There will be one building, a driveway and parking area. The site will be cleared in the areas of new construction. Where possible, the existing vegetation will be preserved. The wash and the area East of the wash will be left in it natural vegetative state. The requested zoning boundaries can be seen on the Zoning Boundaries Map #9. The proposed zoning for this development is PS & C. TENTATIVE DEVELOPMENT PLAN An acetate overlay is provided showing the proposed development. !j The maximum height of the structure has not been determined, since the building design is still in the early concept stage. Access to the property will be provided off } Calle Concordia. There are approximately 3.05 acres of preserved vegetation and landscape areas on the site, and .96 acres of development. EXISTING LAND USES 1. Map #9 shows the proposed zoning boundaries for the property. The zoning request is for PS & C on all of the property. 2. The church development will have minimal impact on the existing land uses. Seventy five percent of the site will be either natural vegetation or native landscape material. The impact of traffic on the neighborhood will be minimal, since the church is small and services occur only on Sunday. The change in drainage flow based on the development will be slight. Drainage detention will be developed as required. The church building will be noticeable but not conspicuous. It will be designed using materials and colors which will be compatible with the desert setting and the surrounding neighborhood. Preliminary Development plan The development plan for this property proposes leaving the wash area in a natural condition. No modification will be made to the wash, although there will be a 70 feet set back from the center of the wash. 2. 100 Year Floodplain Enroachment This development will not result in any en roach me nt/modification into the 100 year floodplain areas on this property. Site improvements will not result in any significant increase in discharge or flow velocity since the extent of these improvements will be minimal. 3. Water Discharge After Development The post -development discharge onto and beyond the site will not be significantly larger than existing flood peak rates. See Exhibit below. Drainage Impacts on Off -Site Land Use The site development plan will not result in any significant drainage impacts to the offsite land uses both upstream and downstream of the proposed development However, a detention basin will be designed to handle the increase in runoff caused by the development. 5. Mitigation of Drainage and erosion Impacts Onsite drainage conditions will be changed slightly as a result of this development. Grading around the building and parking areas will modify natural drainage flow. A detention area will be created to mitigate the very modest increases in flow rates discharging into the wash. Additionally, the site is not located within a defined critical or balanced basin area. Re zoning Application for Pusch Ridge Christian Church - page 27 evening meetings involving about ten cars. On Saturday there will be no traffic, except for special events. On Sunday morning, 36 cars will drive to and from the church to attend services. 2. Due to the nominal traffic impact that church will have on the surrounding streets, the following traffic analysis report is not as detailed as one that would be submitted with a development proposal having substantial traffic impact. The required traffic issues are discussed below. a. Access will be provided from Calle Concordia. There are no sight visibility problems as the topography is relatively flat. b. The project does not depend on future off -site road improvements for access. The Town Oro Valley does not require dedication of additional right of way for this development. C. This land will generate approximately 40 ADT and will have minimal impact on adjacent streets and the nearby arterial. According to Mr. Joiash Roberts, Oro Valley's Engineering Department, travel lane capacities for Calle Concordia and Calle Buena vista are approximately 12,000 vehicles for the two lane roads. This development will generate traffic that is well within the capacities of both local streets. SEWERS Sewer service is available along Calle Concordia and is provided by Pima County Wastewater Management. The County has indicated that there is sufficient downstream capacity in sewers to accommodate this development. RECREATION AND TRAILS 1. A recreation area is not required for this development 2. The natural open space areas will be owned and maintained by the Church. 3. Trail dedication may be required for this development. CULTURAL, ARCHAEOLOGICAL AND HISTORIC RESOURCES There have been no archaeological surveys conducted, and thus, no resources have been found. An on the ground survey is recommended for the site, as there is a medium degree of potential of finding cultural resources. If the ground survey indicates that there is cultural resources on the site, a mitigation plan will then be prepared and implemented. Characteristics of on -site hydrology a. The approximate 100 year floodplain limits for drainage systems that have a 100 year discharge greater than 50 cfs are delineated on Map #3. The wash area and a 70 feet setback have been mapped as a floodplain zone defined for collection and conveyance of the runoff. b. The upstream width of the 100 year floodplain at the approach to Calle Concordia is about 180 feet. The depth in this area is approximately 2.2 feet. C. Federally mapped floodway and floodplains are shown on map #3. d. The existing 100 year peak discharge at this location is related to the stream basin and is computed to be 1471 cfs. 2. Qualitative Description of Existing Drainage Conditions. The site slopes slightly to the east into a stream bed that runs north to south near the property line into a 4- 10 x 5 culvert, beneath Calle Concordia. The existing and future conditions of the 100 year peak discharge at this location were computed to be 1471 cfs and 1475 cfs, respectively. The stream bed remains in its natural condition at the downstream property boundary. Floodwaters may spread across the entire area of the property during high magnitude floods. The depth of this flooding, however, is very shallow with depths ranging from 0 to .5 feet. VEGETATION 1. On -site vegetation According to Pima County's 1986 Map of Critical and Sensitive Wildlife Habitats, upland areas support Saguaro - Palo Verde Vegetation Community. Species identified on the site include Blue and Foothills Palo Verde (Cercidium floridum and microphyllum), Native Mesquite (Prosopis velutina), Ironwood (Olyneya tesota), Whitethorn Acacia ( Acacia constricta), Catclaw Acacia (Acacia greggii), Crucifixion Thorn (Canotia holocantha), Creosote (Larrea tridentata), Triangle Bursage (Ambrosia deltoides). Barrel Cactus (Ferocactus), Prickly Pear (Opuntia species), Christmas Cactus (Opuntia leptocaulis), Pincushion (Mannillaria microcarpa) , Greythorn (Condalia spathulata), Brittlebush ( Encelia farinosa), There are also typical desert grasses and flowers within the Palo Verde - Saguaro Community found on -site, including Paperflower, Desert Marigold, Filaree, Globemallow, Tobosa and Bush Muhly. The site contains a variety of healthy species that are particularly adapted to salvaging, including Mesquite, Ironwood, Palo Verde, Barrel, Prickly Pear and Cholla. Federally - listed and / or endangered vegetation The County recognizes this site as Class II wildlife habitat. Although there are no Saguaros (Carnegiea gigantea), there are several Palo Verde's. The State of Arizona Game and Fish Department recommends maintaining the natural vegetative integrity of Class II riparian areas of the property, utilizing native plant species for all on -site vegetation. Where neccessary, mature plants should be removed and replanted or salvaged. 3. Percentage of plant cover The densities of plants covering the site was determined through aerial photographs and field verification. Areas devoid of vegetation or developed were measured and divided by the total acres of the site to come up with a percentage of vegetative cover. The site has an approximate plant density of 82 %. Map #4 shows the developed and the undisturbed areas. The results of the site survey indicates that there is almost complete vegetative cover on the site, except for the existing trail and stream bed. WILDLIFE 1. Letter from Arizona Game and Fish Department a. On the following page, Exhibit 2, is a letter of confirmation from the Wildlife Habitat Specialist at the Arizona Game and Fish Department. This site is potentially a habitat for the cactus ferruginous pygmy -owl, which is listed as an endangered species in Arizona's Threatened Native Wildlife and is a Federal Category I Candidate for listing as Threatened or Endangered. The Game and fish Department has requested permission to conduct a field survey prior to start of site grading. The Desert Tortoise (Xerobates agassizii) may also be found, as this habitat is suitable. The desert Tortoise is a "Category 2 Candidate and is also classified as a State Candidate species for inclusion on the list of Threatened species that is a "prohibited wildlife species that cannot be collected". b. According to Pima County's 1986 Map of Critical and Sensitive Wildlife Habitats, the upland resources of the site are recognized as a Class II wildlife habitat. VIEWSHEDS 1. Viewsheds onto and across the site from adjacent areas The most significant views lie east of the property to the Catalina Mountains and Pusch Ridge. When viewed from the west, a new church building on this site will slightly impact the view toward the mountain. There are also very distant views of the Tortolita Mountains to the north. Development on the site will affect these more distant views because the Rezoning Application for Pusch Ridge Christian Church - page 10 o Fite Symington THE STATE t! „ .A OF ARIZONA Chairman, Arthur Porter, Phoenix' 'O = tlUnu Johnson, $npwli +I;c Miehae► M. Swan Road, Ste. 111 Tucson, Arizona 85711 Re: Proposed Rezoning for Pusch Ridge Christian Church Property; T12S, R13E, Section 24. Dear Mr. C_'omey : The Arizona Game & Fish Department (Department) has reviewed the project proposal for poter_tial impacts to special status species, habitats of special concern, and wildlife resources in the project area. The following comments are based on a review of reference materials and aerial photographs. Due to time and personnel constraints, we were unable to do an on -the -ground review of resource conditions. Special Status 51oec1eS ,. Records in the Department's Heritage Data Management-_ System' (HDMS) were reviewed and indicate that the following species may potentially occur on or in the immediate vicinity of the proposed project. The Sonoran desert tortoise (92Rherus actassi.zii) may occupy habitats presently on the project site. The Department includes the tortoise on its list of Wildlife of Special Concern in Arizona (WSCA, in prep.). Those species listed in the WSCA are currently the same as those in Threatened Native Wildlife in Arizona. The desert tortoise is ,generally found in rocky foothills, semi -desert scrublands, bajadas, and creosote flats. Guidelines for handling desert tortoise encountered on development -related projects are enclosed. A. Information contained in the Department's HDMS is dynamic and updated on a periodic basis. Any information, therefore, is likely to become outdated shortly after its release. Such information it; intended .to serve as a guide regarding what species may be found in a particular area. it does not represent the results of Comprehensive species -specific surveys. EXHIBIT 2 An Equal opportunity Reasonable Accomn►alations Agency Mr. Comey April 30, 1996 2 The Gila monster (Heloderma susnectum) is likely to occur in the area. Like other "prohibited wildlife" species, Gila monsters can not be collected (alive or dead), imported, sold, leased, or offered for sale except under very specific circumstances. In the Sonoran Desert, habitat includes saguaro - palo verde communities and riparian areas. We strongly recommend that any Gila monsters and other venomous reptiles encountered during ground -disturbing activities be ericouraged/allowed to leave the area on their own volition. In Arizona, Harris's hawks (Parabuteo unicinctus) are traditionally thought of as desert inhabitants; typically found in areas dominated by palo verde-cacti-mixed scrub vegetation types. This vegetation type exists on the project site. Dawson and Mannan (1994)2 found that a substantial number of Harris' hawks now occupy the urban environs of the Tucson basin. Dawson and Mannan discerned that the distribution of urban -breeding and nesting Harris' hawks is especially dense in the area from the Coronado National Forest boundary south to the Rillito River and west to I- 10. This urban population is a unique phenomenon in that behavior and demographic patterns appear to be very different from non -urban populations. These urban hawks are also thought to represent a significant portion of the statewide population. Current HAMS records indicate that the cactus ferruginous pygmy -owl (Glauci.djurn brasJ,1 i,anum ractorum) is known from habitats in the vicinity of the project site. The Department recognizes this species on its list of Wildlife of Special Concern in Arizona (WSCA, in prep.). As of 12 December 1994 (Federal Register Vol. 59, No. 237; Pages 63975-63986), the U.S. Fish and Wildlife Service proposed this species for federal listing as an Endangered species in Arizona with critical habitat under the auspices of the Endangered Species Act of 1973, as amended. The Department is highly concerned about the continued existence of this bird. For the past few years, the Department has been conducting intensive surveys for pygmy -owls. The Department is extremely interested in exploring the feasibility of'completing a survey on the proposed project site prior to the commencement--of- ground-disturbing activities. The opit mum survey period for this bird is January through March. We would appreciate establishing a dialogue with the landowners) and/or developer or their designated representative to address the matter of on -site surveys. Please contact Scott Richardson, Urban Wildlife Specialist, at 520/628- Dawson, J.W. and R.W. Mannan. 1994. The Ecology of Harris' Hawks in Urban Environments. Wildlife habitat According to Pima County's 1986 Map of Critical and Sensitive Wildlife Habitats, upland areas support a saguaro - palo verde vegetation community which the County recognizes as Class II wildlife habitat. The riparian vegetation associated with Carmack Wash is also recognized as Class 11 wildlife habitat. Conclusions and Conservation Recommendations The Department recommends the following measures be incorporated into the project design: Adhere to the attached tortoise -handling guidelines. Contact the Department's Tucson Regional Office immediately for, direction regarding the .disposition of an active bat roost. site(s) if one is found on the property. During pre -construction and construction activities, contact the Department's Tucson Regional Office immediately for direction regarding the disposition of an active raptor nest(s) if one is found on the property. Maximize the amount of interconnected natural open space within the development. Utilize native plant species for all on -site vegetation and revegetation. Retain in place or salvage mature woody vegetation. Maintain the natural vegetative and hydrologic integrity of Class II riparian areas on the property. Please don't hesitate to contact me at 520/628-5982 Ext. 137 if you have any questions or if the Department can assist you further. This is in regards to South 4006 Acres of Lot 48 Linda Vista Citrus Tracts No. 2 in Oro Valley. The Archaeological Site Survey files at the Arizona State Museum have been consulted with the following results. There have been no archaeological survey projects conducted on the sublject property, nor have any sites been reported. Based on what is known of the general area, there is a low to medium degree of potential for the recovery of cultural remains. Therefore the State Museum recommends that an on -the -ground survey be conducted on this property prior to any ground modification activities. In the event that cultural remains are found, then a data recovery program (which may include: monitoring, testing, and/or excavation) will be required of those areas impacted by the development. Clearance on this property would not be recommended until after archaeological investigations have been completed by a qualified (based on standards established by the State Historic Preservation Office) archaeologist. The maximum height of the structure has not been determined, since the building design is still in the early concept stage. Access to the property will be provided off Calle Concordia. There are approximately 3.09 acres of preserved vegetation and landscape areas on the site, and .91 acres of development. The proposed area for the church building is 6593 sq. ft. The proposed area for the parking area and drive is 28,690 sq. t. Plan Conformance The development plan conforms to all applicable area plans, basin management plans, and river management plans, and to adopted Town of Oro Valley policies for the planned land use density of this site. VEGETATION Cacti species and specimen trees will be inventoried in areas where the site will be cleared. Large cacti and specimen trees will be left in place whenever possible. The rest of the inventoried vegetation will be landscaped on -site, or preserved for relocation. Specimen trees that are relocated or cut off from natural run-off will be drip irrigated. In landscaped and revegetated areas, native plant species will be used to maintain the integrity of the Palo Verde-Saguaro/Ironwood community. Salvage and landscape plans will be prepared when required. WILDLIFE According to Sherry Ruther, Wildlife Manager for Arizona Game and Fish Department, there are several threatened or endangered species on the site. The general area is suitable for the Sonoran Desert Tortoise, the Pygmy Owl and the Gila Monster. The habitats will be modified to some degree by this project. BUFFER A buffer yard is required for this project. Native vegetation will be left in place to provide a dense screen around the property, as well as to provide the additional open space required. VIEWSHEDS The project retains much of the native vegetation on site. The preserved native desert will help to screen off -site views of the development from the roadway, and thus preserve the background views of the Catalina Mountains. See Exhibit # 3. There are no other significant off -site views in any other direction. There are no areas of high visibility on site, as the topography slopes very gently from north to south. TRAFFIC 1. The church seats 179 in the auditorium. All church functions are accomodated in this building, including classrooms and the church office. The pastor and his secretary will be at the church during the week. Travel to and from the site will be typical for a small church. Activity during the week will be minimal. Average Rezoning Application for Pusch Ridge Christian Church - page 30 vehicle trips will be about 20 per day. From Monday through Friday there may be occasional evening meetings involving about ten cars. On Saturday there will be no traffic, except for special events. On Sunday morning, 70 cars will drive to and from the church to attend services. Average vehicle trips will be about 170. The pastor, Rev. Jerry Browning, and Ralph Comey have provided this traffic information. If the ground survey indicates that there are cultural resources on the site, a mitigation plan will then be prepared and implemented. Under existing conditions (actual developments and commitments for service through approved Sewer Service Agreements), there is capacity for this proposed development in the downstream sewerage system and in the existing 8- inch diameter sewer located in Calle Concordia. This response is not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. Should you desire to enter into a Sewer Service Agreement, a Development Plan or Tentative Plat, showing the preliminary sewer layout for the proposed project, must be submitted and approved. To qualify as a public conveyance system, flow must be by gravity to an existing public sewer system. Public sewers may also be required if Wastewater Management determines that there is a flow -through requirement in order to serve upstream parcels. Site Location The property comprises approximately 4 acres of Lot 48, Linda Vista Citrus Tracts No. 2 in Oro Valley. The property is bounded by Canyon del Oro High School to the east, Calle Concordia to the south, a church property to the west, and a single family site to the north. The site location is shown on Map 1. 2. Existing Land Use The property currently is in a natural state and undeveloped. Zoning: The property is zoned PAD(3) with R1-144 residential rules. The zoning is shown on Map 2. 3. Existing Land Use, Adjacent Properties North: Single family homes. East: Canyon del Oro High School South: Single family homes beyond Calle Concordia West: Church of the Nazerene Zoning: North: R1-144 East: PS&C South: R1-36 West: PS&C 4. Topographic Characteristics There are no restricted peaks or ridges existing on the site. No rock outcrops exist, and there are no slopes 15% or greater. The site slopes gently from north to south and from northwest to southeast in the vacinity of the wash. The slope is approximately 1.2%. Elevations range from 2568.5 at the north property line to 2564.5 at the south property line. For contour information see Map 3. A wash from off site runs across the easterly portion of the property. PROPOSED LAND USE 1. Grading The site will be cleared in the .area of the drive, parking area, and building. The wash and the area east of the wash will be left in a natural vegetative state. Where possible, trees and other significant vegetation will be preserved. The natural grade here averages about 2567.5. The finished grade at the building will be ' raised about a foot and the parking area about six inches above existing grade. The grade will be sloped away from the building. The proposed site plan is shown on Map 4. 2. Drainage There are no significant offsite natural or man-made features located within the offsite watersheds contributing runoff to this property. The drainage from the building and the parking area will be conducted south in the ' direction of the natural grade. It is assumed that the runoff from the developed site will occur somewhat more rapidly than the natural drainage. Most likely a retention / detention area will be required near the south property line Iwhich will discharge into the wash. The retention / detention area is shown on Map 4. PROPOSED STREET IMPROVEMENTS 1. Traffic t Church activities will generate very little daily traffic during the week. The church office will have minimal visitation. There will be few if any meetings then. Major use will be on Sunday mornings. There will be occasional evening meetings for small groups. The parking area will be designed for 45 cars. Access to the church will be from Calle Concordia. There are no sight visibility problems as the topography is relatively flat and the desert vegetation is sparse. Calle Concordia was reconstructed within the past 5 years and is adequate for the current traffic. The church will provide a negligible increase in traffic during the week. There should be no need for additional right of way. LANDSCAPING 1. Landscaping The parking area will be landscaped with landscaped planters and islands as described in the current City zoning regulations. 2. There will be a landscaped buffer along Calle Concordia as required by current City zoning regulations. PROPOSED UTILITY USE 1. Water Service Adequate water service is available for this project. (See the enclosed letter from the Metro Fire District.) A water service line is located along Calle Concordia. 2. Sewer Service Adequate sewer capacity is available for this project. (See the enclosed letter from Pima County Wastewater Management.) Swan Road, Suite 111 Tucson, Arizona 85711 Re: CAPACITY RESPONSE NO. 96-39 Dear Mr. Comey: We have reviewed your request of April 15, 1996 regarding the availability of sewer service for the following proposed use and property: A church site on approximately 4 acres on the north side of Calle Concordia near Canyon Del Oro High School. Should you desire additional information regarding this subject, please contact this office (740-6547). Copy: Jerry Stratton Steve Magelli Capacity Response File/121324 Very truly yours, Ae Glenn W. Tellez 450 W. Calle Concordia Tucson, AZ., 85737 APPLICANT: Pusch Ridge Christian Church 235 W. Gianconda Way, Suite 215 Tucson, AZ., 85704-4343 AGENT: Ralph Comey, AIA Ralph Comey Architects 800 N. Swan, Suite I I I Tucson, AZ., 85711 PETITIONER'S PROPOSED USE AND STATED REASON: The project is planned as a church. PLAN CONFORMANCE: The Oro Valley General Plan was amended on June 5, 1996, designating this 4 acre parcel as Quasi Public. SURROUNDING LAND USES/GENERAL CHARACTER: East - Canada del Oro High School and, in the southeast corner, a seminary. West - Church. South - A developed, one -acre lot subdivision across Calle Concordia (60 ft. no.w.). North - Existing Single Family Residential and vacant on 3.3 acre lots, R1-144. PREVIOUS REZONING CASES ON THE PROPERTY: The subject property was zoned to PAD (3), for the seminary and two R1-144 lots in 1981. PREVIOUS REZONING CASES IN THE GENERAL AREA: There has been only one recent rezoning activity in the area. This was the Church of the Nazarene site immediately lUThe west that converted a lot north o411 church from a parsonage to an office. NOTIFICATION: All property owners within 600 feet have been notified of this proposed rezoning and the property was posted in accordance with statutes. We have received no calls or letters, either pro or con regarding this case. SITE ANALYSIS REVIEW AND DISCUSSION: This property is flat, natural desert with a small wash separating the east one-third. The vegetation is dense cacti with large palo verde interspersed expect for the area, with upland riparian vegetation, immediately adjacent to the wash. The average cross -slope for the entire parcel is 0.92%. Riparian vegetation, including Class II habitat does exist along the Carmack Wash. The tentative development plan (TDP) submitted for this 4 acre site responds to the Carmack Wash traversing the site, preserving it as an area of natural open space. The property located to the east of the Carmack Wash is proposed as natural, open space and would be used as a picnic area. The development concept submitted for this site shows a church (with a seating capacity of 179) and 60 space parking lot on the far west portion of the site away from the wash. This rezoning should have no impact if approved, on the short and long term enrollment and designed capacity of schools. This project will be served by sanitary sewer. The Arizona State Museum has recommended an on -the -ground survey for cultural resources be completed prior to ground disturbing activities. A letter from the Game and Fish Department states that specimens of desert tortoise (a State Candidate for Threatened status) and the cactus ferruginous pygmy owl, an endangered species, "have been documented as occurring within the project vicinity." G&F officials suggest the following steps be taken when developing the Pusch Ridge Christian Church property: 1. Adhere to the Tortoise -handling guidelines included in their letter; 2. Contact the Department's Tucson Regional Office immediately for direction regarding the disposition of an active bat roost site(s) if one is found on the property. 3. Maximize the amount of interconnected open space within the development. 4. Utilize native plant species for all on -site vegetation and revegetation, and to the greatest extent possible maintain the natural growth form of native plants. 5. Retain in place or salvage mature woody vegetation including saguaros. 2 6. Maintairh 4 natural vegetation and hydrologic 1111grity of Class II riparian areas on the property. 7. During pre -construction and construction activities, contact the Department's Tucson Regional Office immediately for direction regarding the disposition of an active raptor nest(s) if one is found on the property. PLANNING CONSIDERATIONS AND RECOMMENDATIONS: Staff cites the following positive and negative aspects of this proposed amendment. Positive Negative 1. Generally a low intensity use. 1. This project will increase peak traffic as compared to the allowed 2. Matches surrounding quasi -public residential uses. uses. 3. The church traffic peaks will not coincide with the high school traffic peaks. 4. The TDP calls for the wash, and its riparian habitat, to be retained as natural open space (common area). Staff recommends approval of this rezoning if the following conditions are attached: 1. All Standard Conditions for Non -PAD rezonings should be imposed (attached herewith). 2. All Special Conditions, as indicated on the form attached herewith. 3. Arizona Game and Fish Department's guidelines for handling desert tortoise specimens shall be followed, if these animals are encountered during development. 4. Establish a conservation easement protecting the Carmack Wash from future development. 5. The development plan for this project shall be in substantial conformance with the tentative development plan approved by the Mayor and Council. 6. Add a note to the Tentative Development Plan stating that all washes, and 100 year flood limits, shall be maintained by the Pusch Ridge Christian Church. These preserved vegetation areas are not to be included as developable areas and should be labeled on the TDP as common area or natural open space. 7. An on -the -ground archaeological survey shall be performed prior to the issuance of a grading permit. If resources are discovered, a disposition plan shall be submitted for Town review. 3 8. A revised TDP inAArating all Commission adopted conuills shall be submitted for staff review two weeks prior to Town Council review of OV9-96-3. 9. A restoration bond shall be posted to protect the Carmack Wash. Rev. 10-23-89 11-29-89 12-21-89 1-31-90 ORO VALLEY PUBLIC WORKS DEPARTMENT "QUALITY SOLUTIONS FOR THE PUBLIC INTEREST" ENGINEER'S REPORT MEETING DATE: August 6, 1996 TO: PLANNING AND ZONING COMMISSION DATE: July 26, 1996 FROM: Jim Hossley Development Review SUBJECT: Pusch Ridge Christian Church, Rezone, OV9-96-3 SUMMARY The property proposed for rezone is approximately 4 acres of Lot 48, Linda Vista Citrus Tracts No. 2. The parcel is just west of Canyon del Oro High School on the north side of Calle Concordia between Oracle Road and Calle Buena Vista. The site is crossed by a south flowing wash. During the 100 year storm, the wash is expected to carry flood waters at a rate of approximately 1470 cubic feet per second. No other significant topographic features affect the site. Offsite drainage that enters the parcel via the previously mentioned wash will have little affect on the proposed church project. The proposed project is set back from the limits of the 100 year flood plain for the wash. Drainage generated onsite will be accommodated by onsite detention pond that will discharge to the wash. School year average daily trips (ADTs) along Calle Concordia between Oracle Road and CDO High School is about 4060. It is likely that the school year ADT in front of the property is closer to 3000 trips per day. The project is not expected to have a significant impact on the existing traffic. No improvements are necessary to Calle Concordia due to this project. f:x•i7►ihSLIT1•h17[•P►I;3• _ • • : • _ Public Works department staff has reviewed the Tentative Development Plan for this rezone and has no objections to approval subject to the following conditions being met: 1.
