RE: Proposed Alternate Parking Ratio - Comment Response Letter
Tucson Orthopaedic Institute - Oro Valley
12315 N. Vistoso Park Road
Innovation Park
Oro Valley, AZ 85755
Dear Rosevelt,
Please find our responses, in bold, to the Town of Oro Valley comments.
1. The planning staff does not have any objections to the applicant's justification for
additional parking spaces.
Thank you.
2. On the drawing and narrative, please revise the required parking calculation as
follows:
a. Calculation: 5.75 parking spaces per 1,000 square feet of gross floor area
(neighborhood 3 Policy of the Rancho Vistoso Planned Area Development)
b. Required: 59 parking spaces (10,270/1,000 x 5.75)
Parking calculation has been revised on the drawing and narrative.
3. A ten (10') wide landscaped parking island is required for every nine (9) parking
spaces (Section 27.7.H.1.f of the Zoning Code). Based on this requirement, the
applicant must eliminate one (1) parking space from the two (2) rows of ten (10)
parking spaces located directly south of the building.
One (1) parking space has been removed from both rows of parking.
4. On the drawing and narrative, please update the total number of proposed and
additional parking spaces. See above Staff Comment No's 2 and 3.
258 E. River Rd., Suite 100 - Tucson, AZ 85704 - t 520 407 1344 - www.hightoncompany.com
Total number of proposed and additional parking spaces have been updated on both
the drawing and the narrative.
5. On the drawing, show the dimensions of the proposed parking area being in
accordance with Table 27-16 of the Oro Valley Zoning Code.
The drawing has been revised to include dimensions of the proposed parking area
being in accordance with Table 27-16 of the Oro Valley Zoning Code.
we appreciate your consideration in this matter and are happy to provide any additional
information that the Board deems necessary. Thank you.

RE: Proposed Alternate Parking Ratio, Re-submittalCL

Tucson Orthopaedic Institute — Oro Valley
12315 N. Vistoso Park Road
Innovation Park
Oro Valley, AZ 85755
To the Conceptual Design Review Board
Dear Board Members,
Based on Town of Oro Valley Zoning Code Section 27.7.C.2, we respectfully request to be
allowed to utilize an Alternate Parking Ratio for the proposed Tucson Orthopaedic
Institute ("TOI") Medical Office Building site development. The proposed Site Plan
(attached) includes 66 parking spaces, which is approximately 6.5 spaces/1,000 GFA.
Neighborhood 3 Policy of the Rancho Vistoso Planned Area Development requires 5.75
spaces/1,000 GFA for Medical Offices. That equates to 59 required parking spaces based
on the schematic Gross Floor Area of 10,270 SF. This request, therefore, is for an
additional 7 parking spaces over the official requirement.
TOI anticipates 130 to 160 patients and 20 to 25 employees per day at this facility, during
typical 8am to 5pm weekday hours of operation. A majority of TOI patients will be
mobility -impaired. Some will be using wheelchairs, walkers or crutches and most will
have family members or other loved ones accompanying them. The nature and timing of
most procedures and physical therapy treatments produces a high volume and an
overlapping of patients. Based on current operations at other TOI locations, the amount
of parking shown on this Site Plan is essential for the safe movement of patients and
employees. We will provide an excess of accessible parking spaces along the south side
of the building, near the main entrance, in order to further assist patients. An increase in
allowed parking will have a very positive impact towards the safety and welfare of
patients and employees alike.
258 E. River Rd., Suite 100 — Tucson, AZ 85704 — t 520 407 1344 — www.hightoncompany.com
No nearby parking facilities will be available for any overflow. From time to time there
may be empty parking spaces at Oro Valley Hospital, however, that is private property
and there is no safe pedestrian crossing between the hospital and this site. The Code -
required 59 parking spaces will be inadequate for this specific usage and may create
unsafe conditions for patients and employees being forced to park off -site.
Deep landscape buffer yards and parking lot screen walls along the west and south
property lines will minimize the visual impact of the site development from adjacent
streets. Also, there are no residential areas adjacent to this site.
We appreciate your consideration in this matter and are happy to provide any additional
information that the Board deems necessary. Thank you.
Respectfully,
Gary Highton, RA, CPA, LEED AP

Institute ("701") Medical Office Building site development. The proposed Site Plan
(attached) includes 66 parking spaces, which is approximately 6.5 spaces/1,000 GFA.
