LA CANADA DRIVE SPECIAL SESSION AT OR AFTER 3:00 PM CALL TO ORDER Chairman Rodman cailed the July 10, 2015 study session of the Oro Valley Planning and Zoning Commission or order at 3:01 PM. ROLL CALL PRESENT: Bill Rodman, Chairman Bill Leedy, Vice-Chairman Greg Hitt, Commissioner Melanie Barrett, Commissioner � Charlie Hurt, Commissioner EXCUSED: , . Tom Drazazgowski, Commissioner Frank Pitts, Commissioner ALSO PRESENT: Joe Hornat, Council Member PLEDGE OF ALLEGIANCE No Pledge of Allegiance was conducted due no flag in the Hopi Room. � CALL TO AUDIENCE Greg Patchen, Oro Valley resident, commented on the Sunkis�/Miller Ranch project being tainted. It's very unlikely that the interest in using that space was very real. Mr. Patchen asked the Commission to consider this down the road if the case was heard by the Commission again. Staff s job is to be neutral but in his estimation it's been anything but that. Adelina Kempner, Oro Valley resident, asked how Town Council is going to understand the quality of aspects that are mentioned in the General Plan. � July 7, 2015 Planning&Zoning Commission Special Session Page 1 of 4 � COUNCIL LIAISON COMMENTS Council Member Hornat had no comments. 1. REVIEW AND/OR APPROVAL OF THE JUNE 2, 2015 REGULAR SESSION MEETING MINUTES MOTION: A motion was made by Commissioner Hurt and seconded by Commissioner Barrett approved the June 2, 2015 Regular Session meeting minutes MOTION carried, 4-0. with Bill Leedy, Vice-Chairman abstained. 2. DISCUSSIDN AND POSSIBLE ACTION, YOUR VOICE, OUR FUTURE PUBLIC DRAFT COMMENTS Bayer Vella, Planning Manager, presented the following: - Today's Purpose - Project Schedule - Stakeholder Review -Com m ittee Work - User-friendly Document -What's in the Plan? - Community Chapter , - Environment Chapter - Development Chapter - State Lands - Land Use Map: Proposed Changes - Land Use Proposals - Amendment Criteria Comments/Concerns from the Commissione�rs: - Something that is readable to the residents, the voice of the document needs to be as clear and concise as possible . - Place more people in photos - Distinguish between policy vs. action or define a difference to what is a policy opposed to what is an action. Move to a more condense or consolidated version. - In what way does the community provide increased opportunities for resident input on Town decisions in Planning? -,What exactly is increased opportunities for resident input on Town decisions and planning? - As we approach build out, what does that mean in terms of making sure there is still development opportunities? � - Balance between open space and development. - Adding an action item that looks at the unattended consequences of the July 7,2015 Planning&Zoning Commission Special Session Page 2 of 4 Environmentally Sensitive Land Ordinance (ESLO) and have we��gone too�far in � � compacting clustering. - Page 74, number 72: Continuing to manage development and allow for compact � � development and flexible design options, including clustering, transfer of development � � rights or other techniques. Language like this saying that our goal is to allow compact .� , developr�ent and clustering, not sure that people that are in Oro Valley want or people that are moving to Oro Valley are looking for. � . - More space between homes, more of a variety in homes around Oro Valley to fit people's budget and demographics. � � � - It's not a density issue, it's a lot size issue. Consider a fiber-to-area ratio to require yards in cluster development. � : - There is another audience for this document and its the developers, and when they . read this document some developers are going to think that they will be able to cram � things together and that's not what we want. - It's the word "Density" that confuses people. . � - 1/Ve need a robust process to amend the general plan, with all the work that has gone into the general plan the Commission should trust this document. - Make the public participation process and the public hearing process the same for both. Public Participation process is the same, Council vote is different. - Change 20 acres to 40 acres. � - Take out high density residential, Master Planned Community, planning area boundary �� changes and amendments for properties outside the Urban Services Boundary, from Type I Amendment threshold criteria. . -Amending the general plan is moving in the right direction, but it's not there yet, more . specificity is needed so what we can say we looked at it and we went point by point as opposed to what we seem to be doing now and maybe doing in the future. - Doesn't really like the check list of the seven requirements, don't like the flexibility or � the interpretation. There should be some level of interpretation because this document may consider market changes that we don't know today. � 3. YOUR VOICE, OUR FUTURE PLANNING AND ZONING COMMISSIDN LIAISON UPDATE No update at this time.
