(Tierra) was contracted by Mr. Richard Zepeda of Southwest Gas (SWG) to complete a Site Resource Inventory and Native Plant Preservation Plan in compliance with the Town of Oro Valley's Zoning Code 27.6 for the installation of a buried 8 -inch diameter steel natural gas line. The proposed installation is to occur within the southern right of way (ROW) of Hardy Road west from Oracle Road in the Town of Oro Valley in Pima County, Arizona. The eastern end of the project corridor is located approximately 695 feet west of Oracle Road. From this point the proposed installation will be trenched west approximately 16 feet and south the same distance to a proposed bore pit. At the bore pit, the new line installation will continue west through a directional bore for approximately 435 feet to a second bore pit. At the second bore pit, the line will be trenched for approximately 208 feet to the western end of the project area at the Arizona Department of Transportation (ADOT) ROW of Oracle Road. The SWG project area is, in total, approximately 1.01 acres in size and extends from the pavement edge of Hardy Road south to the RO W boundary. Ground disturbance and subsequent vegetation removal would occur during construction in two areas, the first would be approximately 25 x 35 feet with an area of 0.02 acres located at the western trench and bore pit location and the second at th e eastern trench location in a 35-foot-wide corridor with an area of 0.20 acres. A native plant inventory was performed in both areas of planned disturbance within the SWG project area on January 17, 2018, and all Oro Valley Protected Native Plants appearing in Addendum C and Tables C -1 and C -2 of Code 27.6 determined to be significant in assemblage or individually distinctive were inventoried in accordance with Section 27.6.B.3.b of the Code. Site Resource Inventory The project area is in the Arizona Upla nd biotic community as described by David E. Brown in Biotic Communities. Southwestern United States and Northwestern Mexico (1994). Vegetation in the project area, which is located at an elevation of approximately 2,600 feet above mean sea level, is typical of this biotic community. Dominant overstory species include Foothills Palov erde (Parkinsonia mi(rophylla) and Blue Paloverde (P florida). Common understory species include Brittlebush (Encelia farinosa), Triangle -leaf Bursage (Ambrosia deltoidea), Burrobrush (Hymenoclea monogyra ), Limberbush ( Jatropha cuneat a), Desert Broom ( Baccharis sarothroides), and Graythorn ( Zitvphus obtusifolia). Cacti present include Prickly Pear ( Opuntia engelmanniz), Fishhook Barrel (Ferocactus wisliZeniz), Chainfruit Cholla ( Cylindropuntia fulgida), Desert Christmas Cactus ( C. leptocaulis), Buckhorn Cholla (C. acanthocarpa), Cane Cholla (C. ipinosior), Hedgehog (Echinocereus engelmannii), and Pincushion (Mammillaria microcarpa). Few grass species were observed and limited to Sixweeks Threeawn (Ariitida adiceniionii), and Bush Muhly (Muhlenbergia porteri ). Significant vegetation, represented by a structurally diverse and moderate to high density assemblage of native plants, is present in the project area in the western portion of the project area in the vicinity of the proposed bore. Vegetation in the eastern portion of the project area near the proposed trenched installation is less diverse and moderate to low in density. This project was designed with the goal of avoiding disturbance of areas containing significant native vegetation and this goal will be achieved by using directional boring construction techniques for most of the planned natural gas line installation. Of the overall 1.01 acres of vegetation in project area, 0.22 acres or 21.7% will be disturbed during construction and the remaining 0.79 acres or 78.2% will be avoided during construction and preserved. In addition, 12 inventoried plants located at the edges of the planned areas of disturbance will also be avoided during construction and preserved. Prepared by: Tim Jordan Tierra Right of Way Services, Ltd. 1575 E. A summary of plant material within the planned disturbance area arranged by species and number of plants by disposition can be found in Table 2. Table 2. This p rotective fencing must remain in place throughout the duration of construction. Salvage Requirements Because less than 29% of the native vegetation in the project area will be disturbed, the standard mitigation requirements of Section 26ABAd apply to the SWG project. Specifically, any tree, shrub, or cactus that meets the salvage criteria must be salvaged and, in the case of the SWG project, returned to and replanted within the disturbed portion of the pr oject area following construction. The standard mitigation guidelines also require that five understory plants are planted for every tree salvaged. For this project, one tree will be salvaged (ID #51); therefore, five understory plants appearing on the supplemental Arizona Department of Water Quality native plant list will need to be planted within the disturbed area f ollowing construction. These understory plants, such as Triangle -leaf Bursage, Burrobrush, and Desert Christmas Cactus, may be salvaged and transplanted from the portions of the project area that will be disturbed during construction. All 19 T OS plants indicated in Tables 1 and 2 along with the five understory plants salvaged from the planned disturbance areas will be replanted in the disturbed areas following construction by a landscape contractor licensed in the State of Arizona. Mitigation Requirements Because less than 29% of the native vegetation in the project area will be disturbed, the standard mitigation requirements of Section 26ABAd apply to the SWG project. Specifically, any tree, shrub, or cactus that meets the salvage criteria but is destroyed must be replaced at a 1:1 mitigation ratio with the same species and size as that destroyed. No plant salvage is required or possible concerning the RFS plants found on -site that will be directly impacted by construction , as all were determined to have low viability and/or transplantability. There are no RFS trees associated with the project; therefore, the five understory plant mitigation requirements do not apply to this project. All 12 RFS mitigation plants will be replanted in the disturbed areas following construction by a landscape contractor licensed in the State of Arizona . The project's mitigation requirements for RFS shrubs and cacti are summarized in Table 3. 56 fY %';d'-S°.+i7 d!!.°'N 9,a .•' xr r' "3Y' 4'df ,l yu 62 63 7V 64 0 0 20 40 Feet \leters 0 6 12 Table 3.
