LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 5:00 PM   CALL TO ORDER    Chair Lee called the meeting to order at 5:00 p.m.   ROLL CALL Present: Nicole Casaus, Commissioner Auvie Lee, Chair Michael Paul, Commissioner Joan Pliego, Commissioner Ronald Scantlan, Member Absent: Puntadeleste Bozeman, Vice Chair Staff Present:Steve Solomon, Council Liaison Tobin Sidles, Legal Services Director Matt Jankowski, Parks and Recreation Deputy Director MaryAnne Tolmie, Recording Secretary CALL TO AUDIENCE    Chair Lee opened Call to Audience. Kathleen German, an Oro Valley resident, spoke about the Oro Valley Church of the Nazerine (OVCN) expansion. Tim Harris, an Oro Valley resident, is opposed to the OVCN rezoning and mentioned Cultural Heritage Preservation Plan. Robin Rainwater, an Oro Valley resident, is opposed to rezoning of OVCN property and would like to see Shadown Mountain Estates receive historic status. Tim Fagan, an Oro Valley resident, is opposed to the rezoning of OVCN property. Mary Topmiller, an Oro Valley resident, spoke about the rezoning of OVCN property. Paul Loomis, an Oro Valley resident, spoke about educational opportunities for the Commission, discussed articles that were stored at Steam Pump Ranch, and asked the commission to investigate the status and condition of materials stored in the Town Hall basement. Chair Lee closed Call to Audience.   COUNCIL LIAISON COMMENTS    Councilmember Solomon encouraged the Commission to be proactive in their duties. He commented how unique this Commission is, and that everyone's passion for history and varied backgrounds will contribute well to the whole.   PRESENTATIONS   1.Historical Society Update       Devon Sloan thanked the Town for allowing the Historical Society to go through some Steam Pump Ranch buildings to secure items of historical significance, and asked where things might be stored. They will be working on the 2018 license agreement with the Town. Encouraging the commission to visit their website, she recounted that Jim Williams presented the history of Steam Pump Ranch to employees. They hosted a talk at the Library discussing the early agricultural period. On March 13 Jan Cleere will present Following the Bugle - Military Wives in Arizona to celebrate Women's History month. Since September they have hosted over 1700 visitors, which exceeded last year's number. They continue to offer and give tours. Volunteer hours exceeded 500 hours. The current exhibit celebrates women's history month. She wondered if a concrete sculpture at the entrance to Oro Valley Estates on Greenock Drive could be moved. She again asked if there had been any progress on the ADOT brown and white sign.   CONSENT AGENDA   1.Review and approval of the February 6, 2023 Meeting Minutes.      Motion by Chair Auvie Lee, seconded by Commissioner Joan Pliego to approve the February 6, 2023 meeting minutes.  Vote: 6 - 0 Carried   REGULAR SESSION AGENDA   1.TRAINING AND POSSIBLE DISCUSSION REGARDING OPEN MEETING LAW, CONFLICT OF INTEREST AND HPC RESPONSIBILITIES       Tobin Sidles gave the attached presentation. Questions were asked and answered.   2.DISCUSSION AND POSSIBLE ACTION REGARDING REGULAR PRESENTATION FOR EDUCATIONAL PURPOSES AT FUTURE HPC MEETINGS    Chair Lee introduced the topic. There was some discussion. Paul Loomis, a resident of Oro Valley, asked the Commission to consider field trips and study sessions, and encouraged on-site educational opportunities, referencing Honeybee Village and petroglyphs. He asked that any historical significance of the Vistoso Nature Preserve property be included in its master plan. He encouraged them not to limit their education to just regular meetings.    Motion by Chair Auvie Lee, seconded by Commissioner Joan Pliego to have regular educational presentations and discussions at future meetings.  Vote: 5 - 0 Carried   3.DISCUSSION AND POSSIBLE ACTION REGARDING THE PROCESS TO REVIEW THE ANNUAL 03/06/23 Minutes, Historic Preservation Commission 2 3.DISCUSSION AND POSSIBLE ACTION REGARDING THE PROCESS TO REVIEW THE ANNUAL ORO VALLEY CULTURAL HERITAGE PRESERVATION PLAN    Chair Lee opened the discussion by asking if each commissioner reviewed the entire document and then there was a good discussion.    Motion by Chair Auvie Lee, seconded by Commissioner Joan Pliego to begin the annual review of the Cultural Heritage Preservation Plan by directing staff to divide it into manageable sections to meet our timeline.  Vote: 5 - 0 Carried   DEPARTMENT UPDATE    Mr. Jankowski reported that recent events at the Ranch were well attended, except March's first Friday concert which was sparsely attended due to the cold weather. He reported the future events for March and April. He noted that the BBQ and Bunkhouse are set to begin construction on March 9th and be completed by the end of June. Staff have been working with the Historical Society to preserve items in buildings and to also increase educational opportunities for seniors. The Oro Valley Aquatic Center reopened on February 13 with little construction left in the pump room, which does not impact use. The Community Center received new strength and circuit equipment. He reminded everyone that Celebrate Oro Valley will take place at the Ranch on April 8th from 10-Noon.
