Below are some needed corrections: 1. Page2, Section III, A: a. Item 2, Is the intent of the statement about flat cut out letters "mainly for the back portion of building facing north", meant to imply that illuminated signs are not allowed on the backs of those buildings? That statement doesn't seem to prohibit illuminated signs. The site plans seems to allow only non -illuminated signs on the backs of those buildings. Possibly reword to be more clear. Flat cut out letters are usually allowed anywhere but I think the intent to say that signs are allowed on the backs of buildings facing the wash only if they are non - illuminated. b. Item 5, You may want to title they section, Size. Then explain that the minimum size is 24 sq ft and then continue with the rest of the size standards. 2. Page 3, Section III B: a. Items 3 and 4: These two lines seem to contradict each other. Clarify. 3. Color page 2: Please add a note under the "new logo size" for brake masters stating that the photo is for demonstration purposes only and is not approved by this document. Or something like that. My concern is that Brake Masters will think the logo was approved as shown, when in reality I don't know the measurements of that wall and if that size logo fits. 4. Page 3: The monument sign sample shows a sign with only the name of the center. The written text document described a monument sign with name of the plaza and up to 6 tenants. Clarify. 5. The note about signs subject is change might be concerning. The board will want to know what they are approving. 6. Page 4, site plan: a. The colors of the dots for "Monument (New)" and "Allow for non -illuminated" is too close in color. b. The blue dot, existing sign locations are needed if you'd like to remove them. c. You may want to add a note to the yellow dots, that location are subject to change, so that you're not committed to those areas. d. There is a dot in the western tip of the parking lot (either a monument dot or non -ilium sign dot) that seems to be in an odd location. As for the meeting date, I'm not sure yet. We've some scheduling issues and we're working on the dates. I'll let you know. You can return the revised criteria to me via email. CASE NUMBER: MEETING DATE: AGENDA ITEM: STAFF CONTACT: Applicant:,_ Request: Location: Recommendation: OV1702025 September 12, 2017 0 Patty Hayes, Senior Planning Technician phayes orovallevaz.gov (520) 229-4819 Mike Addis with Addisigns Sign Criteria for Mercado Del Rio North side of Pusch View Lane, west of Oracle Road Approve the requested Sign Criteria SUMMARY: The applicant proposes a new sign criteria for Mercado Del Rio that will establish new standards for permanent signs in the development. The proposed criteria contains new monument and directional sign designs along with a new color palette for all signs in the development as shown in the applicant's submittal Attachment 1. The proposed sign criteria meets the Town's Design Principles by establishing a unifying design theme for the development. One item that is under evaluation, is the proposal to allow wall signs on the rear of the buildings facing the multi -use trail. Staff is continuing to evaluate the impact of those signs and will report the findings at the CDRB meeting. BACKGROUND: A sign criteria is a document that governs all permanent signs within a multi -tenant development and is designed to comply with the standards of the Oro Valley zoning code. A sign criteria is required to be reviewed by the Conceptual Design Review Board (CDRB) for final approval prior to the issuance of a sign permit. The Mercado Del Rio, shown in Attachment 2, was developed in 2003 followed by the installation of 6 monument signs and subsequent tenant building signs, all of which met the standards of the zoning code in effect at that time. The sign designs for Mercado Del Rio have not been updated since the project was first developed. Existing Site Conditions • 17 acre site • 4 existing buildings and 12 vacant pads • Zoning: C-2 Commercial OV1702025 Mercado Del Rio Sign Criteria Conceptual Design Review Board Staff Report Related Approvals • 2003: Master Development Plan • 2004: Automotive uses & Salon Development Plan SIGN CRITERIA: Page 2 of 4 The proposed Sign Criteria establishes an updated design for monument, directional and wall signs. The criteria will allow tenants to choose from twenty one (21) colors and to also use registered trademarks or logos as part of a wall sign. The redesigned monument signs will allow tenants to be more clearly identified to the public. All signs proposed in the criteria meet the standards of the Town's zoning code. DISCUSSION I ANALYSIS: Key Design Standards and Design Principles are below in bold Italics followed by staff commentary: Sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes. The Mercado Del Rio is a commercial development with four buildings whose primary tenants include automotive related businesses and a salon, while twelve lots remain vacant. The buildings are generally a traditional southwest style with tiled roofs, stone accents and earth tone colors (Attachment 3). The proposed monument sign will contain accent features and letters on a lighter earth toned background which will provide better visibility for the center and its tenants. The colors and design will provide contrast but also a cohesiveness between the sign and buildings. In addition to the expanded wall sign colors, the applicant proposes to allow businesses to place non -illuminated, flat cutout (do depth), maximum 30 square foot wall signs on the rear, or northern side, of the buildings. Those signs would be intended to identify businesses to the pedestrians and bicyclist who use the trail located along the northern boundary of the development. However, the previous sign criteria for Mercado Del Rio stated that signs are to be specifically positioned In a manner that minimizes views from the multi -use trail. Staff is working with the applicant to evaluate the impact of the proposed rear building signs and will report the findings at the CDRB meeting. Project identification and sign elements shall incorporate architectural treatment and project unifying elements which are Integrated with the overall design of the project in terms of style, materials, color and theme. The proposed color palette provides a selection of twenty one (21) colors which will match or blend with the existing signs In the development. Tenants will also be allowed to use a portion of their sign allowance, up to 50 square feet, for State or Federally registered logos. The proposed criteria will continue to allow the use of individual letters with white or amber halo illumination. OV1702025 Mercado Del Rio Sign Criteria Conceptual Design Review Board Staff Report Page 3 of 4 As feasible, sign colors shall utilize the project color palette approved as part of the Conceptual Design for the project. The lighter earth tone color with darker earth tone accents used on the buildings are proposed for the monument sign design which will create a cohesive design for the center. Key General Plan Goals and Policies are below in bold Italics followed by staff commentary: The proposed sign criteria was reviewed for conformance with the General Plan's Goals and Policies. Listed below are relevant policies within the General Plan relating to signage: Goal Q: A built environment that creatively Integrates landscape, architecture, open space and conservation elements to Increase the sense of place, community interaction and quality of life. Policy Land Use 6: Maintain the small town, neighborly character and Improve the design and safety of the built environment. Action item #125: Maintain the unique character of Oro Valley by studying and updating: Signage regulations to emphasize identification and direction over advertising goods or services to maintain compatibility and minimal Intrusiveness. The proposed sign criteria will allow the tenants to better identify their businesses to the public while maintaining compatible signage for the area. The proposed sign criteria is consistent with the General Plan policies. RECOMMENDATION: Based on the finding that the proposed Sign Criteria will provide a comprehensive set of design standards for the center and is consistent with Zoning code and the Design Principles, it is recommended that the Conceptual Design Review Board take the following action: Approve the requested Sign Criteria for Mercado Del Rio as provided in Attachment 1. SUGGESTED MOTIONS: I move to recommend approval of the Mercado Del Rio Sign Criteria based on the finding that the proposed Sign Criteria is consistent with the Design Principles. 190 I move to recommend denial of the Mercado Del Rio Sign Criteria based on the finding that OV1702025 Mercado Del Rio Sign Criteria Page 4 of 4 Conceptual Design Review Board Staff Report ATTACHMENTS: 1.
