LA CANADA DRIVE CALL TO ORDER AT OR AFTER 5:00 P.M. Chair Lane called the meeting to order at 5:01 p.m. ROLL CALL PRESENT: Marilyn Lane, Chair Jenni Sunshine, Vice Chair Dan Huff, Commissioner (attended via telephone) Eric Thomae, Commissioner STAFF PRESENT: Kristy Diaz-Trahan, Parks & Recreation Director Lynanne Dellerman, Recreation & Cultural Services Manager � CALL TO THE AUDIENCE — No speakers. � 1. REVIEW AND/OR APPROVAL OF THE DECEMBER 7, 2015 REGULAR SESSION MINUTES MOTION: A motion was made by Vice Chair Sunshine and seconded by Commissioner Thomae to approve the December 7, 2015 minutes as presented. MOTION carried, 4-0 2. DISCUSSION AND POSSIBLE ACTI�N REGARDING HISTORIC SIGNAGE RESEARCH AND DEVELOPMENT OF ORO VALLEY HISTORIC SIGNAGE STANDARDS �VICE CHAIR SUNSHINE AND COMMISSIONER THOMAE) 0/ice Chair Sunshine reviewed the research she and Commissioner Thomae found regarding the process in other communities. She discussed: � - H istoric sig n types - Oro Valley code on types and materials - Existing signage at Steam Pump Ranch - Examples of other signage � - Parks Service guidelines - Marker examples � - Interpretive signs - Forest Service guidebook - Concerns Commissioner Thomae discus,sed creating a historic marker program. 01-04-16 Historic Preservation Commission 1 , Parks & Recreation Director Kristy Diaz-Trahan suggested developing criteria, a process and an approval request. She ofFered to send Vice Chair Sunshine and Commissioner Thomae contact information for the appropriate staff inember to work with on this process. They will provide a draft for the Cornmission to review. MOTION: A motion was made by Vice Chair Sunshi-ne and seconded by Commissioner Thomae that the Historic Preservation Commission recommend Oro Valley have a � unified historic sign project. MOTION carried, 4-0 � 3. UPDATED DRAFT TOWN OF ORO VALLEY HISTORIC PRESERVATION � COMMISSION �RULES - DISCUSSION Ms. Diaz-Trahan said this is the first draft of the document and it includes updates from staff. The Commission may add updates and review in a future meeting. 4. ANNUAL WORK PLAN (SECOND HALF) GOAL SETTING - DISCUSSION AND POSSIBLE ACTION �CHAIR LANE) Chair Lane said it is important to decide which goals should be accomplished by the end of the fiscal year. One goal should be to determine ideas to honor Oro Valley resident Bill Adler and suggest those ideas to Town Council. The Commissioners discussed goals . such as to preserve and monitor Steam Pump Ranch, signage, collaborate with the Oro Valley Historical Society and have a presentation on the inventory. The Commission requested a site tour of Steam Pump Ranch. The Commission and staff reviewed future goals, including the following: - Historic sign program - Process to identify and record significant historic buildings - Historic Preservation Rules - Input on matters presented to the Town Council which impact historical sites 5. REPORT OF CURRENT EDUCATIONAL OPPORTUNITIES FOR HISTORIC PRESERVATION COMMISSION MEMBERS TO ATTEND The commission discussed upcoming educational opportunities. 6. REPORTAND DISCUSSION OF COMMISSION MEMBERASSIGNMENTS a. HISTORIC PRESERVATION OUTREACH EFFORTS REGARDING AN UPDATE � ON THE WRITING CONTEST (VICE CHAIR LANE) Chair Lane explained the language changes for the 2016 Historical Expository Writing Contest document. A subcommittee will be created to include two commissioners and one member of the �ro Valley Historical Society to evaluate the essays. b. FUTURE ASSIGNMENTS 01-04-16 Historic Preservation Commission 2 7. REPORT OF STEAM PUMP RANCH IMPROVEMENTS � Ms. Diaz-Trahan reported on the following: - Durazzo Construction is working on the site this month. - The Master Planting Plan is in review with the Arizona State Historic Preservation � Office. - The Development and Infrastructure Services Department design team is working on the roadway design. � 8. DEPARTMENT REPORT - Budget process has begun � - Receipt of two applications for vacancies on the commission .- Programs and events - Historic Preservation conference registration and presentation on the Pump House � cover 9. FUTURE AGENDA ITEMS � No discussion. 10. SCHEDULING NEXT HISTORIC PRESERVATION COMMISSION MEETING TENTATIVELY FOR MONDAY, FEBRUARY 1, 2016 TO BEGIN AT 5:00 P.M. - DISCUSSION AND POSSIBLE ACTION No disc�ussion.
