Oracle Road Recommendation: Approve the requested Sign Criteria SUMMARY: The applicant proposes a sign criteria for the Pusch Ridge Centre which will establish standards for permanent signs in the development. The proposed criteria contains a new monument sign design and location along with a color palette for signs in the development as shown in the applicant's submittal Attachment 1. The proposed sign criteria meets the Town's Design Principles by establishing a unifying design theme for the development. BACKGROUND: A sign criteria is a document that governs all permanent signs within a multi -tenant development and is designed to comply with the standards of the Oro Valley zoning code. A sign criteria is required to be reviewed by the Conceptual Design Review Board (CDRB) for final approval prior to the issuance of a sign permit. The Pusch Ridge Centre, shown in Attachment 2, was developed in 1999 followed by the installation of a monument sign and subsequent wall signs for tenants, all of which met the standards of the zoning code in effect at that time. The Pusch Ridge Centre has not updated their sign designs or allowances since the project was first developed. This proposed sign standards will be the first established sign criteria for the Pusch Ridge Centre. Existing Site Conditions • 2'/z acre site • 2 existing main buildings and covered parking structures a Zoning: C-1 Commercial Site was developed in 1999 OV1700933 Pusch Ridge Centre Sign Criteria Page 2 of 3 Conceptual Design Review Board Staff Report Related Approvals • 1999: Development Plan for the Pusch Ridge Centre and Day Care SIGN CRITERIA: The proposed Sign Criteria establishes an updated design for the monument and wall signs for the development. The criteria will allow tenants to choose from three (3) colors and to also use a registered logos as part of a wall sign. The redesigned monument sign is proposed to be placed closer to the front lot line and allow tenants to be identified on the sign. All signs proposed in the criteria meet the standards of the Town's zoning code. DISCUSSION / ANALYSIS: Key Design Standards and Design Principles are below in bold italics followed by staff commentary: Sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes. The Pusch Ridge Centre is a commercial development with two buildings whose primary tenants include a daycare center, medical and business offices. The buildings are a southwestern contemporary style with earth tone colors and copper accents. The proposed monument sign is a contemporary design that will contain earth tone colors, including copper, which will provide cohesiveness between the sign and buildings. The Pusch Ridge Centre was developed in 1999 and was allowed one monument sign to be setback several feet from Oracle Road. The proposed new monument sign will be placed at the front property line which will provide better visibility for the tenants. Project identification and sign elements shall Incorporate architectural treatment and project unifying elements which are Integrated with the overall design of the project In terms of style, materials, color and theme. The proposed color palette provides a conservative selection of three (3) colors which will match or blend with the existing signs in the development. Tenants will also be allowed to use a portion of their sign for State or Federally registered logos. The proposed criteria will continue to allow the use of indivual letters with white halo illumination. As feasible, sign colors shall utilize the project color palette approved as part of the Conceptual Design for the project. The earth tone and copper colors used on the buildings are proposed for the monument sign design which will create a cohesive design for the center. Key General Plan Goals and Policies are below in bold Italics followed by staff commentary: The proposed sign criteria was reviewed for conformance with the General Plan's Goals and Policies. Listed below are relevant policies within the General Plan relating to signage: OV1700933 Pusch Ridge Centre Sign Criteria Conceptual Design Review Board Staff Report Goal Q: Page 3 of 3 A built environment that creatively integrates landscape, architecture, open space and conservation elements to increase the sense of place, community interaction and quality of life. Policy Land Use 6: Maintain the small town, neighborly character and improve the design and safety of the built environment. Action item #125: Maintain the unique character of Oro Valley by studying and updating: Signage regulations to emphasize identification and direction over advertising goods or services to maintain compatibility and minimal intrusiveness. The proposed sign criteria will allow the tenants to better identify their businesses to the public while maintaining compatible signage for the area. The proposed sign criteria is consistent with the General Plan policies. RECOMMENDATION: Based on the finding that the proposed Sign Criteria will provide a comprehensive set of design standards for the center and is consistent with Zoning code and the Design Principles, it is recommended that the Conceptual Design Review Board take the following action: Approve the requested Sign Criteria for the Pusch Ridge Centre as provided in Attachment 1. SUGGESTED MOTIONS: I move to recommend approval of the Pusch Ridge Centre Sign Criteria based on the finding that the proposed Sign Criteria is consistent with the Design Principles. Thank you, Robert Kuhlmann Town of Oro Valley Community Development and Public Works May 10, 2017 Robert Kuhlmann Sign Magic 435 S. Norris Ave. Tucson, AZ 85719 Robert@signmagic.net Regarding Zoning Sign Criteria for Pusch Ridge Centre, Case OV1700933, 2nd Review. Dear Robert, I have completed the review of the revised sign criteria..1 have a few minor comments for you to address. 1. The monument sign standards read 'the sign may be single- or double-faced, with all supporting structures concealed . Is the copper colored metal base and center structure simply a shroud over the supporting structures? The original purpose for this section was to prevent pole signs, which your sign isn't a pole sign but the proposed design gets close to having an exposed support structure unless you tell me that the copper is a shroud type of design. 2. An architectural element of the sign, such as an arch or column, may exceed the height of the monument sign by twenty-five percent (25%); provided, that all text and logos are less than eight (8) feet in height from grade. The area circled in red below can be raised which might give you more height and overall size. 3. The colors on the elevations in your second email were odd. Almost black and white. Please make sure those pages are clearer in the next return email. ~4. Page 6, C.1. Would you want to add flat cut out letters also? I think some exist in the development already. Please have a revised criteria sent to me, via email, no later than May 17 in order for this project to be reviewed at the June 13 CDRB meeting.
