A. Project Summary
Rancho Vistoso Neighborhood 5 is located in the central portion of the Rancho Vistoso PAD, at
the confluence of the Big Wash and the Honey Bee Wash. Parcels 5-M, 5-0, and 5-Q are along
the western bank of the Big Wash where a golf course was once envisioned. Parcel 5-1 was
originally planned as a high school site at the heart of the PAD. Over the years Rancho Vistoso
has developed at roughly two-thirds of its originally envisioned residential density. This
proposed amendment will recover some of that originally planned residential density while
reducing the amount of hillside encroachment and preserving the remaining land as open
space, which is consistent with the Your Voice, Our Future General Plan.
For various reasons Amphitheater School District will be developing a school in the future on
Parcel 5-11 instead of Parcel 5-I. When that change occurred several years ago Parcel 5-1 was
redesignated as Golf Course / Recreation Area in case development of a golf course became
viable. Parcels 5-M, 5-0, and 5-Q were designed to fit within and around the golf course
envelope. The golf course, however, will never be built, thereby leaving the subject parcels
with boundaries that do not relate to any current development opportunity or constraint. The
result is that the current development parcel boundaries push further into hillsides and
floodplains than they otherwise would have needed, had they originally been designed without
an adjacent planned golf course. Put simply, this proposed amendment seeks to consolidate
the existing developable acreage of Parcels 5-M, 5-0, and 5-Q into new parcels that are
reshaped to reduce encroachment into the hillsides and floodplain of the Big Wash. In addition,
the old high school site (Parcel 5-1) is proposed to be redesignated to allow for reasonable
residential development densities, commensurate with the existing residentially -zoned Parcel
5-H just to the north of Parcel 5-I. Lastly, all lands outside of the subject development parcels
will be redesignated from Resort / Golf Course to Open Space.
In order to make this project a reality, the appropriate land entitlements must be acquired for
the property. The property owner is focused on acquiring the necessary entitlements in the
Town of Oro Valley, and the first step in achieving these necessary land entitlements involves a
Type 1 amendment to the Oro Valley General Plan. As such, this application for a Type 1
amendment is being submitted.
B. Property Data
Location: The parcels that are subject to this General Plan Amendment are located along the
Honey Bee Wash and the Big Wash, due east of the intersection of Rancho Vistoso Boulevard
and Moore Road.
Area of General Plan Amendment: 218± acres.
Developable Area within Amendment Area: 108± acres.
1
It
Assessor Parcel Numbers: Portions of 219-20-914C, 219-20-914E, 219-20-914F, 219-21-627K,
219-54-006E, 219-54-006F, and 219-54-006G.
Legal Description: Portions of Section 36, Township 11 South, Range 13 East, and Sections 30 &
31, Township 11 South, Range 14 East.
Existing Land Uses: The properties are undeveloped.
Existing Zoning: The properties are currently zoned as Rancho Vistoso PAD: C-1 Community
Commercial, Recreation Area / Golf Course, Open Space, and Medium -High Density Residential
(MHDR).
Existing Oro Valley General Plan Designations: The properties are designated as Resort / Golf
Course, Park, Open Space and Medium Density Residential (2.1 - 5 Dwellings per Acre). It is
important to note that the General Plan's land use designations are based on the PAD's original
design due to the fact that the PAD's zoning pre -dates the General Plan.
Requested Oro Valley General Plan Designations: The requested land use designations for the
properties are Medium Density Residential (MDR), High Density Residential (HDR), Park, and
Open Space, all of which are similar to surrounding developments.
C. Your Voice, Our Future General Plan Amendment Criteria
In accordance with Section 7.4.2 of the Your Voice, Our Future General Plan, proposed
amendments shall, on balance, be consistent with the vision, guiding principles, goals and
policies of the General Plan, and the request shall:
1.a. Not significantly alter existing development character and land use patterns without
adequate and appropriate buffers and graduated transitions in density and land use.
• The guidelines of the Rancho Vistoso PAD will apply to all of the parcels affected by
this General Plan Amendment. Additionally, the land uses designations proposed
are identical to the land use designations of surrounding developments. Therefore
once these parcels are developed they will look and feel very similar to surrounding
Rancho Vistoso neighborhoods. This includes similar landscaping, architectural
themes, open space treatment, and development densities. Because these parcels
are at a lower elevation compared to all of the surrounding subdivisions, viewsheds
of the surrounding mountain ranges will be preserved in their entirety. Furthermore
each individual parcel will contain landscape buffers as required by Town Code, to
help mitigate views into the future developments. In addition, this development will
be tied into the nearby sidewalks and bicycle lanes, allowing residents to easily
access Oro Valley's bicycle and pedestrian infrastructure.
2
1.b. Not impact existing uses with increased infrastructure without appropriate
improvements to accommodate planned growth.
• The parcels of this amendment request do not currently have any roadway frontage.
Access to the proposed parcels will come from the future Moore Road alignment
that will eventually loop from its current intersection with Rancho Vistoso Boulevard
south to the intersection of Arrowsmith Drive, in a very similar location to the
Arrowsmith loop road that has previously been shown on the PAD master plan since
the mid-1980's. While the future Moore Road loop alignment is being constructed a
sewer lift station will also be installed to accommodate the future development of
these parcels and the future school (Parcel 5-11). There is existing utility
infrastructure within Rancho Vistoso Boulevard that will be able to accommodate
the development of these parcels, and the developer will pay for any required
infrastructure extensions. As such, this development will have a net positive long-
term fiscal impact to the Town and its taxpayers. Impacts to existing infrastructure
are expected to be minimal, especially considering that the roads and utilities in
Rancho Vistoso were designed to accommodate significantly greater intensity
development.
1.c. Not impact other public services including police, fire, parks, water and drainage
unless careful analysis and explanation of anticipated impacts is provided to the Town.
• With the location of these developments and the proposed home sites being in the
heart of Rancho Vistoso, they will not negatively impact public services such as
police, fire and parks. Ingress/egress points for these parcels will be strategically
located throughout the property to ensure that emergency vehicles and future
residents have sufficient access to and from the property. Drainage will be carefully
analyzed according to Town drainage design requirements. Once developed, the
site will have detention basins that will retain storm water runoff and meter it out at
pre -developed conditions. Capacity is available to serve the project site with water
and sewer utilities. Additional information on the type and amount of infrastructure
extensions will be provided during the platting process.
1.d. Not impact the natural beauty and environmental resources without suitable
mitigation.
• Prior to development, these sites will be inventoried for all significant vegetation.
Town of Oro Valley Native Plant Preservation Ordinance requirements will be
followed. By reconfiguring and clustering these parcels, it will allow for more
efficient infrastructure, added viewshed preservation, less hillside disturbance, and
less wash disturbance than would occur if the existing zoned parcels were developed
in their current configuration. The entire ESL Major Wildlife Corridor that runs
through the middle of Neighborhood 5 will be preserved as open space.
3
2. Implement effective public outreach efforts to help identify neighborhood concerns
and respond by incorporating measures to avoid or minimize development impacts, and
mitigate unavoidable adverse impacts.
• A Public Outreach Plan was developed and followed in accordance with Town
requirements. The first formal neighborhood meeting was held on April 181h, 2017,
and conducted at the Golf Club at Vistoso Clubhouse. This meeting was held to
increase public awareness of the proposal and identify any initial concerns that
surrounding neighborhoods may have with the development of these parcels. The
meeting was very productive and allowed surrounding neighbors a chance to have
any questions answered that they had about the project. Some of the main issues
and concerns that arose during the neighborhood meeting included:
o The proposed alignment of the future Moore Road Loop, and why it cannot
cross the Big Wash and connect back to Rancho Vistoso Boulevard,
Innovation Park Drive, or Tangerine Road.
o If the proposed Moore Road alignment and the existing roads within Rancho
Vistoso would be able to handle the added traffic, and if there were going to
be more stop lights installed on Rancho Vistoso Boulevard to help mitigate
this problem.
o Viewsheds not only of the mountains, but also down into the Big Wash.
o Added light pollution from development of these parcels and the future
school site.
o How the development of these parcels will protect the existing hillsides from
erosion and disturbance.
o How these parcels will reduce floodplain and wildlife habitat disturbance.
o The maximum number of homes that are allowed to be built in
neighborhood 5, compared to the number of homes that we are proposing
by developing of these parcels.
The accompanying rezoning application will include conditions of approval that were
developed throughout the neighborhood meeting process.
D. General Plan Policy Conformance
A number of Oro Valley's General Plan policies will be met by this development. Below are a
few key points:
1. Community
• Provide appropriate park facilities and services for residents of all ages in the
community (Policy CC.2).
The Alterra at Vistoso Trails subdivision (adjacent to this General Plan amendment
request) will be constructing phase 1 of a neighborhood park that will be owned and
4
maintained by the master HOA of Rancho Vistoso. As the parcels in the western
portion of this amendment request are constructed, this neighborhood park will be
expanded for use by all residents of Rancho Vistoso. A Master Recreation Area Plan
has been approved for the park.
• Link existing and planned neighborhoods with parks and open spaces by
incorporating path and trail facilities (Policy CC.3).
Existing and proposed parks and open spaces will be linked through the use of
natural and paved trail facilities. These trail facilities will be further delineated
during the rezoning and platting process to ensure connectivity to the Town's public
trail system. Easements will be provided for all public trails to ensure continued
public access.
• Provide public open space and park space where there is an existing park shortage
or a need to preserve open space, natural areas or scenic views (Policy CC.4).
This project will provide significantly more natural open space along both the Honey
Bee Wash and the Big Wash than originally planned for when a golf course was
envisioned.
• Support the development of diverse housing types within the community (Policy
CC.7).
Proposing the General Plan's High Density Residential land use designation on
Parcels 5-M, 5-0, and 5-Q will allow for a PAD amendment to Medium -High Density
Residential in order to match the existing zoning in the area. The MHDR zoning will
allow a variety of different housing densities and prices.
• Promote Community interaction by planning for public land uses, such as parks,
schools and other civic uses to act as the focus of neighborhoods (Policy CC.9).
Community interaction will be supported based on the project's location adjacent to
the future middle school site on Parcel 5-R. A neighborhood trail system will also be
developed to provide connectivity to the future Vistoso Trails neighborhood park and
nearby trail alignments.
• Support the development of a range of public activities that foster a sense of
community and create common places to gather (Policy CC.10).
The Alterra at Vistoso Trails subdivision (adjacent to this General Plan amendment
request) will be constructing phase 1 of a neighborhood park that will be owned and
maintained by the master HOA of Rancho Vistoso. A Master Recreation Area Plan
has been approved for the park.
5
2. Environment
• Identify, preserve and manage an integrated and connected open space system that
protects Oro Valley's natural resources and provides enjoyment for residents and
visitors while recognizing our place in the larger ecosystem (Policy SD.1).
By eliminating the golf course as an allowed use, and redesignating the area as open
space, this proposal will reduce the impact to the ESL Major Wildlife Corridor created
by the Big Wash and the Honey Bee Wash. This project will also be in conformance
with the native plant preservation requirements to minimize the disturbance of
significant vegetation (including ironwood tree stands and significant saguaros) and
mitigate for disturbances.
• Protect and provide connections between contiguous, environmentally sensitive
lands within the Town, including key habitat areas and significant natural resource
areas (Policy SD.2).
By reconfiguring these parcels, the development areas have been pulled away from
the two major washes that run through the middle of Neighborhood 5, and away
from the hillsides to minimize the disturbance of these key habitat areas.
• Conserve Oro Valley's natural resources in a comprehensive manner (Policy SD.3).
By clustering and reconfiguring these parcels, the amount of encroachment into the
natural resources on the site will be greatly diminished compared to the original,
existing parcel configuration. The Big Wash and the Honey Bee Wash will be
preserved in their natural condition to the greatest extent possible.
• Protect and conserve healthy native vegetation during the development process
(Policy SD.4).
As these parcels develop, they will be in conformance with the native plant
preservation requirements to minimize the disturbance to any significant vegetation
and mitigate for any disturbance.
• Enhance, protect, create and restore native biological habitats, especially along
washes, groundwater basins, recharge areas and wildlife corridors, in order to
benefit native plant and wildlife habitats and species movement, minimize the
negative impacts of invasive species and provide protection from flood risk (Policy
SD.7).
,9.
Big Wash and the Honey Bee Wash will be preserved in their natural condition along
with areas of significant vegetation, in order to minimize the disturbance to Critical
Resource and Core Resource Areas identified by the Town's ESLO map.
• Encourage development project designs that connect wildlife habitat areas, avoid
disturbing significant wildlife habitats and minimize the overall impact on wildlife
habitat areas (Policy SD.B).
By reconfiguring and clustering these parcels, the impact to Critical Resource Areas
and wildlife habitats will be kept to a minimum and allow for greater habitat
connectivity.
• Provide for the safe movement of wildlife near man-made features which may
potentially disconnect wildlife corridors (Policy SD.9).
By reconfiguring and clustering these parcels, disturbance to the existing major
wildlife corridors will be reduced compared to existing zoning. These corridors will be
kept in their natural conditions to the greatest extent possible.
• Strive to protect the public and environment from the threats and risks of
stormwater surges and potential negative impacts of contaminants from runoff
(Policy SD.10).
In accordance with Town policy, post -developed 100-year stormwater discharges
exiting the site will be maintained in their current condition or reduced by a
maximum of 10% if required by the Town Engineer. If appropriate, a detention
waiver will be requested.
• Identify, preserve and interpret significant cultural resources within Oro Valley and
the larger planning area (Policy CR.1).
The entire Rancho Vistoso PAD has been thoroughly surveyed by licensed
archaeologists. Additionally, as part of the rezoning process a records check was
solicited from the Arizona State Museum. According Arizona State Museum, no sites
are located in the project area. Local and State regulations will be followed if any
cultural resources are identified onsite.
• Build and maintain partnerships with federal tribal, state and local agencies and
community organizations to preserve or rehabilitate and to celebrate culturally
significant Town structures, records and places (Policy CR.3).
The old homestead located within the Big Wash will be preserved in its entirety.
7
N
3. Development
• Promote land use development practices and programs that conserve and minimize
impacts to natural and cultural resources (Policy LU.1).
By reconfiguring and clustering these parcels it will allow for more efficient
infrastructure, added viewshed preservation, less hillside disturbance, and less wash
disturbance. The development of these parcels will be done with a focus on
preserving their environmentally sensitive areas.
• Promote and encourage water conservation and retrofitting programs, and
innovative stormwater management techniques in development, redevelopment or
infrastructure projects and in landscape areas (Policy LU.2).
As these parcels get developed, stormwater management techniques will be utilized
to ensure that each development meets the requirements from the Town's code.
This policy will be looked at in greater detail during the rezoning and platting
processes.
• Promote outdoor lighting that enhances safety and circulation, beautifies
landscapes, minimizes impacts to adjacent properties and does not reduce public
enjoyment of the night sky (Policy LU.4).
The development of these parcels will comply with the Oro Valley Lighting Code
which will minimize impacts to adjacent properties.
• Provide diverse land uses that meet the Town's overall needs and effectively
transition in scale and density adjacent to neighborhoods (Policy LU.5).
The proposed land uses of this amendment request will recover some of the
originally planned residential density for Neighborhood 5, and is compatible with
surrounding developments. By recovering some of the residential density in this
area, it will make the school site (Parcel 5-R) and nearby commercial developments
and parcels more viable.
• Maintain the small-town, neighborly character and improve the design and safety of
the built environment (Policy LU.6).
The proposed parcel configuration will help to cluster the homes away from areas
with significant vegetation, regulated slopes, major f/oodplains, and mapped wildlife
corridors. There will also be an abundance of open space between existing nearby
developments and the proposed development parcels. There will be connectivity to
the arterial road network for emergency services and convenient access to nearby
goods and services.
0
• Coordinate planning for land use and transportation in order to promote growth
areas and transit and commercial corridors (Policy LU.7).
The development of these parcels will expand Moore Road, which will loop back
south to the intersection of Rancho Vistoso Boulevard and Arrowsmith Drive.
Increased traffic circulation will promote growth in the area.
• Promote the design of cohesive developments that enhance and promote the
pedestrian experience (Policy LU.9).
By reconfiguring and clustering these parcels it will allow for a much more cohesive
design for each of the developments. This will permit better pedestrian circulation
between the existing and proposed developments.
• Require new development to pay its share toward the cost of additional public
facility and service needs generated by new development, while balancing public
and private interests in cost allocation (Policy DG.1).
As part of the subsequent rezoning of the properties, a Traffic Impact Analysis and
other infrastructure analysis have been completed to ensure that this policy is met.
Required improvements will be the responsibility of the developer.
• Accommodate community services and utilities that meet the large community
needs and goals (Policy 1.1).
Services and utilities will be provided per Town policy. The Alterra at Vistoso Trails
subdivision (adjacent to this General Plan amendment request) will be constructing
phase 1 of a neighborhood park that will be owned and maintained by the master
HOA of Rancho Vistoso. Further details will be determined during the rezoning/
platting process.
• Consider aesthetics and visual impacts of utilities and infrastructure during the
planning, design or upgrade process, to the extent reasonably possible (Policy 1.2).
The development of theses parcels will provide the appropriate buffers for the
washes as well as for the surrounding neighborhoods and the future school. All new
utilities that will be required to develop these parcels will be installed underground.
• Accommodate growth in the community through long-range planning for services,
utilities and other infrastructure (Policy 1.4).
E.
This General Plan Amendment is directly focused on the growth of the community
through long-range planning. With the number of parcels included in this
amendment request, and with no existing access to these parcels, the proposed
roadway alignments, utility infrastructure, and significant resource areas are a major
driving factor in the configuration of the proposed parcels.
• Provide for safety, efficiency and environmentally -sensitive design in stormwater
systems (Policy 1.6).
All stormwater systems that will be required to develop these parcels will meet Town
Code requirements.
• Foster opportunities for walking, biking and mass transit to places where people live,
work, shop and play (Policy 1.7 and 1.10).
As these parcels are developed, pedestrian and bicycle circulation systems will be
integrated into the existing pedestrian circulation systems of Rancho Vistoso. This
pedestrian connectivity will encourage residents to walk, bike or use mass transit to
get to areas where people live, work, shop and play. Pedestrian connectivity will be
looked at in further detail during the rezoning and platting process.

planned as 'a high school site at the heart of the PAD. Over the years Rancho Vistoso has
developed at roughly two-thirds of its originally envisioned residential density. Of course, the
General Plan's future land use designations reflect the original PAD design, and not the other way
around. This proposed amendment will recover some of that originally planned residential
density while reducing the amount of hillside and floodplain encroachment and preserving the
remaining land as open space.
For various reasons Amphitheater School District will be developing a school in the future on
Parcel 5-11 instead of Parcel 5-I. When that change occurred several years ago Parcel 5-1 was
redesignated as Golf Course / Recreation Area in case development of a golf course became
viable. Parcels 5-M, 5-0, and 5-Q were designed to fit within and around the golf course
envelope. The golf course, however, will never be built, leaving the subject parcel boundaries
uninformed by any current development opportunity or constraint. The result is that the current
development parcel boundaries push further into hillsides and floodplains than they otherwise
would've had they originally been designed without an adjacent golf course. Put simply, this
proposed amendment seeks to consolidate the existing developable acreage of Parcels 5-M, 5-
0, and 5-Q into new parcels that are reshaped to reduce encroachment into the hillsides and
floodplain of Big Wash. In addition, the old high school site (Parcel 5-1) is proposed to be
redesignated to allow for reasonable residential development densities, commensurate with the
existing residentially -zoned Parcel 5-H just to the north of Parcel 5-1. Lastly, all lands outside of
the subject development parcels will be redesignated from Resort / Golf Course to Open Space.
In order to make this project a reality, the appropriate land entitlements must be acquired for
the property. The property owner is focused on acquiring the necessary entitlements in the Town
of Oro Valley, and the first step in achieving these necessary land entitlements involves a Type 1
amendment to the Oro Valley General Plan. As such, this application for a Type 1 amendment is
being submitted.
