Oracle Road, Rancho Vistoso Center, OV1603219 Dear Barbara, Thank for submitting the sign program for the above mentioned property. The shopping center is located within the Rancho Vistoso Planned Area Development (RV PAD) which has its own set of zoning standards which includes signs. The RV PAD standards require the following: Signs are to be approved by the Rancho Vistoso HOA. The Town of Oro Valley Development Review may approve signage for the Rancho Vistoso PAD, which is in compliance with the OVZC at the time of the submittal and which meets the spirit and intent of these guidelines. In order for the Development Review Board (now known as the CDRB) to grant approval, the proposed signage must be determined to be compatible with the existing signage within RV PAD (Attached). The Oro Valley Zoning Code (OVZC) requires multi -tenant developments to create either a Sign Criteria (SC) or a Master Sign Program (MSP). A SC is a set of sign standards and designs that meet the standards of the code including but not limited to size, type, illumination and quantity. A SC is reviewed by the Conceptual Design Review Board (CDRB) and has a submittal fee of $350.00. A sign program that is compatible and meets the intent of the RV PAD, as mentioned above, would most likely be considered as a Sign Criteria (SC). An MSP is a set of sign standards that propose alternatives to the code standards. An MSP is reviewed by CDRB and Town Council. The submittal fee for an MSP is $1000.00. The applicant may choose to submit for a PAD exemption that would allow full review under the OVZC which is what would be allowed for an MSP. This submittal was marked as an MSP but was accompanied by a check for the amount of a SC. Many standards proposed in this submittal meet the code standard but several do not. Please decide how you wish to proceed as either a SC or MSP. Oro Valley, it's in our nature. 11000 N. La Canada Drive, Oro Valley, Arizona 85737 www.orovalleyaz.gov I phone: (520) 229-4800 1 fax: (520) 742-1022 e After a second submittal and review of the proposed sign standards and before the scheduling of a public meeting, staff suggests that the applicant, Town staff and the Rancho Vistoso HOA meet to review the proposal. The Town will facilitate that meeting when the time is appropriate. Staff has had the opportunity review this first submittal and offers the following comments below and also redlined on the applicants documents: 1. General comments: a. The Town of Oro Valley is not a City. Please replace City with Town throughout the document. b. Many sections of the document read more like a private agreement between the developer and tenant rather than a document that eventually gains approval by the Town and is enforced by the Town. If you choose to keep the developer/landlord language, please add disclaimers stating the Town does not enforce those particular sections. c. Please organize all wall sign standards into one area, monument sign standards into another area, and so on. For example monument signs are referenced on both pages 2 and 8. d. The sign code limits sign illumination to no more than 200 nits or 4400 Kelvin. Please make reference to the OVZC lighting maximums but do not give specific numbers in case the code changes in the future. 2. Cover sheet: The photo of the Town of Oro Valley entry sign provides an artful introduction to the project, however the location or related development is unclear. It is not until pages 6 and 7, that the location is made clear. Perhaps include the site plan and photos of the site in the first few pages. 3. Page 1: Comment 1 applies as redlined. 4. Page 2: a. Please provide an explanation or graphic detail defining "Mixed Media". We need to ensure the idea of Mixed Media meets the code. For example the code limits wall signs to 8" in depth which is what at SC would allow. The Mixed Media refers to three dimensional signs which might be deeper and may be allowed through an MSP. b. Several references are made regarding sign illumination. Specifically allowing two or more illumination types on one sign. The zoning code allows either halo or internal lighting. Also exposed neon is prohibited in the code. c. Cabinet signs are allowed only for logos. The statement in the proposed document that reads "the panel/cabinet sign..." may need further clarification. d. Please explain the meaning of "Creative use of Standard illumination". N e. Gooseneck lighting is proposed, however the Town's lighting code section 27.5.F.4. does not allow wall mounted lights over 9' in height. f. Sign Size Parameters refers to Monument signs. This seems to be in an odd location, because up to this point the main topic has been wall signs. g. Wall Signs: i. The meaning of "each tenant facing a street" and also "not facing" and "non -street elevations" will need to be clarified. Exactly which buildings and what sides of the building does this refer to? ii. The site plan and wall sign description should match. iii. Define secondary copy. iv. Wall sign measurements should simply state per OVZC if this is meant to be a SC. An MSP might allow different measurements. v. One of the statements seem to give the Landlord approval over the Town. The Town does not want to have a document that seeks approved from someone else. vi. The statement about "Deviation from requirements" is a concern. It seems to allow a variance without process. vii. The statement about sign measurements need to refer to OVZC only. viii. Define +monumotal. 5. Page 3: a. Types Styles & Logos: The section seems to provide specific details about sign types while giving the landlord final approval. b. Some of the allowed lighting listed on this page isn't clear how it would intended to be used in signs i.e. Neon, Fluorescent, fiber optics, cove and incandescent. c. The OVZC does not allow blade signs to be lit. A SC must follow the code while an MSP might allow. d. Colors: i. The code does not allow fluorescent or iridescent colors. ii. Are all letters intended to have contrasting returns? iii. A proposed color palette was not included in this first submittal. How are colors intended to be addressed? e. The Approval Process on this page appears to have the concerns listed in comment 1.b. 6. Page 4: a. The prohibited sign section should refer to the OVZC prohibited sign section and then list only special signs the development does not want on the property. The area of concern is redlined. b. Drive-thru signs: This section should basically refer to the OVZC and then show an example of a proposed style. The sizes in this section do not meet code. c. Window displays: Should be per OVZC only. d. Most of this page read more like the concerns in comment 3 including the fabrication and installation. 7. Page 5, Blade signs: a. The OVZC has specific standards for blade aka under -canopy signs. An MSP may allow proposed. 8. Page 6, Site plan: a. As recommended early, this may be more helpful as the second or third page. 3 b. The Auto Center part of the development is not shown. Although ownership may be different, they need to be included in this program. Please show that property in indicate if you have communicated with them. c. The property could have an additional monument sign at the western entrance. Also directionals and directory signs are permitted by the code. The submittal should show location and design for those types of signs. Remember, because the SC or MSP shows a sign type doesn't mean you have to build it, but it could be built in the future with a simple permit if already shown on the plans. d. This would be a good place to explain the earlier "facing a street" "non -street" elevations. e. Define what the red dash lines represent. f. Who would be allowed to place signs on the furthest east elevation? That is currently a large building with no tenants. If multiple tenants were in that building could they all have a sign on that elevation? g. Do you want signs on other sides of the buildings? 9. Page 7: Label which photos are existing. 10. Page 8: a. The monument sign doesn't meet the size standard of the OVZC 28.5.13.8. SC must meet sign. MSP may allow. b. A common stone used at the base of signs in Rancho Vistoso is named Vistoso Stone. The applicant should choose this type of stone and label the plans as such. 11. Page 9: This page should be removed. An SC or MSP is for advertising signs only and not intended to address traffic signs. 12. Page 10: Window signs should refer to OVZC only. The applicant will need to choose if this project is meant to be a Sign Criteria that meets the intent of the RV PAD standards or if it is intended to be a Master Sign Program which would also include a PAD exemption. Processes, fees and potential allowances differ for each of those. You may submit your next set of plans to me in email in pdf format if you like. Do you have any information I could share? They were also wondering about the status of HOA review. Is a package of signs proposed for the east side of the former Ike's building, facing Oracle? There are still needed corrections to be done. We are waiting for a corrected third submittal. I don't have any HOA update. We suggested that the HOA view the submittal once it's okay to start scheduling for a CDRB meeting but so far the submittals haven't been ready. The owners may have contacted the HOA separately? Oracle Road Recommendation: Approve the requested Sign Criteria SUMMARY: The applicant proposes a new sign criteria for the Rancho Vistoso Center which includes design standards for all permanent signs within the center. The proposed criteria is designed to accommodate a range of tenants by including a broader choice of sign colors along with redesigned monument signs as shown in the applicant's submittal Attachment 1. The proposed sign criteria meets the Town's Design Principles by establishing a design theme for the development. BACKGROUND: A sign criteria is a document that governs all permanent signs within a multi -tenant development and is designed to comply with the standards of the Oro Valley zoning code. A sign criteria is required to be reviewed by the Conceptual Design Review Board (CDRB) for final approval prior to the issuance of a sign permit. The Rancho Vistoso Center, shown in Attachment 2, was developed in 1994 followed by the installation of two monument signs with a Vistoso stone base that contain unlit copper patina letters along with copper patina colored wall signs. Many of those same signs exist on the property today which were based on standards from the zoning code in effect at the time. In 2013 a minor revision to the original sign criteria was done to allow more colors for wall signs but with no significant changes to the monument signs. Existing Site Conditions 13 acre site 6 existing buildings Zoning: Rancho Vistoso PAD Site was developed in 1994 OV1603219 Rancho Vistoso Center Sign Criteria Page 2 of 4 Conceptual Design Review Board Staff Report Related Approvals 1987: Rancho Vistoso Sign Standards 1994: Rancho Vistoso Center Development Plan 2013: Sign Criteria Revision SIGN CRITERIA: The new sign criteria proposes an updated monument sign design which will allow the development and its tenants to be clearly identified from Oracle Road and Rancho Vistoso Boulevard. The criteria will also allow tenants to choose from 14 colors for wall signs along with using registered trademarks and logos which will aid in clearer identification. Under the canopy signs are another sign type proposed in the criteria. Tenants would be allowed to hang a small sign near their front door to help identify a business to pedestrians on the sidewalk. Another sign type proposed in the criteria is an electronic message sign as allowed by the zoning code. A theater or gas station could use an electronic message sign to display the price of gas or theater listings. All signs proposed in the criteria meet the standards of the Town's zoning code. The sign standards of the Rancho Vistoso Planned Area Development allow the CDRB to approve signage that meets the "spirit and intents of the Rancho Vistoso guidelines. The Town has facilitated a meeting and subsequent communications with the property owner and the Rancho Vistoso HOA to help coordinate reviews. DISCUSSION 1 ANALYSIS: Key Design Standards and Design Principles are below in bold italics followed by staff commentary: Sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes. The Rancho Vistoso Center is a commercial development with a variety of building sizes and uses. The buildings are primarily earth tone stucco structures with the roofs and a Territorial Design. The proposed sign criteria will add updated monument signs, which are allowed by the zoning code and will contain a palette of earth tone colors and a stone base similar to many structures in the center and Rancho Vistoso area. Project identification and sign elements shall incorporate architectural treatment and project unifying elements which are integrated with the overall design of the project in terms of style, materials, color and theme. The Rancho Vistoso Center is one of the largest, oldest commercial developments in the Oracle Road and Rancho Vistoso Boulevard area. The proposed sign criteria will bring the sign standards in that area (Attachment 3) to a more updated look while still providing the stone base element and earth tone color commonly found in Rancho Vistoso area. OV1603219 Rancho Vistoso Center Sign Criteria Conceptual Design Review Board Staff Report Page 3 of 4 As feasible, sign colors shall utilize the project color palette approved as part of the Conceptual Design for the project. The monument signs will use earth tone colors and a stone base that will continue as cohesive elements while providing an updated sign design. The proposed Criteria will continue the use of reverse pan channel letters with white halo illumination but would also allow a tenant to use pan channel letters with internal illumination. Tenants could choose from an expanded color palette that includes 14 colors, including black and white. Tenants will also be allowed to use State or Federally registered logos. Key General Plan Goals and Polices below in bold italics followed by staff commentary: The proposed sign criteria was reviewed for conformance with the General Plan's Goals and Policies. Listed below are relevant policies within the General Plan relating to signage: Goal Q: A built environment that creatively integrates landscape, architecture, open space and conservation elements to increase the sense of place, community interaction and quality of life. Policy Land Use 6: Maintain the small town, neighborly character and improve the design and safety of the built environment. Action item #125: Maintain the unique character of Oro Valley by studying and updating: Signage regulations to emphasize identification and direction over advertising goods or services to maintain compatibility and minimal intrusiveness. The proposed sign criteria will allow the shopping center and its tenants to better identify their businesses to the public while maintaining compatible signage for the area. The proposed sign criteria is consistent with the General Plan policies. RECOMMENDATION: Based on the finding that the proposed Sign Criteria will provide a comprehensive set of design standards for the center and is consistent with Zoning code and the Design Principles, it is recommended that the Conceptual Design Review Board take the following action: Approve the requested Sign Criteria for the Rancho Vistoso Center as provided in Attachment 1.
