PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION ON A PROPOSED MINOR GENERAL PLAN AMENDMENT AND PLANNED AREA DEVELOPMENT AMENDMENT FOR A PROPERTY LOCATED AT THE NORTHEAST COR�IER �F RANCHO VISTOSO BOULEVARD AND MOORE ROAD. THIS ITEM INCLUDES THE FOLLOWING: - A. MINOR GENERAL PLAN AMENDMENT FOR AN APPROXIMATELY 4.2-ACRE OPEN SPACE TRADE AND REVISIONS T4 A RECREATION AREA CONDITIDN ASSOCIATED WITH A PREVIOUS APPROVAL, OV1114-004; AND B. PLANNED AREA DEVEL�PMENT AMENDMENT FOR AN APPROXIMATELY 4.2-ACRE OPEN SPACE TRADE AND ADDITION OF A NEW RECREATI�N AREA C�NDITION, OV914-010 June 2, 2015 Planning and Zoning Commission Page 2 of 7 , � , Michael Spaeth, Senior Planner, presented the following: - Request - Subject Property - Proposed Open Space Trade - Open Space Trade - Minor General Plan Amendment � - Open Space Trade - PAD Amendment - Recreation Area - Minor General Plan Amendment - Recreation Area - PAD Amendment - Revi ew - Summary and Recommendation Paul Oland, WLB Group, representing the applicant and property owner, presented the following: - Conceptual Site Plan - Aerial Photo of Propose Trade Area - Ground Floor Plan Chairman Rodman opened the public hearing. Bill Adler, Oro Valley resident, commented that the�space that is being discussed this evening is referred to as open space. Whereas the general plan calls for more parks, Mr. Adler believes open space is needed in this particular location. What the community needs, especially in these small lots, is recreational space. We should have walking distance and ease of accessibility to recreational facilities. Mr.�Adler believes it doesn't meet the general plan criteria. Chairman Rodman closed the public hearing. MOTION: A motion was made by Commissioner Pitts to deny the requested 4.2-acre open space trade. Motion died for lack of a second. MOTION: A motion was made by Commissioner Drazazgoswki and seconded by � Commissioner Hurt to recommend approval of the requested Minor General Plan Amendment for the 4.2-acre open space trade and revision to the existing Recreation area condition based on the findings in the staff report, subject to the conditions listed in Attachment 1. MOTION carried, 5-1 with Commissioner Pitts opposed. MOTION: A motion was made by Commissioner Hitt and seconded by Commissioner Hurt to recommend approval of the requested Planned Area Development Amendment June 2, 2015 Planning and Zoning Commission Page 3 of 7 , for the 4.2-acre open space trade and addition of a new Recreation ar�a condition based on the findings in the staff report and subject to the conditions in Attachment 1. MOTION carried, 5-1 with Commissioner Pitts opposed. � 4. PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION ON A PROPOSED C�NDITIONAL USE PERMIT FOR KNEADERS BAKERY AND CAFE WITH A � DRIVE-THRU TO BE LOCATED NEAR THE NORTHEAST CORNER OF LINDA � VISTA BOUL-EVARD AND ORACL� ROAD, IN THE EL CORREDOR DEVELOPMENT, OV815-001 Chad Daines, Principal Planner, presented the following: - Purpose - Location - Conceptual Site Plan � - Conditional Use Permit review Criteria - Recommendation Ross Rulney, Property Owner and Developer, representing Kneaders, presented the following: - Elevations � - Daytime View . - Aerial View - Conceptual Site Plan � - Landscape Plan - Drive-thru Information -Automatic Voice Control System - Menu Board ` - Signs - Items discussed through the process - Questions Chairman Rodman opened the public hearing. � � Chairman Rodman closed the public hearing. MOTION: A motion was made by Commissioner Barrett and seconded by Commissioner Pitts to recommend approval of the Conditional Use Permit for the Kneaders Bakery and Cafe, based-on the findings that the proposed is consistent with the Conditional Use Permit Review Criteria. PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION ON A PROP�SED REZONING AMENDMENT FOR THE EL CORRED4R PLANNED AREA DEVELOPIVIENT (PAD) STANDARDS TO INCREASE THE ALLOWABLE BUILDING HEIGHT FOR THE COMMERCIAL AREAS FRONTING ORACLE ROAD. THE EL CORREDOR PAD PERTAINS TO 20 ACRES LOCATED AT THE NORTHEAST CORNER OF LINDA VISTA BOULEVARD AND ORACLE RDAD, OV912-0 01 A Chad Daines, Principai Planner, presented the following - Location - Aerial - Recommendation Ross Ruley, Property Owner and Developer, representing Kneaders, presented a brief history of the property and brief explanation for the request. Chairman Rodr�an opened the public hearing. Chairman Rodman closed the public hearing. IIIIOTION: A motion was made by Commissioner Drazazgoswki and seconded by Commissioner Hurt to recommend approval of the Planned Area Development Amendment requested under case OV912-001 A, based on the finding that the request is consistent with applicable policies of the General Plan. � MOTION carried, 6-0. 6. PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION ON A PROP4SED TYPE II HOME OCCUPATION PERMIT TO ALLOW A CONTRACTORS BUSINESS LOCATED AT 11286 N. COPPER SPRING TRAIL, OV415-008 Patty Hayes, Zoning Plans Examiner, presented the following: - Purpose - Location - Proposal - Conclusion Sean Schillizzi, Owner of the business, presented a brief explanation for the request. Copper Springs Trail, based on the finding that the proposed use is in conformance with the Zoning Code Standards for Type II Home Occupations. MOTION carried, 6-0. 7. PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION ON A PROPOSED CONDITIONAL USE PERMIT TO INSTALL A FIBER CABLE LINE �N EXISTING UTILITY POLES IN THE RIGHT-OF-WAY ON THE NORTH SIDE OF INA ROAD, BETWEEN PASEO DEL N�RTE AND ORACLE ROAD, OV815-003 Patty Hayes, Zoning Plans Examiner, presented the following: - Proposal - Location - Recommendation Chairman Rodman opened the public hearing.
