school. I apologize I could not make it to tonight's meeting. I have asked my neighbors to
represent me by reading this letter that details my opposition to the OVCN rezoning proposal.
I am an ex-CDO little league player, umpire, board member, and now a parent of a little
leaguer. I am a CDO graduate and have been CDO `s automotive instructor for over 12 years, I
have always lived near the CDO high school and James Kreigh Park.
The following are a few concerns that I have with the rezone proposal.
First: The Calle Concordia traffic will be greater and louder. The current street traffic is busiest
in the morning, lunch, afternoon, and evening as the result of after school high school athletics,
the use of the Oro Valley Aquatic Center and during CDO little league season. The traffic will
significantly increase with additional people coming to the OVCN proposed facilities. The church
activity traffic already park along Calle Concordia and Buena Vista, particularly on Sundays. The
additional OVCN related traffic will require more oversite from the Oro Valley Police
Department and OVCN to contain the parking within their property. Traffic will become an issue
that is hard to deal with and most probably snowball out of control very fast.
Second: Parking for the sports complex people is a major concern! What will happen when the
OVCN, CDO, the baseball organizations, and the aquatic center have events at the same time?
Adding a large venue that requires parking will add to the neighborhood parking and traffic
congestion, increasing the risk for vehicle -vehicle and vehicle -pedestrian accidents. Some of
those pedestrians will be kids.
Third: The security risk will increase for the school and the neighborhood. In addition, CDO's
parking lots are often mistaken for entrances to the church. The school district should not have
to be responsible for guiding patrons to the right parking lot. Although it is a church event, this
does not mean there is not a security risk. Especially if these events are open to the whole state
and across the nation. If this does occur, CDO will need more security staff to maintain the
integrity of the students learning and parking lot safety environments. Education funding, as we
all know, is limited. Adding school district security personnel will pose a school district
budgetary problem.
Fourth: Noise pollution due to additional traffic, events, and transient people will cause people
to rethink living in our neighborhood, Home values will decrease; hence Oro Valley's tax
revenues will decrease. I know personally, I have two little children and we can already hear
cars and trucks traveling on Calle Concordia. Adding more traffic would negatively affect what
we experience but surrounding neighbors as well.
Fifth: Traffic congestion in the neighborhood will not be a positive for our neighborhood. Who
will maintain the roads when they wear out faster from more traffic?

Statement to Oro Valley Mayor and City Council
My wife and I live on W. Calle Concordia across from the Ovo Valley
Church of Nazarrene and resided there for about 26 years.
The Oro Valley Church of Nazarrene's (OVCN's) request for rezoning to
build a sports complex should not be approved.
Over the years the church has increasingly been a negative intrusion for
the neighborhood residents with no positives.
Has the church contributed significantly to increased traffic?
YES!
Has the church contributed significantly to decreased levels of safety for
pedestrians and vehicles?
YES!
Has the church contributed significantly to increased noise?
YES!
Has the church contributed significantly to increased light pollution?
YES!
Has the church contributed significantly to decreased neighbor's views?
YES!
Has the church contributed significantly to decreased wildlife?
YES!
Has the church contributed significantly to decreased vegetation?
YES!
Has the church contributed significantly to increased heat island affect?
YES!
Has the church contributed significantly to decreased tax revenues?
YES!
Has the church contributed significantly to decreased quality of life for the
neighborhood residents?
YES!
Has the church contributed anything POSITIVE to the neighborhood
residents?
NO !!!

THE BOTTOM LINE IS THAT THIS AREA WAS A
RESIDENTIAL/AGRICULTURAL NEIGHBORHOOD FOR MANY YEARS
BEFORE THE INTRUSION OF THE OVCN. FOR THE CHURCH
LEADERSHIP TO TRY TO IMPOSE MORE DAMAGE TO THE
NEIGHBORHOOD WITH REZONING AND CONSTRUCTION OF A
COMMERCIAL ENTERPRISE (AKA: SPORTS COMPLEX) IS NOT IN
ACCORDANCE WITH THE SCRIPTURE: "DO NOT PLAN EVIL
AGAINST YOUR NEIGHBOR, WHO DWELLS TRUSTINGLY BESIDE
YOU."
AGAINST THE PRINCIPAL OF BEING A GOOD NEIGHBOR.
STOP THE DAMAGE TO THE NEIGHBORHOOD BY STOPPING THE
REZONING AND FURTHER CONSTRUCTION.
