Meeting Date: 01/09/2019 Requested by: Bayer Vella, Community and Economic Development Submitted By: Patty Hayes, Community and Economic Development Case Number: OV1801490 Information SUBJECT: DISCUSSION AND POSSIBLE ACTION REGARDING A MASTER SIGN PROGRAM FOR THE PLACITA DE ORO SHOPPING CENTER LOCATED AT 11901 N. FIRST AVENUE RECOMMENDATION: The Planning and Zoning Commission recommended approval of the request. A draft of the meeting minutes and the staff report are included in Attachment 1. EXECUTIVE SUMMARY: The property owner proposes a new master sign program for the Placita de Oro shopping center that will establish an updated set of standards for permanent signs in the development (Attachment 2). The proposed master sign program will replace the current sign criteria which will include the following changes: An updated monument sign design Allow a monument sign height of 12' A master sign program is a set of customized sign standards that allows latitude to the zoning code in order to achieve variety and good design. The proposed latitude in this case is to allow the monument signs to be as tall as 12' which is 2' taller than signs allowed through the sign criteria process. The applicant proposes the taller signs in order to provide better visibility and identification for the tenants in the development. Placita de Oro is located in an area with a deeper than usual right-of-way and dense perimeter landscaping near a high speed intersection, all of which make visibility for this shopping center https:Hdestinyhosted.com/print_ag_memo.cfm?seq=2719&rev_num=0&mode=External&re... 1 /9/2019 Print Council Communication Page 2 of 4 challenging. This is the reason the new sign standards, with a taller sign, were submitted as a master sign program which required review by the Planning and Zoning Commission with final approval by Town Council. The proposed sign standards will incorporate design elements, such as color and stone veneer, that will provide unity between the proposed signs and the buildings on site. BACKGROUND OR DETAILED INFORMATION: The Placita de Oro shopping center was developed in 2006 and contains a hardware and drug store along with a bank, restaurant and service -related businesses. There is a previously established sign criteria for the shopping center which allows store owners to use a variety of colors for wall signs. Those standards will continue with the proposed master sign program; however, the monument sign design, if approved, will change to allow taller signs with clearer tenant identification. The new sign design, in conjunction with the taller height will mitigate visibility for the shopping center and allow tenants to be more noticed therefore attracting more customers to the site. Existing Site Conditions • 11 acre site • Zoned C2 (Regional Commercial) • 8 building pads; one pad is vacant Master Sign Program Details Monument signs Monument signs are permanent structures placed near the entryways of a development that identify the shopping center and also the tenants in the buildings. The primary focus of the proposed sign program is the monument sign design and height. The quantity and location of the signs will comply with the zoning code standards. The proposed new design will allow up to eight (8) tenant panels on signs that are 12' tall., which is 2' taller than the height generally allowed by the zoning code and is the main reason why the applicant submitted a master sign program. The taller monument signs are proposed due to the location challenges for this shopping center which include the wide curved Tangerine Road right-of-way and dense perimeter vegetation. The quantity and location of the signs will meet the standards allowed in the zoning code. Wall signs Wall signs are individual letters and/or logos attached to the exterior wall of the tenant space that provide identification for the business. The proposed sign program will allow both pan channel and reverse pan channel letters with halo or internal illumination. The proposed illumination, quantity and sizes of the wall signs meet the Oro Valley zoning code standards. The applicant has chosen to prohibit any wall signs on the building elevations that face the nearby residential homes in order to protect the view of those properties. https://destinyhosted.comlprint ag_Memo.cfin?seq=2719&rev num=0&mode=External&re... 1/9/2019 Print Council Communication Page 3 of 4 Discussion/Analysis: Design Standards and Design Principals are below in italics followed by staff commentary: Sign colors, design and placement shall be complementary and integral to the projects architectural and site design themes. The proposed monument signs will be placed in locations that are allowed by the zoning code once the existing signs on the site are removed. The proposed monument sign design utilizes earth tone colors found in the shopping center along with a stone veneer base that also blends with the stone accents in the development (Attachment 3). Project identification and sign elements shall incorporate architectural treatment and project unifying elements which are integrated with the overall design of the project in terms of style, materials, color and theme. The proposed signs introduce a new design for the development but continues the use of colors and materials used within the shopping center. The new design will blend with the development while providing effective identification for the tenants. As feasible, sign colors shall utilize the project color palette approved as part of the Conceptual Design for the project. The earth tones and teal accent colors found within the development will be used in the design of the new monument signs while allowing individual businesses to use colors from the proposed color palette or registered logos. General Plan The proposed sign criteria was reviewed for conformance with the General Plan's Goals and Policies. Listed below are relevant policies within the General Plan relating to signage: Goal Q: A built environment that creatively integrates landscape, architecture, open space and conservation elements to increase the sense of place, community interaction and quality of life. Policy Land Use 6: Maintain the small town, neighborly character and improve the design and safety of the built environment. Action item #125. Maintain the unique character of Oro Valley by studying and updating. Signage regulations to emphasize identification and direction over advertising goods or services to maintain compatibility and minimal intrusiveness. The proposed master sign program will provide an updated and taller monument sign design which will allow businesses to be better identified to the public while maintaining cohesive non -intrusive signage. Planning and Zoning Commission The Planning and Zoning Commission voted to recommend approval of the master sign program. The staff report and draft meeting minutes are included as Attachment 1. https:Hdestinyhosted.com/print_ag memo.cfm?seq=2719&rev num=0&mode=External&re... 1/9/2019 Print Council Communication Page 4 of 4 FISCAL IMPACT: N/A SUGGESTED MOTION: I MOVE to (APPROVE/DENY) the master sign program for the Placita De Oro shopping center as shown in Attachment 2. There are a couple of minor adjustments that need to made which I've listed below and marked on the attached plans. I think we can be ready to go to the Planning and Zoning Commission on December 4 if you can get the revised plans back to me by November 13. Let's try for that date! A representative will need to be present at both the Commission meeting on December 4 and the Council meeting in January which will most likely be Jan 19. Both of those meetings start at 6pm. You or the representative will need to be ready to speak about the case and you can provide a power point if you wish. Below are remaining or new comments (due to new changes) that need to be addressed. I've added suggested language in some areas. Page 3: a. Revise the language to make sure it's the tenants responsibility to get both the landlord and Town's approval for the sign. The Town isn't going to enforce the tenant and landlord communications. b. Remove the "addition" of 2 monument signs and change to refer only to the new monument sign design. c. It may be in your best interest to remove any references that limit the new monument signs to only 2. The code would allow this shopping center to have more monument signs so you might not want to limit to only two. d. Provide a visual color palette of the sign letters and remove the tenant landlord language. e. Change language about corporate colors to say that registered trademarks and logos are allowed. f. Line 4: The double stroke LED is still a mystery. What is that? Why is that needed? Although it can't exceed 4,400K you shouldn't actually mention the 4,400K in the program. I just needed that info for my understanding so that I can explain it in my report. g. Line 16: Why are details about the "inline" stores identified and then Pads are left with no standards? I suggest the following language if I assume there isn't any difference between the pad and inline shop size standards. Also since it appears you're not proposing any variance from the Town's sign measurements: Wall sign, size and quantity for all tenants: Oro Valley Zoning Code standards apply with the addition of the following: This is where you can add the 80% standards of you want those. Comment b. and c. above reflected under the Freestanding section. Page 5: There are some odd characters that showed up on the monument sign. Site Plan: You might want to add language that allows monument signs to be placed in accordance with the Zoning Code standards. There is a code amendment under review that could affect future placement of signs that would benefit this shopping center. Flexibly would be good for your client. I think there is some confusion going on, so I'll try to clear this up. There are two processes happening. One is for a sign permit to build and install a new monument sign, permit number S1703105. The second process is a new master sign program, case OV1801490. Due to the change in monuments signs and sizes, the master sign program must be approved first before any sign permit can be issued. Here is the history: Sign permit S1703105: • 1ST Submittal received December 2017: Denied in Jan. due to the requirement to revise the sign program. • 2"d Submittal received October 2018: This will be denied again due to still needing a revised sign program. The master sign program, OV1801490: • 1ST Submittal received May 29, Denied on May 31 see attached letter. 2"d Submittal received August 24 and then denied on September 17, see attached letter. The sign permit cannot be processed until the master sign program has been completed, reviewed by the Planning and Zoning Commission and approved. The second sign permit looks like you may have intended for this to be a submittal for the master sign program but all of the corrections in the 2"d review letter aren't addressed. Please address all of the comments in the second review letter and then we'll get the program scheduled for a Commission meeting. Please call or email if you have questions. Below is a list of items that need clarification or correction. Also refer to the marked up plans attached to this letter. Page 2, Site plan: a. General: The Walgreens and Wells Fargo sites are shown as "not a part" of this MSP. However, the MSP will apply to all the properties within the Placita De Oro shopping center. The must be included in this MSP per OVZC 28.2.B. This issue primarily relates to items c.iii. below. The zoning code section 22.9 D.5.b.iv. states "sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes". Monument sign locations: i. Explain the "BOC", "BOPL" on the plans so that the reader can understanding the meaning. ii. The exact location of the Al, A2, B1 and B2 signs are hard to see. Possibly add clearer markings or use arrows. iii. The "A" monument signs are the proposed newly designed multi -tenant signs and "B" represents the existing monument signs. The submitted MSP seems to keep both types of signs near each other and also keeps the two different types of designs. Comment 1.a. applies. Be keeping the two different sign designs, there isn't design compatibly within the center. Staff cannot support this choice to the Planning and Zoning Commission. 2. Pages 3 and 4 text: a. See reorganizing of information noted by yellow highlights on attached plans. b. Double check if code references are repeated (NEC/UBC) c. Define who are "in -line" tenants. What about freestanding pads? d. Are you certain you want to keep height limits? e. Will the "double stroke LED" meet the 4,400 Kelvin limit? f. While most any color is allowed in the code, the design standards and guidelines refer to colors and how they relate to the site. I noticed that a "completeness review" checklist was included in this submittal. It doesn't appear that this submittal was based on the "Master Sign Program (MSP)" process guide submittal information, specifically the content list on page 10. This first group of comments are suggestions that would make the submittal more complete. Also attached is the Master Sign Program process guide for your review. 1. Respond to the MSP process guide section 2.1.3, Narrative. 2. Provide photos of the buildings on site and how the proposed monument and wall signs will work on this site. 3. Only one type of monument sign was shown in the submittal. I believe you have two monument designs. Do you wish to include directionals, etc.? 4. Would you ever allow signs on the west or south sides of the inline shops that face the adjacent homes? This would be a good time add language prohibiting those signs. Below are list of corrections or clarifications needed based on the pages submitted in this first review: 1. 1 would suggest moving page 12, the site plan, to page 2 of the submittal. After the introduction page 1, it's better to have a site plan so that readers know where the project is located. 2. Page2, general signage requirements, items 1 thru 10 seem to be communication items from the landlord to the store owner. These types of statements shouldn't be placed on a sign program since the Town is not enforcing landlord requirements. 3. Page 3, Please reorganize into sections that relate to the same subject: i. Continuation of "general requirements": Item 19 seems to also be a landlord item and should be removed. ii. Items 20 and 21 should be under a title of not allowed types of signs. Also clarify if item 20 means you don't want signs painted on the walls of the buildings. iii. Items 22 and 24 should be listed under sign allowance type of column and not mixed into other not allowed or general standards. Oro Valley, it's in our nature. 11000 N. La Canada Drive, Oro Valley, Arizona 85737 www.orovalleyaz.gov I phone: (520) 229-4800 1 fax: (520) 742-1022 iv. Item 22: Clarify if you mean a logo is allowed to be 35% of the total allowed sign area or proposed sign area. v. Item 23: Window signs should defer to Town standards only. vi. Item 25: Seems to be a reiteration of Town sign standards and should just defer to Town measurement standards unless your owner wants something outside of the Town code. vii. Item 26: Colors are to be defined on the sign program. b. Page 3 Tenant Storefront Signage: 1. Type of sign: Do you mean to only allow RPC letters. Or do you want to allow both RPC and PC letters? Is the reason for the mounting distance from the wall and the depth of the letter to prohibit signs that project too far. That might be better stated "Signs may not project more than 8" from the wall". That way there isn't an issue when someone wants to use a 3.5' letter, etc. ii. Item 2, color, this needs to be determined in this sign program. iii. Item4: Double stroke neon? iv. Item 6: 2S% logo allowance doesn't match item 22 on the same page. This is another reason to group the "allowed" items together and the "not allowed" together. v. Verify that you want to continue the letter height limits. This is not a zoning code requirement and was a choice carried over from the other sign program. c. Page 3, Freestanding signs: I. Exhibit A (2) and Exhibit B (2) doesn't match in the site plan or other sheets. ii. Do you want to keep the "Walgreens" name or just refer to main corner tenant. Your examples don't show a "Walgreens" sign type described in this section. 4. Page 4: Remove blank #9 and 10. Explain "other additional sign types allowed". 5. Pages 5 and 6: a. This submittal is for a sign program which isn't a sign permit. The specific construction details such as listed under A and B aren't needed. If left in the text, they could inadvertently approve and/or require items later. b. What is the purpose of these pages? i think you're trying to define wall sign types. This may be the pages to add the color palette for wall signs and/or examples of the wall signs. This seems to imply that wall signs are copper patina. 6. Page 7 isn't necessary in a sign program. That info is more sign permit related. 7. Page 8, Monument sign: This page shows an example of 1 monument sign but not other signs, such as the monument sign that supposed to have the corner tenant, Walgreens. 8. Pages 9,10,11: What is the purpose of these pages? The info is more sign permit related when proposing to install a sign. 9. Page 12, the site plan: See comment number 1 above. Also "Cl, D1" etc don't relate to anything else in the submittal. Also what is the purpose of the small red numbers and letters? You may email the second submittal directly to me if you like.
