. Perhaps it would be good for PAC to meet around the time of the 4th-5th meeting. David Williams suggested that may just need to assess issues as they arise. Bayer offered to assess around the time of 4th-5th meeting. Doug suggested that it may be wise to have data that supports economic development effects. Bayer noted that it really depends on the economic model being used, and Joe Andrews agreed that there are too many variables. Doug added that there should at least be comparison with existing regulations. The final draft will be issued just before Halloween. Doug asked how the PAC views their role in the plan approval process. Bayer said he would like to see PAC members as participants, representing the plan and answering questions. Staff and members agreed with the approach; logistics need to be worked out. Bayer reiterated that he wants full support from PAC members. Don added that if the December 1, 2010 TC public hearing date is firm, PAC stance may depend on feedback over the next few months. Detailed feedback and concerns regarding land developability from developers will be needed to respond effectively. Bill noted that trade press involvement should be encouraged. The Technical Advisory Committee will be updated on new schedule. 6. Adjourn The group adjourned at 5:30 pm.
