At your request, it has been enhanced to provide directional distribution calculations and the site trips have been assigned to the nearest site driveways, all of which are existing. No additional accesses are being proposed to serve the new fuel center. BACKGROUND Fry's Food and Drug supermarket #18 is located in the north end of the Rooney Ranch Center, a major retail plaza that also includes Target, OfficeMax, and Pier 1 Imports stores as well as a bank, other shops, fast food pads, and a Shell service station on the far south end of the plaza. The Rooney Ranch Center has three driveways along the north side of the property on First Avenue, three along the east side on Oracle Road, and three along the south side on Pusch View Lane. The fuel center will be located between the full -access center driveway ("Access A") and the restricted -access (right-in/right-out only) eastern driveway ("Access B") on First Avenue. Attachment 1 is the proposed site plan for the fuel center. ROADWAYS AND INTERSECTIONS Oracle Road is a north -south State Highway (SR 77) operated and maintained by the Arizona Department of Transportation (ADOT). Oracle Road/SR 77 provides three lanes beginning at Tangerine Road more than two miles north of First Avenue. ADOT published 2013 traffic volumes of 20,300 vehicles per day (vpd) from Tangerine Road to just south of the Rooney Ranch Center with volumes of more than 27,200 south of that point. (CivTech suspects that the higher volumes are likely applicable to at least as far north as First Avenue.) The speed limit is posted at 50 mph. A review of aerial photos of the roadway network reveals that First Avenue bridges the Sutherland Wash west of Oracle Road. Running northwest to southeast in this area, it is nominally an arterial roadway with two through lanes in each direction over the wash and a posted speed limit of 45 mph. It is a major connection across the wash as evidenced by a continuous through/ right turn lane that extends 850 feet along the Rooney Ranch Center's First Avenue frontage and the dual left turn lanes and dual right turn lanes on the southeast -bound approach to Oracle Road. On-line traffic volume maps available from the Pima Association of Governments (PAG) indicate that First Avenue carried approximately 24,000 vpd past the Rooney Ranch Center in 2010 and CivTech Inc. • 10605 North Hayden Road • Suite 140 • Scottsdale, AZ 85260 Phone: 480.659.4250 • Fax:480.659.0566 Trip Generation Statement Fry's #18 Fuel Center 10661 North Oracle Road, Oro Valley, Arizona Page 2 of 5 2012. To the east of Oracle Road, the extension of First Avenue serves as a driveway for some retail development and the Villas at San Dorado apartments. The intersection of Oracle Road and First Avenue is signalized. All left turn phases operate in protected mode only. The approaches are configured as follows: • NB Oracle Road: 2 left turn lanes, 3 through lanes, 1 right turn lane. • SB Oracle Road: 1 left turn lane, 3 through lanes, 1 right turn lane. • SEB First Avenue: 2 left turn lanes, 1 through lane, 2 right turn lanes. • NWB First Avenue: 2 left turn lanes, 1 shared through/right turn lane. The second southeast -bound right turn lane on First Avenue approaching Oracle Road is added by the existing right turn movement from the eastern Rooney Ranch Center driveway (Access B). The intersection of Oracle Road and Access A is signalized and serves two retail plazas, the Rooney Ranch Center and The Home Depot/Sports Authority plaza on the north side of First Avenue. All left turns are provided protected/permissive phasing. The approaches are configured as follows: • NEB Access A: 1 left turn lane, 1 through lane, 1 right turn lane. • SWB Access A: 1 left turn lane, 1 shared through/right turn lane. • SEB First Avenue: 1 left turn lane, 2 through lanes, 1 shared through/right turn lane. • NWB First Avenue: 1 left turn lane, 2 through lanes, 1 right turn lane. SITE ACCESS The majority of fuel center trips are expected to use the two existing driveways designated as accesses A and B above. Access A is described above. Access B is an existing right-in/right-out driveway on First Avenue, the easternmost driveway for the Rooney Ranch Center on First Avenue. As noted, the right turn out movement from Access B conveniently becomes a right turn lane for those destined southbound on Oracle Road. CivTech expects that the existing configuration of Access B will have the following two effects: • Very few fuel center trips will need to exit directly to Oracle Road/SR 77 southbound via the northern Rooney Ranch Center driveway; thus, no site trips will be assigned to that driveway. • Exiting drivers destined north or east will be required to exit via signalized Access A. Since continuous right turn lanes for the Rooney Ranch Center have been provided along First Avenue, as noted, it is not expected that an auxiliary turn lane analysis will be required herein. Also, since the new fuel center will use existing site accesses, intersection sight distances will be assumed to be adequate and no calculated sight distances will be provided. SITE -GENERATED TRIPS Proposed Development. The proposed development is a Fry's Fuel Center with 7 gas pumps (14 fueling positions) that will occupy/replace existing parking spaces. CivTech Trip Generation Statement Fry's #18 Fuel Center 10661 North Oracle Road, Oro Valley, Arizona Page 3 of 5 Trip Generation. The trip generation potential of the proposed fuel center was estimated using latest (9th) edition of the Institute of Transportation Engineers (ITE) Trip Generation Manual as a primary reference. The Trip Generation Manual contains data for a wide variety of land uses. The data are summarized in the document and average rates and equations developed from the data are provided that correlate the relationship between an independent variable that describes the development size and the trips generated for each categorized land use. The manual provides information for daily and peak hour trips and, for certain uses, for other time periods as well. Table 1 presents the detailed trip generation for the proposed development for the peak hours of adjacent street traffic, generally considered to be an hour between 7 and 9 AM and one hour between 4 and 6 PM. Table 1 — Trip Generation of Proposed Fuel center Land Use RE LUC rrE Land Use Name Quantity Units AM Distribution PM Distribution In Out In T O Gasoline/Service Station 944 1 Gasoline/Service Station 14 Fueling Positions 51% 49% 1 50% 1 50% Land Use ADT ' °AM Peak Hour " PM Peak Hour, - Average Rate Total Avera a Rate In I Out Total Average Rate In -- Out Total Gasoline/Service Station 168.56 2,360 12.16 87 84 171 13.87 98 97 195 InteractiorAntemal Capture Factor I Net Trips 50% 1,180 50% 44 42 86 50% 49 49 98 Pass -By/DiverfedLink Trips Factor I Net Trips 1 40% est. 470 62% 26 26 52 56% 27 27 54 Net -New-Tri s 1 1 7101 18 1 16 1 34 1 22 1 22 44 A review of the trip generation presented in Table 1 reveals that, without accounting for interaction between the existing Rooney Ranch Center and the proposed Fry's fuel center, the 14 position fueling station could generate 2,360 trips daily, with 171 AM peak hour trips and 195 PM peak hour trips. Trip Reductions for Interactions/Internal Capture. According to data presented in Trip Generation Manual, trips attracted to retail land uses are often shared. This means that a single trip (vehicle) to the proposed Fry's fuel center may visit other generators within the site during the same visit, a phenomenon known as "interaction" or "internal capture." This is especially true for sites with multiple tenants and/or land uses. This has the effect of reducing the off -site trip generating potential of the proposed site. Since Fry's provides the fueling station as a convenience, as well as an incentive, for its customers, CivTech applied a fifty percent reduction factor to the fuel center trips. (Supporting the use of this seemingly large reduction factor is the location of the proposed fuel center, which is purposely not a "hard corner," the type of location that could attract a substantial percentage of non-Fry's customers. Unless drivers on Oracle Road become familiar with the proposed Fry's fuel center, they would be more likely to use the Shell station than it.) As noted in the Interaction/Internal Capture row of Table 1, after accounting for this reduction, the effective net trip generation for the fuel center by those not patronizing any of the stores or restaurants in Rooney Ranch Center is 1,180 daily trips, 86 new trips during the AM peak hour, and 98 trips during the PM peak hour. Trip Reductions for Pass -By and Diverted Link Trips. Based on published ITE data, it could be estimated that a portion of the traffic entering and exiting the proposed fuel center would be "new" traffic added to the adjacent roadway system and that the balance of the traffic would be drawn from that which is already "passing by" the site, either on First Avenue (true "pass -by trips") or on Oracle Road (technically considered to be "diverted link trips" since vehicles are diverted from ram- CivTech Trip Generation Statement Fry's #18 Fuel Center 10661 North Oracle Road, Oro Valley, Arizona Page 4 of 5 Oracle Road to access the fuel center from First Avenue). While this has the effect of reducing the total number of trips the fuel center might add to the roadway network (by nearly two-thirds during the AM peak hour), the effect of note here is that these trips enter traveling in one direction and then continue in that direction when leaving, irrespective of the directional distribution calculated below. The next to last row of Table 1 shows the trips generated by the site that can be expected due to those already passing by the site, either on First Avenue or Oracle Road. Applying documented pass -by percentages to the net trips after accounting for interaction, it can be estimated that 470 trips daily, 52 trips during the AM peak hour, and 54 trips during the PM peak hour are by non-Fry's customers just passing by the site. The bottom row of Table 1 is labeled "Net 'New' Trips" because it represents the number of trips estimated to be single -purpose trips to and from the fuel center, that is, a trip by someone who leaves home for the express purpose of fueling at the Fry's fuel center and then returning directly home from there. It can be estimated that 710 trips daily, 34 trips during the AM peak hour, and 44 trips during the PM peak hour are just such trips. Trip Distribution and Assignment Since the Rooney Ranch Center consists of Table 2 —Site TripDirectional Distribution retail uses only a single trip distribution pattern was developed. For this statement, it was assumed that the majority of the trips generated by the development would be home -based, that is, made by persons residing within a given radius of the site and that the market area would be adjusted to account for other Fry's stores in the area. Origin/Destination Percentage North via Oracle Road 5% East via First Avenue 3% South via Oracle Road 43% West via First Avenue 49% Totals 100% (The next nearest Fry's store is at Canada del Oro and Lambert Lane, less than three miles west.) Using 2005 and 2040 Pima Association of Governments (PAG) socioeconomic data for Traffic Analysis Zones (TAZs) around the Rooney Ranch Center, interpolated for 2016, it was determined that the major travel patterns for the site generated traffic in the various analysis years are as summarized in Table 2. The trip distribution calculations can be found in Attachment 2. (Please note that the only residential development that will be served by the extension of First Avenue east of Oracle Road is the Villas at San Dorado apartment complex, currently opened and anticipating full completion of its 274 dwelling units by the end of June 2015. CivTech estimated that the number of residents to be 2 per unit or approximately 550 residents and subtracted these from the total population anticipated in TAZ #620 in the year 2016.) Please note that these directional distribution percentages are applicable only to home -based trips, that is, those trips shown in the bottom row of Table 1, those originating in the residential neighborhoods surrounding the fuel center and immediately destined back to those neighborhoods. Attachment 3 illustrates the site trip assignment and the directional distribution. The top row of intersections shows the trips estimated to and from surrounding residential areas as described above. The second row sows the trips anticipated from traffic passing -by the site on both First Avenue and Oracle Road. The third row of intersections is the additional total site trips, that is, the trips generated solely by the fuel center, net of any dual-purpose trips to the Fry's store or other shops within the Rooney Ranch Center. The bottom row of intersections shows the current CivTech Trip Generation Statement Fry's #18 Fuel Center 10661 North Oracle Road, Oro Valley, Arizona Page 5 of 5 lane configurations and traffic controls at the study intersections. These are not expected to change with construction of the fuel center. CONCLUSIONS The following have been concluded from the above: The proposed Fry's fuel center, with 14 fueling positions could generate 2,360 trips daily, with 171 AM peak hour trips and 195 PM peak hour trips. Of these, it is expected that half will be by those patronizing the Fry's store or any of the stores or restaurants in Rooney Ranch Center ("interaction" trips), yielding a net "new" trip generation of 1,180 daily trips, 86 new trips during the AM peak hour, and 98 trips during the PM peak hour. Of the net "new" trips, it is expected that 470 trips daily, 52 trips during the AM peak hour, and 54 trips during the PM peak hour are by non-Fry's customers already passing by the site. The socio-economic data available from the Pima Association of Governments enabled CivTech to estimate that nearly half (49%) of the net site -generated trips would arrive/depart via First Avenue to the west of Oracle Road. Slightly less (43%) would arrive/depart via Oracle Road to the south of First Avenue and only 5% would arrive depart via Oracle Road to the north. The Villas at San Dorado apartments, the only residential development on First Avenue east of Oracle Road are expected to contribute only 3% of the traffic to the new fuel center. There is an existing westbound left turn lane into the signalized main shopping center driveway on First Avenue and continuous right turn lanes for the Rooney Ranch Center have been provided along First Avenue; therefore, no additional auxiliary turn lanes are needed at either site driveway serving the fuel center. Since the new fuel center will use existing site accesses, it has been assumed that intersection sight distances are adequate. Thank you for allowing CivTech to assist you on this project. Existing Land Uses The existing land use context in the area is predominantly commercial uses. Multiple types of retail and service outlets operate out of the Oro Valley Retail Center, including BMO Harris Bank, Starbucks, The Home Depot, Fry's Foods, PetSmart, Target, Planet Fitness, Burger King, Pizza Hut and a myriad of other businesses. The Center offers a diverse range of retail amenities in a relatively small acreage. The north side of N Oracle Road, on either side of 11' Avenue, is dedicated to commercial activity. The south side of N Oracle Road has smaller -scale commercial development, including a Panera restaurant, as well as a residential community further north and east (approximately 600' south of the road). The north side of the site is Canada del Oro River, and residential development beyond that. b. Topography The site is an engineered surface generally graded to drain to the south and west. There are no unusual geographic features on site or in the immediate vicinity. The site is not considered as a part of the Environmentally Sensitive Lands or Hillside categories. The nearest significant geographic feature is the Canada del Oro River behind the Oro Valley Retail Center. Refer to Exhibit "A" for topography map. Hydrology The proposed site is located on a previously graded surface, requiring prior approval from the Town of Oro Valley. Surfaces and retention basins have been engineered to the appropriate standards. As defined by the Flood Insurance Rate Map (FIRM) for Pima County, Arizona, and incorporated areas, Panel number 1089 of 4750, as shown on Map Number 04019C1089L dated June 16, 2011, this site is designated as Zone "X" shaded. As such, it is determined to be outside the 100-year flood hazard zone. Zone "X" shaded is defined as a moderate flood hazard area laying between the limits of the base flood and the 0.2- percent-annual-chance (or 500-year) flood (areas of 500-year flood; areas of 100-year flood with average depths of less than 1 foot or with drainage areas less than 1 square mile; and area protected by levees from the 100 year flood). Refer to Exhibit "B" for FEMA flood map. d. Traffic The subject site is serviced by N Oracle Road and N 1st Avenue. Oracle Road is a north - south State Highway (SR 77) and is operated and maintained by Arizona Department of Transportation. It is a 3-lane road and per 2013 counts maintains 20,300 vehicles per day from Tangerine Road to just south of the Rooney Ranch Center where volumes increase to 27,200. The speed limit is 50 mph. 8280 E. It is nominally an arterial facility providing two through lanes in either direction over the wash and has a speed limit of 45 mph. Volumes for 1st Avenue between 2010 and 2012 are approximately 24,000 vehicles per day. Refer to the Enhanced Trip Generation Statement prepared by CivTech dated March 23, 2015 for additional information. e. Recreation & Trails Paralleling the Sutherland Wash is the Canada del Oro River Park and The Loop Hard Surface Trail, which extends from the south of the subject property and north to the Canada del Oro Park. The trail also connects to the 1stAvenue trail that crosses over the Wash into the residential development as well as continues along 15t Avenue. All aforementioned trails permit pedestrian, equestrian, bike, and dog activities. Refer to Exhibit "C" for trails map. f. Water Per ALTA survey, all water services are available to the proposed project site. Bluestake information will be required to confirm locations and connection specifics. A 12" PVC located approximately 11.17' from the existing back of curb at the northeast side of the subject property exists for the commercial center use g. Sewer Two sewer pipes exist along the northwest and southeast sides of the property. The closer pipe (SE) is approximately 200' from the proposed kiosk location. Refer to Exhibit "D" for sewer and water locations. PART II — Project Proposal a. Project Overview The subject property is located on the SWC of N 1st Avenue and N Oracle Road; specifically at 10661 N. Oracle Road. The specific building location is adjacent to N 15t Avenue, in the northeast portion of the subject parcel (APN 220-09-0230). It is situated within the existing parking field in the apron between the two main drive aisles extending from N 1st Avenue. The adjacent properties are also commercial uses, predominantly retail, including but not limited to Starbuck's, The Home Depot, PetSmart, Sally Beauty Supply, OfficeMax, Target, Fry's Foods, and other shopping amenities. BMO Harris Bank is located adjacent to the building site to the SE. Fry's is proposing a new seven (7) dispenser fuel center location at 10661 N. Oracle Road (the "Property"). Fry's Food Store requests approval of a PAD amendment to the text of the Rooney Ranch PAD in the Town of Oro Valley. This is the second gas station in the commercial area; the other being the Shell/Giant station at the NWC of N Oracle Road and E Pusch View Lane. Per the Rooney Ranch PAD "Area D" stipulations, a 8280 E. The proposed fuel center would be approximately 1,550' from the existing service station, exceeding the stipulated 500' maximum distance. The purpose of this submittal is to amend the text of the Rooney Ranch Planned Area Development with regards to "Area D" and specifically the spatial requirements for "Convenience Uses". The current text allows for convenience uses in clusters. Per staff comments, this is interpreted as convenience uses being within 500' of each other to create the type of clusters provided for in the original PAD text. A text amendment to the Rooney Ranch Planned Area Development is requested as to remove cluster type development from Area D of the PAD as the existing conditions do not reflect this requirement. Specific text changes are as follows: • Note: All text from Rooney Ranch Oro Valley Center Planned Area Development District #6 • §II.C. Service stations shall be limited to a maximum of two. The other uses will be complementary auto uses exclusive of automobile sales or rental." This project will establish a second service station convenience use (two allowed) for this development. An existing Shell gas station is located in the southeast corner approximately 1,400 feet from this proposed fuel center. Based on the adjacent land uses, business types, traffic facilities, and overall existing conditions of the locale, the subject property is deemed to be an appropriate location for the proposed fuel center. As the proposed fuel center is not a full -service gas station like the existing Giant/Shell at the south corner of the development, and is considered a 8280 E.
