Town of Oro Valley Department of Public Works staff offers the comments listed below. Note: these comments are preliminary in nature and subject to change upon receipt of more detailed information. These comments are for guidance and are not a substitute for all applicable Town of Oro Valley, Pima County, State of Arizona and Federal codes, regulations, ordinances and/or laws. 1. DRAINAGE A professional civil engineer registered in the state of Arizona will be required to prepare a hydraulic and hydrologic drainage report that conforms to the Town's Drainage Criteria Manual. All of Oro Valley's watershed basins are considered as Critical Basins. Therefore detention shall be required. A scoping meeting can be arranged with The Town of Oro Valley prior to preparing the drainage report if the engineer desires. 2. SOILS A geotechnical soils report shall be prepared containing all geotechnical engineering information and recommendations applicable to this project. The minimum geotechnical information to be included in the report is as follows: 1. Soil stability of all proposed cut and fill slopes 2. Angle of shear and maximum recommended slope ratio of all proposed cuts or fill 3. Erosion vulnerability of all graded areas and created slopes 4. Stormwater siltation potential of soils for all graded areas and created slopes 5. Description of soil constraints on the structural design of all foundations footings and walls 6. Recommended compaction treatment of all fills areas 7. Identification of any potentially hazardous geotechnical areas where construction is proposed 8. Recommended treatment for stability, erosion and siltation control of all newly graded areas and created slopes 9. Determination of a pavement design section for roadways 10. Foundation design recommendations Soil classification and design bearing capacity shall be shown on the grading plan for all areas where structures are proposed. 3. TRAFFIC A traffic impact analysis (TIA) will not be required for this development. 4. LANDSCAPING Please ensure that sight visibility triangles appear on landscape plans. Section 4.8 of the Town of Oro Valley Subdivision Street Standards explains limitations to improvements within the triangles. Please ensure that there is coordination between the landscape architect and the engineer preparing the drainage and grading plans. 5. GRADING Grading shall be in conformance with the Town of Oro Valley Grading Ordinance, Oro Valley Zoning Comprehensive Code Amendments (OVZCCA) Section 27.9. 6. TITLE REPORT Provide full schedule B dockets for all easements identified within the Title Report Summary. These dockets shall include all information necessary to corroborate all easements shown on the Development Plan. 7. GENERAL INFORMATION Restoration Assurances approved by the Planning and Zoning Department will be required prior to the issuance of a grading permit, see Chapter 26.6 of the OVZCCA. The Preliminary Plat shall be prepared per Chapter 22.9 of the OVZCCA. General Comments: • All utilities shall be located outside of pavement. These shall be shown in a street section. • Show all existing utilities. • Private streets to be per detail from the Town of Oro Valley Subdivision Street Standards. • Street must have sidewalks on one side. • Street must have 14 foot lanes. • The header returns in the ROW shall be 40 feet. • A Type II grading permit will be required for the construction of the private road. • There will be no issuance of a Type II grading permit prior to the Final Plat approval. • All individual lots will require a Type I grading permit per the grading ordinance. • Type I grading permits shall not be reviewed prior to a Type H issuance. • Type I grading permits shall not be issued prior to the completion of the aggregate base (AB) for the proposed private roadway. • General notes shall represent proposed subdivision. • All weather crossings are required at all flood plain crossings. • The location of the private access street to the newly divided 3 lots shall either be aligned with North Lambert Ct. to the south or it must be offset by 150' minimum to said street. It is advantageous to the town and the residents of this general area to provide the access drive along the eastern portion of the site with access agreements for use of said street by the parcels to the adjacent east. This will help minimize the number of required driveway/street access points to Lambert lane and help mitigate traffic congestion. If you have any questions, please call Linda Garrick at 229-4895. Page 9 of 15 NOTICE OF IMPORTANT CHANGE TO ARIZONA NOTARY LAWS If your client is a foreign citizen, you will want to be aware of this change. Arizona law currently provides that "satisfactory evidence of identity" for purposes of a notary's acknowledging signatures or performing jurats includes a "current form of identification issued by a federal, state or tribal government.... (A.R.S. 41-311.11.) Effective August 25, 2004, however, this provision has been amended to provided that the current form of identification must be issued by "the United States government or a state or tribal government...." This change means that a current form of identification issued by a foreign government, such as a foreign driver's license, will NOT meet the statutory identification requirements. To avoid delays in closing transactions involving foreign citizens who may not have appropriate identification, you should determine as soon as possible what form(s) of identification your clients have. If they do not have appropriate identification, then you may wish to suggest, depending on their circumstances, that they apply for and obtain an appropriate form of U.S. or state identification. Alternatively, the Arizona notary statutes allow the following manner of identification: The oath or affirmation of a credible person who personally knows the individual and who (1) is personally known to the notary or (2) provides satisfactory evidence of his/her own identity.
