TOV does not have to pay a fixed premium for expected claims and costs that may not be realized. Under a fully-insured arrangement, excess paid premiums are retained by the carrier. An illustration is provided later. Compared to estimated fully-insured renewals that TOV may have received, TOV has saved between $466K (conservatively) and $925K by being self-funded. Detailed reports that help manage the plan TOV receives the information necessary to make more informed decisions about their health plan, to better understand what is driving the cost and what steps can be taken to mitigate some of those costs. Capped expenses through stop-loss insurance TOV’s clearly defines its maximum liability by selecting individual and aggregate stop-loss insurance limits. Under fully-insured programs, the insurance carriers select and charge for limits that are favorable to them. 9 3 year history of total medical plan costs 10 Historical cost drivers 2012/2013 (First year of self-funding) Immature claims; Approximately 9 months of claims were reported and paid in the 12 months period – caused by claim reporting lag 9 large claimants 2013/2014 Increase in overall cost reflected maturity of claims, i.e., 12 months of claims were reported and paid for in the 12 months period; claims cost trend was flat; 7 large claimants 2014/2015 Increase to Individual Stop Loss (ISL) deductible from $100k to $125k, TOV taking on more risk.
