Meeting Date:10/25/2017 Requested Bayer Vella, Community Development & Public Works by: Submitted Patty Hayes, Community Development & Public Works By: Case OV1702014 Number: SUBJECT: DISCUSSION AND POSSIBLE ACTION ON A REQUEST FOR CONCEPTUAL MODEL HOME ARCHITECTURE FOR SPLENDIDO LOCATED ON THE EAST SIDE OF RANCHO VISTOSO BLVD NORTH OF MOORE ROAD, OV1702014. RECOMMENDATION: Staff recommends approval with the condition requiring the plans to show complete screening of the roof top air conditioning units (Attachment 1). EXECUTIVE SUMMARY: The purpose of this request is to consider Conceptual Model Home Architecture for three (3) model homes proposed to be built in the Splendido at Rancho Vistoso community (Attachment 2). The model homes will be built as attached single family homes only along the eastern boundary of the development as shown on the location map (Attachment 3). Model homes to be built on the remainder of the site will be reviewed at a later date. The proposed models introduce a contemporary design into the Splendido community. Although the existing homes in Splendido are primarily a southwestern style, there are some common contemporary elements, such as colors and materials, between the existing and proposed homes which will provide cohesiveness to the community. The Planning and Zoning Commission has decision making authority for model home architecture. BACKGROUND OR DETAILED INFORMATION: Related Approvals • Splendido Development Plan 2003 • Architecture for existing buildings 2004 Existing Site Conditions • Zoning: Rancho Vistoso Planned Area Development 0 36 total acres for entire site • 28 built acres include 0 50 Villa Homes o Multi -story apartment homes o Care unit • 8 acres are vacant • 22 vacant lots Proposed Improvements • Develop three (3) of the eight (8) vacant acres • Build homes on seven (7) of the twenty-two (22) vacant lots • Total of fourteen (14) homes (2 attached homes per lot) • Three (3) model plans each with two (2) units. • Architectural Style: Contemporary • Three (3) color schemes • Two (2) garage door styles DISCUSSION/ANALYSIS: Design Principles Analysis The following is a list of noteworthy Design Principles in italics followed by staff commentary. Conceptual Architectural Design Review Principles, Zoning Code Section 229.D.5.b.i: Design: building architectural design shall be appropriate for the climate and characteristics of the Sonoran Desert, including indigenous and traditional textures, colors, and shapes found in and around Oro Valley. All development shall maintain and strengthen the high quality of design exemplified in Oro Valley through project creativity and design excellence. The proposed model homes incorporate earth tone colors and textures found in the Sonoran Desert, existing Spendido property and the adjacent residential developments. In addition to using earth tone colors the models introduce a contemporary design into the Splendido community with strong linear lines and smooth stone veneer which is found in the adjacent residential communities that are currently under construction (Attachment 4). The following is a list of features which contribute to the overall quality of the proposed architectural design. Architectural Feature I Villa A I Villa B I Villa C Covered entryways I X X I Covered porches I X I X I X Recessed windows X I X I X Stone veneer X I X I X Courtyards X X I X Trellises X X I X Metal roof _ F_x X X Stone Coping _ I X r X I X Reveals I X I X I X Section 22.9.D.5.b.ii: Scale, Height and Mass: building scale, height and mass shall be consistent with the Town -approved intensity of the site, designated scenic corridors, and valued mountain views. Buildings shall be designed to respect the scale of adjoining areas and should mitigate the negative and functional impacts that arise from scale, bulk and mass. All of the proposed model homes are one-story in height and not more than 18' tall. The height and mass of the proposed models will blend with the existing Splendido and adjacent homes which are also one-story in height. Section 22.9.D.5.b.iii: Facade Articulation: all building facades shall be fully articulated, including variation in building massing, roof planes, wall planes, and surface articulation. Architectural elements including, but not limited to, overhangs, trellises, projections, awnings, insets, material, and texture shall be used to create visual interest that contributes to a building's character. The proposed models provide significant facade articulation with the use of varied roof lines, wall planes and surface articulation. Features of these models include stone veneer columns, trellises and varied front and rear projections which add to the character of the building. Design Standards Analysis The proposed models are in conformance with the Design Standards by providing articulated facades, varied color palette and roof lines. The proposed models incorporate colors and textures found in the area in a contemporary style. A condition has been added to this case requiring the plans to show complete screening of the roof top mechanical equipment (Attachment 1). CONCLUSION/RECOMMENDATION: It is recommended that the Planning and Zoning Commission approve the requested Conceptual Model Home Architecture, Villas A, B and C, under case OV1702014 with the condition that the plans be revised to show complete screening of the roof top mechanical units. SUGGESTED MOTION: 1 move to approve the Conceptual Model Home Architecture for Splendido Villas A, B and C with the condition provided in Attachment 1, based on the findings that the request complies with the Design Principles and Design Standards of the Zoning Code. OR I move to deny the Conceptual Model Home Architecture Spendido Villas A, B and C as it does not meet Attachments Attachment 1 Condition of Approval Attachment 2 Applicants Submittal Attachment 3 Location Map Attachment 4 Surrounding Homes Attachment 1 Condition of Approval 1. The architectural plans shall be revised to show complete screening of the roof top mechanical equipment from all sides. . ..t , ,AjJi+i snQ `} , ri •r: y. i-4, w, h -`r" r !y. 3' a.? axis +r ♦ st' v-. , ay, ti •,`,,,g a3/ A a ®I ,•`v ... +7•.i .'n'w,,r' f 'rt: 'i a °► ra ae r S♦Y + 4 !"a F ~~ - _Y N M*a,1 q, pY " k pIg:. Rancho Vistoso Blvd (OV1702014) Villas A,B,C Dear Mark, Thank you for resubmitting revised architecture for Villas A,B and C at Splendido in Oro Valley. The plans were reviewed and approved at the October 25, 2016 Planning and Zoning Commission meeting with a condition to remedy the roof top mechanical unit view. The revised plans show the roof top mechanical units removed from the roof with a note stating the units will be installed on the ground and screened from the street. Please keep in mind that mechanical units are to be screened from the street and the adjacent properties. Details about the screening were not shown on the plans but will need to be added to the model home building plans. The architecture plans for Villas A, B and C are approved only for the lots located along the eastern edge of the property. You may submit the building plans for building code review at any time. Again, please remember to add the mechanical equipment screening details. Once those plans are approved and on file here at the Town, you can submit for a lot specific permits at any time. It is one of three villa types that will be included in the Phase 3A Expansion Parcel development. The development of this parcel will consist of 14 villas total. Further development will be part of a separate application to be completed at a future time. The villas are designed to be context -appropriate, and respond to the climate, history, environment, and natural setting of Oro Valley. The design adheres to the Design Standards and Principles outlined in Oro Valley Zoning Code Addendum A.3.2. The siting and massing of the villas optimize the views of the Catalina Mountains to the east, placing the maximum glazing on the northeast side of the villas, and providing increased shading toward the southwest. Architecturally -integrated awnings reduce solar heat gain. The glazing is located to not only provide the best views in the main living areas, but also to promote access to natural ventilation. High clerestories provide additional daylight with a minimum of glare and heat gain. The exterior design of the villas is consistent with the character and colors of the existing villa homes at Splendido at Rancho Vistoso, while bringing a more contemporary aesthetic to the neighborhood. The massing is broken up, and a variety of roof lines, shading elements, and color schemes provide variety and enrich the character of the neighborhood. Veneer stone walls provide a unifying element that complements various color schemes, and adds texture to the exterior. @- © 2011 SOLOMON CORDWELL ..ENZ ather 11 f ewaysD Ways to Age Well Villa Model Home Package Splendido at Rancho Vistoso VILLA A NARRATIVE 11.03.2017 0: © 1017 SOLOMON COROWELL BUENZ •., PHASE 3A Catherlifeways Villa Model Home Package Ways to Age Well Splendido at Rancho Vistoso PHASE 3A SITE PLAN 11.03.2017 2 @-- © 2017 SOLOMON CORDWELL BUENZ ather i feways® Ways to Age Well VILLA A SITE PLAN DIAGRAM Villa Model Home Package Splendido at Rancho Vistoso AIL N 11.03.2017 3 SPLENDIDO AT RANCHO VISTOSO VILLAS f, VISTOSO VILLAGE nr 2017 SOLOMON CORDWELL BUENZ RIDGEVIEW VISTOSO TRAILS THE ENCLAVE AT STONE CANYON ather! ifewayse Ways to Age Well Villa Model Home Package Splendido at Rancho Vistoso CONTEXT PHOTOGRAPHS 11.03.2017 4-1 Ly ` VILLA A • / '% MODEL HOME LINE OF ROOF ABOVE • Al • A2 • I I t i SIDE 1 ELEVATION If -lj © 2017 SOLOMON CORDWELL BUENZ UNIT Al ENTRY BACK ELEVATION IV A STREET ELEVATION ather I i f eways(D Ways to Age Well Villa Model Home Package Splendido at Rancho Vistoso VILLA A FLOOR PLAN 44 SIDE 2 ELEVATION 11.03.2017 5 STONE VENEER G Al ^ . Specification of a cool gray roof reduces the development's impact on urban heat island effect. This product will also benefit multiple stakeholders by lowering the roof surface temperature. By reducing the roof surface temperature it will decrease conductive heat gain that contributes to operational energy use and peak mechanical equipment electricity demand. Smaller mechanical equipment reduces both first cost to the owner and peak electrical service provided by the utility to the grid during hot summer days. It will also will reduce resident utility bills for the life of the project. Providing high albedo roof finishes on this project is a sustainable solution in the interest of all parties involved. © 2017 SOLO MON CORDWELL BUENZ Reflectance* 0.73 Initial So/arRef/ectance 0.65 3-year So/arRef/ectance** 32.9 31 33 19 36 33 22 38 27 16 13% out atherl ifewayse Ways to Age Well VILLA A MATERIAL REFLECTANCE Villa Model Home Package Splendido at Rancho Vistoso 11.03.2017 11 RROPOSE RETAINING UNSJBDIVIDED /. The massing is broken up, and- a variety of roof lines, shading elements, and color schemes provide variety and enrich the character of the neighborhood. Veneer stone walls provide a unifying element that complements various color schemes, and adds texture to the exterior. ather 11 f eways(3) Ways to Age Well ® 2.11 SOLONION CORDWELL,,SUENZ Villa Model Home Package Splendido at Rancho Vistoso VILLA B NARRATIVE 11.03.2017 e: © 2011 SOLOMON COR..ELL BUENZ ather I if ewayse Ways to Age Well %S E 3A Villa Model Home Package Splendido at Rancho Vistoso PHASE 3A SITE PLAN 11.03.2017 2 =' © 2017 SO LO MON CORDW ELL BUENZ atherl ifewaysm Ways to Age Well VILLA B SITE PLAN DIAGRAM Villa Model Home Package Splendido at Rancho Vistoso 11.03.2017 4 VISTOSO VILLAGE 2017 SOLOMON CORDWELL BUENZ w RIDGEVIEW VISTOSO TRAILS THE ENCLAVE AT STONE CANYON ather I i f ewayse Ways to Age Well Villa Model Home Package Splendido at Rancho Vistoso 11.03.2017 B1 VILLA B MODEL HOME 62 SIDE 1 ELEVATION 0 .
