Dear Mayor and Town Council:
As the owner of the rental property on
writing to relay what I have learned.
just west of the proposed Self Storage Building project, I am
-The large majority of surrounding property owners are against blocking their views of the Catalina Mountains, and
significantly changing the neighborhood. Unfortunately, they assumed that they would have a say in any development of
that area.
-The present zoning, already allows for two story buildings up to 38 ft in height, with a limited footprint sq footage.
-As long as any developer/builders adhere to the present zoning, the Town Council and Property Owners would have NO
chance to object. In fact, development review by the Town Council would be bypassed.
-Since the Self Storage project requires a Conditiona[ Use Permit, a Town Council review is necessary.
-If the Leman Academy purchases any part of this property, there are minimal zoning restrictions. And in the future,
Leman could build a similar wing South of the current school, thus blocking most of the mountain view.
-The Property Owners must choose between two negative outcomes, the Self Storage building and Leman soccer fields
(with a possible future Leman extension), or unknown future building within the current zoning.
It is unfortunate, that this possibility was not presented during re -zoning years ago, when the property owners and Town
Council could have planned better for this scenic area, and limited the area to single story.
To my knowledge, the current plan is that the Self Storage project will proceed (addressing the local concerns), and
Leman will purchase the north four acres, to use for parking and soccer fields, without any large buildings.
If my understanding of the above is correct, and you could impose a limitation on Leman future building, then I would
support the Self Storage project, because a known plan is safer than the unknown. And because the developers have
been very accommodating to our concerns, as much as possible.

Dear City Council and Planning and Zoning Commission Members -
As a year-round, permanent resident of Oro Valley, I am writing to ask that the commission and our elected officials act in the
interest of all Oro Valley residents when reviewing and declining the OVCN Rezoning Request.
When I review the Oro Valley General Plan's Vision, Guiding Principles, Goals and Policies, i do not find the proposed project meets
many of these principles. The surrounding neighborhood is largely residential. While the proposed project may provide recreational
opportunities, these would be limited to the members of the church. Existing natural resources on the property would not be
protected. And the larger Oro Valley community would not benefit from this project, as its use will be limited to church members. As
the church doesn't pay taxes to Oro Valley, I see no benefit at all to the greater Oro Valley community from the proposed project.
As for the Oro Valley Zoning Code, I'm very concerned about traffic impacts, noise, parking, and compatibility with the surrounding
area. I'm particularly concerned that the proposed hours of operation would be 6:00 AM to 10:00 PM. And while no special events
intended to draw additional visitors to the magnitude of an organized festival, game, event, or tournament will be permitted at
specific times, exceptions may be granted by the Town Engineer and Planning Director as a Special Use Permit. Additionally, the
proposed facilities do not seem to fall under religious institution or accessory uses of the property under the Town's zoning code.
Our neighborhood and surrounding area already have public and private facilities similar to the ones
being proposed, although on a smaller scale. As it is, we receive light pollution and noise from Pusch Ridge
Christian Academy and Canyon del Oro high school athletic and other events on a regular basis during the
school year.
Please preserve what is special about Oro Valley, namely that it offers residents the opportunity to combine
access to city amenities with creating a home in our own quiet, peaceful desert oases. Please uphold the
existing zoning restrictions around the Church Of the Nazarene. Please honor the town motto "It's In Our
Nature." Please do not allow an increase in traffic. Please do not replace the quiet of our serene desert
environment with added noise and light pollution. I do not believe that allowing this rezoning to go forward serves the
needs of the wider Oro Valley community, and that is the greater population you all represent.

As a year round permanent resident of the neighborhood, having moved here two years ago for the quite environment
outside the city limits of Tucson, and a registered voter, I am writing to strongly urge the Oro Valley Planning and Zoning
Commission Members and City Council to uphold the existing zoning restrictions around the Church of the Nazarene.
As Ms. Young writes below, the atmosphere of an entire section of our town cannot be willfully downgraded by
complying with one single entity's wishes. It is important the Council represent all residents of our neighborhood in
making its decision and, also, it should not be influenced by the Church's threat of litigation if the decision doesn't go its
way.
I would add the Church is acting in bad faith by posting 6:00 pm as the Public meeting time on the signs on its property
when the Town of Oro Valley website clearly states the meeting is at 5:00 pm.

There is no debate whatsoever that the Church's planned athletic project is a worthy undertaking, but it
is out of place in the proposed location. Such an ambitious athletic complex will certainly serve its users
equally well, and probably better, in a location that is properly zoned for such purposes and has the
roads in place to handle the additional traffic. Calle Concordia is already challenged with coping with
the existing volume of vehicles. Is the Town of Oro Valley considering widening Calle Concordia, putting
in traffic lights, developing and enforcing additional traffic control measures? I do not believe that the
road expenses connected with allowing this rezoning to go forward are justified, nor do they serve the
needs of the wider Oro Valley community, nor are they the best use of citizens' tax dollars.
I am a year round permanent resident of Oro Valley, and I am a registered voter. I purchased my home
in Oro Valley in February of 2021. I chose the Sunstone Estates location because it seemed to exemplify
the town's motto "It's in Our Nature". I found an area zoned for residential use. I discovered a quiet,
safe neighborhood nestled in nature, with established horse properties, and close proximity to the
beautiful Arizona desert. On my long daily walks I see a variety of wildlife, I admire horses being
exercised and trained, and I breathe the lovely, unpolluted desert air. I shudder to think what the
planned athletic facility with all the added traffic, noise, lights, PA systems will do to the quality of life of
the horses and their owners, as well as to the ambiance of the surrounding neighborhoods.
I strongly urge the Planning and Zoning Commission and the City Council to uphold the existing
regulations and requirements. Please clearly show that the rights of the individual are respected and
protected in our town. Please demonstrate that the atmosphere of an entire section of our town cannot
be willfully downgraded by complying with one single entity's wishes.

I certainly pray that you will not allow the OVNC to rezone for a sports facility. Our area is a residential neighborhood.
There are fields for use all around Oro Valley, thank you! The town has many parks and fields for play and we provide tax
money to help maintain. The fact that they say it's a ministry work is anti Christian. Their buildings have a great many
rooms available at any time in the existing premises to teach others about God and Christ Jesus. I've been in their
building to visit. Jesus himself taught on the streets and along the waters edge, or they can use the many public parks
that are available. The opulence of money that they have taken from parishioners for the 2 homes they plan to build
also is non Christian! Why can't they use the money to serve less fortunate ones on our streets. How do they think
these needy non religious kids will get to their facility for games if it were built? They said they wanted a snack bar? Buy
the kids candy while you read scriptures??? This is a hoax and bunch of liesl There's a Christian school in Oro Valley,
Pusch View with fields. Ask to rent their facility if you truly have a need. OVNC has a huge parking lot use it for pickle
ball or basketball or whatever. They must have a financial need to spend money to avoid tax. The cost of destroying our
Mountain View's or the natural vegetation or destroy the sunsets with massive lights and the amount of traffic will
totally devalue all property values. Truthfully, parents have a right to teach their own kids their own views on religion.
When outsiders claim they want to save kids it usually turns out badly. Who will be on the look out for groomers??
Please stick to your guns and DO NOT rezone the property.
Just heard of this and I've read both letters from attorneys. We plan to be there Monday night.
