Oracle Road, Repaint, OV1802180, Violation 6896 Dear Scott, The review of the proposed paint colors submitted on February 12, 2019, on the above referenced building, has been completed. The proposed paint colors are from the approve color palette of the Entrada De Oro Shopping center except for the band of purple (Sherwin Williams Impulsive Purple) near the top of the building. That purple will be allowed as a color band according to the Design Standards. Before final approval, the Town will need color elevations that are more representative of the true colors and the proposed locations on the buildings. The plans require the following corrections: 1. The wainscoting color "Your Majesty" is shown as dark blue in the top four elevations and dark gray in the bottom two photo renderings. That color is actually purple. Please show that color accurately and consistently. 2. The front and side entry features are labeled as "Sand Dune" which is a beige color. The elevations show that color as a white. Please revise the color to show more as beige. 3. The roof trim on that same entry elevation is shown on the top four elevations as "Your Majesty" and the lower two renderings are shown as gray in color. Please show accurately and consistently. 4. The top four elevations show a darker paint palette than the lower two. We must have accurate plans to approve in order for your project to move forward. You may email the revised accurate elevations tome if that is more convenient for you. Please have those submitted to our office no later than March 8, 2019. Attached is the process guide to get your project in front of the Planning Commission and Town Council. The process guide is written to accept paper submittals but you could choose to submit an electronic version to permits@orovallevaz.gov if you like. The same information would be needed except the multiple copies of documents. Please include case number OV1802180 on any future submittals. As we've mentioned in the past, your submittal will have to meet the requirements of the Town's Design Standards and processes. Also, your proposal would change the paint color palette for the Entrada De Oro shopping center, not just Taco Bell. Be sure your submittal addresses the following: 1. Since Taco Bell is part of the Entrada De Oro shopping center, the Landlord or management company of the Entrada De Oro shopping will need to be aware and in support of your proposed changes. The proposed colors, if approved, could be used on any building in the shopping center. 2. The application would be reviewed with the Design Standards, Addendum A of the zoning code, section 2.2.E, which include: • The colors and materials of the proposed architecture shall reflect consideration of the natural environment and built character of nearby development when applicable and appropriate. • Colors and materials should be influenced by and demonstrate consideration of superior and desirable design elements, including adjacent development when applicable and appropriate. Building colors and materials shall relate to one another and the natural environment on the basis of pigment, color value, and/or intensity. In scenic corridors, earth tones and pastels shall be utilized, especially in areas of high visibility. Desert/mountain colors that blend with the natural background are encouraged. Color banding is permitted provided the colors are consistent with the overall approved color palette for the center or complex. • Exterior finishes of a building shall not exceed a reflectivity of sixty percent (60%). We also had the chance to visit the restaurant last week. We observed that the grays and the white color are simply not colors that are used elsewhere in the Entrada De Oro shopping center. The "natural choice" color does not meet our reflectively requirements in the code. There is an element of purple used in the shopping center that may help allow the "passionate purple" color band. Also the code allows primary colors to the used as accents, which also might help allow the purple. Unfortunately staff cannot administratively approve the color change and also it would be difficult to support the new colors to the Planning and Zoning Commission and Council due to the lack of cohesiveness with the center. At this point you can choose to move forward, with the currently applied colors on the building, knowing you'll have an uphill climb. You can also repaint the building using colors from the approved palette. Either way please keep me updated on your next steps. If you will be repainting the building, please run the color choices through our review before you make the changes. I know that probably not the answer you were hoping to receive, but we do have codes that our Commission and Council expect us to uphold. The new paint scheme for our store is to spec from Taco Bell Corp (see architect plans). This current paint scheme is being mandated throughout the United States for all new Taco Bell stores and remodeled Taco Bell stores. This is our 3rd store in the greater Tucson area with this current paint scheme. We are asking for a one-time variance for our store located in the Entrada de Oro shopping center. We have also attached photos of other buildings within the same shopping center, with one in particular. The KFC building does not appear to be in the same color palate as the rest of the center.
