b. Communication Facilities
i. Applicability: This section applies to all new communication facilities or new appurtenances to
existing facilities except for facilities used for police, fire, ambulance, and other emergency dispatch
functions.
ii. General Requirements for All Communications Facilities
a) Stealth Applications
1) All facilities shall be constructed using stealth applications for the antennas. A stealth application
entails the camouflaging of an antenna, appurtenance, fixture, and/or structure with a building or the
landscape in terms of design, colors, materials, height, and width.
2) Site location and development shall preserve the existing character of the surrounding community,
buildings, land uses and zoning district. Facilities shall be integrated through location and design to
blend in with the existing characteristics of the site. Existing on -site vegetation shall be preserved or
improved, and disturbance of the existing topography shall be minimized.
3) Antennas mounted on buildings, utility poles, or structures shall be covered by appropriate casings
that are designed to match existing structural or architectural features.
4) The camouflaging of antennas shall include architectural integration, painting and texturing to
match the existing structure, or if ground mounted, of such design to be compatibly integrated with the
surrounding landscape. Where feasible, antennas can be placed directly above, below or incorporated
with vertical design elements of a building to help in camouflaging.
b) No communication facilities shall be permitted on developed or undeveloped lots where the
primary use is or is platted for a dwelling.
c) Setback Requirements for All Ground -Mounted Facilities, Excluding Joint -Use Installations on Street

STRUCTURES
DESIGN AND FAILURE MODES FOR A TAPERED MONOPOLE
QUALITY OF STEEL AND FABRICATION OF A MONOPOLE STRUCTURE
Tapered Monopole Design Standards and Failure Modes:
• Communications monopole structures designed by Valmont are sized in accordance with the latest governing
revision of the ANSVTIA 222 standard unless otherwise requested by our customer. This standard has been
approved by ANSI/ASCE-7, which has dealt with the design of antenna support structures for over 40 years. The
TIA standard, based on provisions of this nationally known specification, has a long history of reliability. At its
core philosophy is it's first and foremost priority to safeguard and maintain the health and welfare of the public.
• The TIA standard designates a minimum wind loading for each county in the United States. Valmont uses the
wind loading listed in the TIA standard unless a greater value is specified by our customer. Structures are also
designed for radial ice at a code specified reduced design wind loading. Code designated coefficients are used to
ensure that the structure will survive the designed wind speed. The structure can usually survive even a greater
wind load than the basic design wind speed because of these conservative coefficients.
• Design and loading assumptions that are used for the analyses of these structures are very conservative in nature
when compared to other codes, which makes structural failure highly improbable.
• Failure of a steel monopole occurs when a point is reached where the induced stresses exceed the yield strength
of the material. At this point, the deflections induced in the material are no longer temporary. Hence, a
permanent deflection in the monopole would exist.
• The term failure above refers to local buckling at a designated point on the pole. Local buckling does not cause a
free falling pole; rather it relieves the stresses from the pole at this location. Monopoles are flexible, forgiving
structures, which are not generally susceptible to damage by impact loads such as wind gust or earthquake
shocks.
• When local buckling occurs, a relatively small portion of the shaft distorts and "kinks" the steel. When the pole
begins to bend the exposure area is reduced and therefore, the force due to wind is decreased as well. Even
though buckling exists, the cross section of the pole is capable of carving the entire vertical load. Therefore,
wind induced loads could not conceivably bring this type of structure to the ground due to the excellent ductile
properties, design criteria, and failure mode.
• Valmont's communication poles have proven to be very reliable products. Valmont has provided structures that
have performed well during earthquakes in California, hurricanes in the South (including Hugo, Andrew, Opal and
Katrina), and a number of tornadoes. In over 25 years of engineering and fabricating thousands of monopoles, to
our knowledge Valmont has never experienced an in service failure of a communication pole due to weather
induced overloading, even though, as in the cases of Hurricanes Hugo, Andrew and Katrina, the wind speeds
exceeded the design wind speed. We use the latest standards, wind speed information, and sophisticated
analytical tools to ensure that we maintain our unblemished record for quality.
Valmont Quality of Steel and Manufacturing:
Monopoles are fabricated from ASTM A572 Grade 65 material with a controlled silicon content of 0.06%
maximum to ensure a uniform galvanized coating. The base material is fabricated from Grade 60 material. All
plate material meets a V-Notch toughness requirement of 15 ft4bs. @ -20 degrees Fahrenheit. By meeting the
strict toughness requirement, monopoles are best suited to resist the cyclic/fatigue type loading (i.e. wind induced
loading) these structures exhibit.
Valmont's anchor bolts are fabricated from A615 Grade 75 material. The bolts are 2 % in diameter, made from
#18J bar stock. Anchor bolts come complete with four (4) A194 Grade 2H hex nuts.
For the past 40 years, our company has always guaranteed the quality of the steel used in building our structures.
Material Certifications are available on all material at the time of fabrication. Fabrication of the monopole is
performed in accordance with the provisions of the AISC Manual of Steel Construction and ASCE's Design of
steel Transmission Pole Structures. All welding and inspection is in accordance with the American Welding
Society's Specification 131.1-latest revision. Testing and inspection reports are available upon request at the time
of fabrication.
We hope these comments address the issues that you might encounter relative to the anticipated performance of
monopole structures and the quality of steel fabrication. If you have additional questions or comments please call
(800)547-2151.

APPLICANT: Sun State Towers on behalf of Verizon Wireless
REQUEST: VARIANCE REQUEST
FOR NEW WIRELESS COMMUNICATIONS FACILITY
Sun State Towers for Verizon Wireless

Petitioner
SunState Towers is a real estate development firm specializing in wireless communication
infrastructure. We develop multi -tenant facilities to support the ever-increasing needs of our wireless
clientele. Verizon has engaged Sun State's services in the development of a facility to address
wireless network deficiencies in the Oro Valley area. Verizon Wireless is one of the largest wireless
communication providers in the United States with over 100 million subscribers.
Purpose of the Request
This application for a setback variance is requested to allow the development of wireless
communications infrastructure to initially support Verizon's network. As the anchor tenant of the
facility, the site will improve wireless voice and data services for Verizon Wireless customers. This
site is designed to satisfy the demand for Verizon Wireless service in this area as required by their
Federal Communications Commission License. Equally important, the site will also be designed to
support collocation by accommodating one (1) additional wireless carrier in the future.
Sun State Towers is proposing to develop a 50' monoelm communications facility within the 0.56 +/-
acre parcel of Sahuaro Vista Veterinary Clinic generally located southwest of the intersection of W.
Cool Dr. and N. Oracle Rd. in Oro Valley, Arizona (APN 225-14-170C). Verizon is requesting the
variance to run concurrently with the lease terms between Sun State Towers and the property
owners, Andrew J. Carlton and Cathleen A. Carlton. The proposed antenna configuration
necessitates a 12' array diameter, with 3' separations between antennas to optimally propagate
Verizon's LTE frequency, without signal redundancy.
Variance Justification
i. That there are special circumstances or conditions applying to the property referred to in the
application including its size, shape, topography; location or surroundings which do not
apply to other properties in the district.
The centrally located office building does not make it feasible to meet the required setbacks for
the proposed cell tower. Most, if not all, commercial lots in the area are developed and do not
provide a location opportunity to meet the (2) to (1) required setback from property lines and
buildings. The proposed location has the required property line setback from the access street to
the north and therefore would have minimal visual impact. The property line variance would be for
the west setback, which currently has a dirt alleyway and the back of a neighboring commercial
building that is shaded by foliage, the south, which is a land locked dirt lot, and the east, which is
also the back of a commercial structure. A building setback variance would only be needed for
the neighboring building to the west. Currently the proposed plans allow for a (1) to (1) setback as
the building is 50' away. Sun State Towers intends to install a tapered monopole with failure
modes, which will allow the tower to collapse on itself cutting the fall zone down as much as a
third of its height. The location has been found to be the least intrusive means to fill the gap in
coverage / capacity. Other property owners in the area have been contacted and either we did
not receive a response or would have needed the same variances.
ii. That special circumstances were not created by the owner or applicant.
Current special circumstances have arisen were another non -stealth wireless facility, located at
421 W. Cool Dr., is being decommissioned. The decision to remove this tower, which serviced (2)
colocations, was the result of business decisions made by another property owner and the tower
owner. In no way has this been a result of actions of either Sun State Towers or the owners of the
parcel of the proposed new tower location. Furthermore, the proposed tower has a stealth
monoelm design and therefore would be servicing the neighborhood and travelers while better
blending in with the esthetics of the surroundings.
iii. That the authorizing of the variance is necessary for the preservation and enjoyment of
substantial property rights.
The authorization of the variance is necessary for the preservation and enjoyment of substantial
property rights because it will offer the property owners an opportunity to increase their parcels
earning opportunity for years to come while providing a valued and needed service to the
community and surrounding residents. Failure to provide residents and travelers with replacement
services in the area will result in less competition, less reliable emergency services, and service
gaps which will interfere with everyday activities and enjoyment. Currently the area has existing
verticality as can be seen from the attached photo. The proposed monoelm will not obstruct any
scenic view in fact will blend into the scenery while providing service to the community.
iv. That any variance granted imposes such conditions as will assure that the authorizing of the
adjustment shall not constitute a grant of special privileges inconsistent with the limitation
upon other properties in the vicinity and zone in which such property is located?
The request for this variance is in the best interest of all residents and property owners in the
area. Approval will not constitute a grant of special privileges since an approval of the request will
provide everyone in and passing through the area access to reliable cell and data coverage as
well as vital emergency services. Once the aforementioned tower is decommissioned, without an
additional tower residents will not be able to rely on the coverage and the reliability of emergency
services they have been accustomed. The removal of a non -stealth tower and the addition of a
monoelm will also improve the esthetics for all property owners and residents.
v. That the authorizing of the variance be materially detrimental to persons residing in the vicinity,
to adjacent property, to the neighborhood or the public welfare in general.
Quite the contrary is true, as not authorizing this variance will actually be materially detrimental for
all the service reasons outlined above.
Justification of the Request and Need for the Facility
The wireless communications industry has seen tremendous growth over the past two decades. This
growth has come in the form of larger subscriber base, an increase in the number of devices per
subscriber, and a tremendous uptick in demand for bandwidth per subscriber.
There are two ways wireless carriers can address this capacity pressure: 1.) Acquire more spectrum,
or frequency, with which to operate the network or, 2.) Build more sites (network densification). In the
case of the former, Verizon Wireless, like most wireless carries, is an active participant in FCC
spectrum auctions, when they are conducted. Spectrum acquisition alone is not enough to meet
current bandwidth demand.

Relationship to Surrounding Properties
The subject property and all adjacent property are currently zoned either commercial or residential.
There is a dirt lot and alleyway to the south and both commercial buildings to the east and west back
up to the proposed tower. There is an apartment building to the north which is buffered by W. Cool
Dr. and in addition the proposed tower location is approximately 185' into the parcel.
Community Facilities and Services
The proposed development is located in a commercial use area surrounded by other commercially
zoned parcels to the east, west, and south. Dense residential apartments are located to the north. It
is worth noting the tremendous benefit of enhanced wireless services in this high network demand
portion of the city, especially for use by Public Safety agencies. Allowing Verizon to proceed with
their proposal will not only strengthen their service in the area for residents and those that travel
through the area, but it will also provide competition and allow wireless users options to choose from.
